建设项目竣工时环保自主验收现状分析

【摘要】Since the "Environmental Management Regulation of Construction Projects" was amended, causes were analysed about the common problems of lack of environmental awareness, prolonged examination period, no adequacy of information publicity, less normalised technical service market of the third parties, and etc. in the process of environmental self-examination upon the completion of construction projects. Feasible solutions were proposed including strengthening follow-up supervision, enhancing the awareness of responsibility, standardising the third party service institutions, and etc. so as to ensure the environmental self-examination upon the completion of construction projects more normalised and more effectual.%分析了自《建设项目环境保护管理条例》修订以来,在项目竣工时环保自主验收开展过程中普遍存在的缺乏环保意识、验收周期长、信息公开不到位、第3方技术服务市场不规范等问题产生的原因.提出了可行的解决措施,包括强化后续监管、加强责任意识、规范第3方服务机构等举措,以保证建设单位的竣工环保自主验收工作开展的更加规范、更具成效.
