基于“高校知识产权管理规范”的图书馆知识产权信息服务体系构建

〔摘要〕在我国高校提升知识产权管理能力的过程中，作为高校信息中心的图书馆将面临新的角色和责任，如何通过服务模式和内容的创新嵌入高校知识产权管理体系，已成为高校图书馆发展的新课题。根据《高等学校知识产权管理规范（征求意见稿）》梳理高校知识产权管理过程，挖掘潜在信息需求，结合对高校科研管理人员的调研，采用系统化设计方法，研究构建了由服务支撑层、系统层和服务层组成的高校图书馆知识产权信息服务体系，旨在为图书馆有效参与高校知识产权管理提供参考。

〔Abstract〕In the process of improving the capacity of intellectual property management in universities，the university libraries will face new roles and responsibilities.It has become a new topic in the development of university library that how to embed in the university intellectual property management system.Based on the analysis of the“Intellectual Property Management Standards in Universities（draft）”and interviews of R&D managerial staffs，an information service system in university library oriented to intellectual property management was established in this paper.The system was design by systematic design method，which was consisted of three layers：service support layer，system layer and service layer.It was hoped that the research in this paper could provide reference to the practice of library to be part of the Intellectual Property Management System in Universities.

2015年3月，国务院发布了《关于深化体制机制改革加快实施创新驱动发展战略的若干
