A number of factors can account for the weakened strength of o rganized labor in the United States. The rising service sector, where e mployee groups are usually small, has proved difficult to organize. Ad ditionally, within the goods-producing sector, a steady shift has occur red from blue-collar to white-collar employment that has slowed the pace of union growth because white-collar workers are less prone to organize. Moreover, the shift of manufacturing to the South and Wes t, areas traditionally hostile to the labor movement, has also undermi ned union power. Beyond all this, foreign industrial competition, whic h has made workers in traditional bastions of union strength such as automobiles fearful of layoffs and plant closing, has further weakene d organized labor. Finally, the high rate of immigration of unskilled w orkers, who tend to be afraid of taking part in union activities and wh o may oppose union attempts to control the supply of labor, has also made it difficult for unions to expand.

In addition to these economic factors, there are many other reasons. For one thing, management‘s concerns with benefits and a satisfacto ry workplace environment, particularly in the new high-tech industrie s, have in some way preempted union appeals. Also, changes in the l egal environment have worked against the unions as well. Because of opportunities for legislation established by the Taft-Hartley, numero

us states passed ―right-to-work‖ laws. In 1982, 19 states, many of them in the South, had ―right-to-work‖ laws. By making it illegal to enforce the union-shop p rovisions of an agreement within the state concerned, ―right-to-work‖ legislation has not only imposed efforts to unionize, but also become a source of friction between union and nonunion w orkers.
