现在,我代表第十五届中央委员会向大会作报告。

Now I would like to make a report to the congress on behalf of the Fifteenth Central Committee of the Communist Party of China (CPC).

中国共产党第十六次全国代表大会,是我们党在新世纪召开的第一次代表大会,也是我们党在开始实施社会主义现代化建设第三步战略部署的新形势下召开的一次十分重要的代表大会。

The Sixteenth National Congress of the CPC is the first of its kind held by our Party in the new century. It is a very important congress convened by our Party in the new situation in which we have begun to take the third step of the strategic plan for socialist modernization.

In the following you can find some possible topics that are useful for you. We do not have the exact answers for each of them, but some relevant information is supplied, so think about them very carefully.

1.Should college graduates earn higher salaries than the less well-educated in the

community?

Some conclude that college students should bear expenses for their higher learning on the generalization that college graduates usually receive higher salaries for similar jobs than those without a college degree. We can not deny that higher level of education, indeed, do associate with better income. Still, build on such fact alone, the conclusion remains questionable when more aspects are taken into consideration.

The whole argument in question rests on an assumption that it is always the case that people with higher education make more money than those less well-educated. But salary or income is, in most cases, based on contributions made by employees to companies or organizations in which they are employed. Statistics in the labor market indicate that people with professional training tend to find jobs easier than college graduates do and that blue-collar workers who do not hold college degrees are becoming the hottest in the labor market. Employers prefer to hire and pay more to highly skilled and specially trained people rather than fresh college graduates. In the auto industry, for instance, skilled technicians make two or three times more than their college educated counterparts who make the average salaries in other companies. And it is widely accepted that people’s income is determined more by talent, hard work, and willingness to take risks than solely by certain qualifications such as college education. Otherwise, the unemployment rate of college graduates would not be increasing every year and the rule of supply and demand will lose much of power in controlling the labor market. Admittedly in some knowledge extensive field such as research, teaching, and practice of law the labor force are primarily consists of highly educated professionals. But such people make up only a fraction of the labor market and are thus unrepresentative of the whole employment in general.

Considering the goal of education, we find that it is even more problematic for the country to throw all the responsibility of financing college education to college students. The goal of higher education of a nation is to improve and strengthen the general level of intellectual and professional capacity of its labor force, thereby increasing the competency of the nation in the global economy.

As tax payers, parents all contributes to the education system and country in various ways. It is only reasonable and necessary that the country gives some forms of financially assistance to students to ease the burden of rising education costs. Such help should go to not only students from needy or impoverished families but also outstanding students from affluent backgrounds. Doing so can significantly boost the motivation of children from millions of families to engage in higher level of study. It is understandable that the general quality of people in a country will improve and its economy will benefit both now and in years to follow.

If the burden of supporting children’s higher education is dumped on parents and students, thousands of brilliant students will be deprived of chances to pursue their academic inspiration. Among those who suffer would definitely be future great scientists, business managers, artists and statesmen. The loss will be disastrous and irreversible.

In conclusion, the idea that students should also pay the full cost of their study is wrong and harmful because it is wrong to assume that higher education necessarily equalize high income. Moreover, it is in the best interest of a nation to take responsibility in financing college education so that the goal of higher education will be better met.

2. JOB PROBLEMS FOR GRADUATES

According to the statistics, only 58% of college graduates could find jobs in their specialties. Why do college graduates find it increasingly difficult to get a rewarding job?

One reason perhaps is that many colleges and universities fail to adapt their courses to the development of economy. Degree courses offered in these institutions of higher learning are so outdated, irrelevant and impractical that the students themselves find it hard to translate their book knowledge into real job skills. Second, there is an oversupply of graduates in certain specialties.

So many of them can not enter the professions for which they are trained. College graduates are valuable resources in our country. The problems they encounter in job hunting deserve more attention.

3. 世界恐怖案件调查表

The number of terror attacks over the past four years has been climbing and rocketed to 204 cases in the year of 2004. This is a shocking figure to everyone and every nation in the world, which has aroused the deep concern of the international community. Can you say something about this?

In my view, terrorist offences against civilians cannot be justified in any way. Action of the kind is no doubt criminal regardless of their motivation, be it political or personal. The terror attack on children and women is never forgivable. In fact, terror attack is a threat to the world peace and

stability.

Counter-measures should be taken to fight against terrorism. To begin with, there is a greater and more urgent need for the international community to collaborate now. What’s more, the legislative framework of international cooperation against terrorism should be perfected. Most importantly, the world community should car efully explore terrorism’s breading grounds while probing effective means to counter it.

4. 关于南京大屠杀知道情况的问卷调查

The number of people who know the date of the Nanjing Massacre (大屠杀) is only one out of fifteen, which is really surprising to every Chinese. The social phenomenon is not a trivial matter and should arouse the great concern of our society. What does it mean to us?

The aim of the research is to remind us that we are forgetting what we should always keep in mind as a Chinese. Everyone in the world has his/her motherland. As a Chinese, we should have a good understanding of the history of our motherland. Without a good understanding of the history, we can not be a qualified Chinese. In the history of our nation, many significant events have ever taken place. The Nanjing Massacre is just one of them, which have left us an unforgettable memory. To forget events of the kind means that we betray our nation, that we are losing our national spirit, that we lack patriotism (爱国精神), and that we are destroying our future. The phenomenon which is revealed in the chart above is pervasive and must be curbed. Otherwise, it will impair the development of our motherland.

Counter-measures must be taken to rectify the trend of the kind revealed in the chart above. Mostly importantly, laws and regulations must be established to popularize the knowledge of the history of our motherland. Besides, activities at national level should be organized to mark the significant events in our history. In sum, we must attach more importance to our history in order to make our country become a strong and powerful nation in the world.

5. 考研人数从2003-2005年持续上升

The number of MS/MA candidates has been climbing over the past years and rocketed to 1.3 million in the year of 2005. People at different walks of life may wonder what is behind the figure. What is your viewpoint?

The foremost reasons for the great increase of MA/MS candidates over the past years can be illustrated as follows. In the first place, the idea that knowledge is power has contributed to the enormous increase of MA/MS candidates. At present, we are living in an era of knowledge explosion. If we want to survive in the current society, we must have good command of knowledge.

To be exact, knowledge learning has become a life-long work.

Therefore, more and more people are content with their four-year college education and apply for MA/MS degree. In the second place, the current unsatisfactory job-hunting has resulted in the great increase of MS/MA candidates over the past years. At the moment, the supply of the college graduates overtakes the demand for the college graduates.

As a result, many college graduates can not find jobs that they really enjoy and want. Some of their jobs are even irrelevant to their majors. Therefore, they would like to conduct further study instead of doing the work that they dislike. As a consequence, more and more people apply for MA/MS degree, which has led to the great increase of MA/MS candidates.

6. 中国在奥运会上金牌逐渐上升

The number of gold medals which are snatched by P.R. China has been climbing and rocketed to 32 at the 2004 Athens Olympic Games. This is a great achievement in Chinese sports. People both at home and abroad may wonder what has brought about the great success.

The foremost reasons for the great achievement which is revealed in the chart above can be illustrated as follows. To begin with, the Opening-up and Reform has contributed to the growth of Chinese sports. The Opening-up and Reform since 1978 has improved the development of economy in China, which has laid a solid foundation for the development of sports in China.

Thus, without the Opening-up and Reform, the 32 gold medals would be a pie in the sky. What’s more, the international exchanges have brought about the growth of Chinese sports. On one hand, we sent Yao Ming to NBA and Liu Xiang to participate in international events of various kinds. On the other hand, we have invited foreign professionals to come to China and coach our national teams.

Therefore, without the international exchanges, the 32 gold medals would be an empty talk. 7. 2004年不同疾病的死亡率

Among the leading causes of death among 15 — 59-year-olds worldwide in the year of 2004 are HIV/AIDS, heart failure, tuberculosis and so forth, which cover both external and internal factors. What the figure reveals mirrors a social reality, which is in effect thought-provoking.

The aim of the painter of the chart is to make us have a clear understanding of the leading causes of death so as to improve our life span and the quality of life. In the first place, some diseases such as HIV/AIDS and cancer are still No. 1 enemies since we still have no better way to deal with them. Consequently, we must work hard in this aspect and try our best to find the cure as early as possible. In the second place, psychological stress on us should not be neglected in terms of leading causes of death. Causes such as heart failure and suicide are closely related with

psychological stress.

Therefore, to protect our life, we must first of all attach importance to our state of mind. Last but not least important, some leading causes such as respiratory illness is associated with our environment pollution. Therefore, the improvement of our environment can contribute to the protection of our life. In sum, the chart above reminds us that the leading causes of death result from diseases, psychological stress, and environmental pollution. In order to have a better life, something must be done in the relevant aspects mentioned above.

8. My view on colleg e students’ marriage大学生结婚之我见

Nowadays college students’ marriage has attracted general attentions in our society. Newspapers also carry articles pertaining to this matter now and then. People put forward different opinions. Based on an investigation 65% of people hold the opinion that students shouldn’t get marry on campus, and I take the same view.

There are probably four reasons.

First of all, students haven’t come into close contact with the society. Our blind pursuit of love maybe misleads us to find a person who is not really fit for us. A senior of Nanjing University divorced from her husband after a year’s marriage life because of the poor economic condition and the lack of communication.

Secondly, the period during we are at college is a golden time for our study. We should work hard to acquire knowledge and enhance abilities. Chances are that marriage and family take up so much time that our study will be seriously affected. When we enter the society, it is really hard to make a successful ca reer because 22% of companies don’t want to employ graduates who have already got married. This will be a great threat to student-couples. Many of them will be forced to leave each other because they couldn’t find suitable jobs in the same city.

Thirdl y, although universities have canceled the ban to students’ marriage, they don’t encourage it. College will never offer apartments to student-couples. And it is both inconvenient and unsafe to rent apartments outside the campus. Meanwhile a lot of money will be wasted in the family life. Students haven’t earned money. How could we ask for money from our parents and lead a luxury life?

What’s more, many parents are afraid of becoming mother-in-law or father-in-law unconsciously. The immature marriage will bring family and society a great unsteadiness. If it ends in a divorce, the hurt of heart is really uneasy to bear.

To sum up, college students have the right of getting married. But we must handle the right with great care. We should pursue academic interest first. When we graduate and have a better

understanding of love, when we have the abilities to raise a family, we can think about marriage. 9. Job Changing Becomes a Fashion

It used to be quite an embarrassing thing in China for a person to be dismissed by his or her employer. But things are different now.

Take Beijing as an example. Many people now seek the opportunity to be sacked. Last year, some 14, 000 people succeeded in leaving their work places by resigning or having their employers dismiss them. Many of them were the backbone of their enterprises, including skilled workers and college graduates just assigned to their work places.

Enterprise leaders hold that many things account for the changing of jobs. Some people are not content with the situation in their work units; some are attracted by the higher income of self-employed workers and those who work for foreign interest- involved businesses.

A woman used to work for a commerce college as a teacher in Beijing, but she found it more interesting to work for a corporation as an office worker.

She said: "Satisfaction in my career is what I want."

Not all of those who left their work units find new jobs instantly. They become frequent visitors to the labor market in the capital. Some are lucky and are well received, but some are not, especially those who do not have special professional skills.

It is not unusual for some people to try to return to their original work units because they fail to find suitable new jobs.

Some who quit enjoy a new success in their career. A street peddler said, "I just regret I left the factory too late..." The peddler wore a suit of Western-style clothes and apparently is well-off now. But another peddler said that they earn money only through hardship. "We suffer coldness in winter and heat in summer, spending all day in open air." And he told a reporter that a peddler who worked near him had returned to his original work unit because he found it too hard to be a self-employed worker.

The frequent change of jobs among employees represents a challenge to the years-old job allocation system in China, revealing the fact that people have begun to pay attention to their personal values and have a sense of competition. The flow of personnel in the form of quitting old jobs to find new ones cannot be stopped by mere administrative means. Such a flow is inevitable in the development of a commodity economy.

The problem can only be solved by further reform.

It is always wondered why some people cannot see the importance of goals, the need to set goals and follow them through. Very few people would get on a plane or a ship, not knowing where they were traveling to. Goals are the aim for striving (奋斗目标)and those who walk about without plans through life waste a great deal of time.

Goal setting has long been thought to be necessary in business and more recently many people have come to think highly of some of the great people in the world - people who set simple goals and who go after them - such as Nelson Mandela, Mother Teresa and Michael Jordan.

For personal development, the starting point is setting goals. Sometimes the starting point is dreaming, having wishes, then breaking their big plan into small ones that can be achieved (实现).

A useful idea is to think about what you would really like to achieve, what you will be in the future - five years from now, ten years from now. Writing these down is a good starting point.

It is always wise to break goals up into short-term and long-term goals. Knowing that something is achievable soon can give more confidence to achieve. Long-term goals will probably be fewer , but short-term goals can fall into a “more possible to achieve” basket .

Goals need to be started with clearness. The clearer they are, the easier they are to reach. If a goal is shown clearly, it can guide to a fitting action. It is important that a person never loses sight of their goals. To do so is to become aimless and off track. It is sometimes useful to question yourself. “How important is this goal to me?” If the answer is “I think it is very important ”, then it must be followed. That means that action must be taken at once.

Delay (拖延)is the thief (贼)of time for human. The longer you delay, the more difficult it is to achieve goals. There are many people who probably have less skill (技能), even less education than you, yet they succeed. It is most likely because they take action, they realized (认识到)what they want, what they set out to do. They achieve their goal. Goal setting really never finishes for the successful person. Once a goal has been achieved, there is another to be set and reached for.
