摘要：针对空军通信基础网效能评估指标体系不完善、缺乏分项指标计算方法模型等问题，根据 网络化作战需求，构建了空军通信基础网的效能评估指标体系，并给出了分项指标的概念和计算模 型，可为系统的研制改进和作战运用提供参考。

Abstract ：Aiming at the problems of the faulty index system on efficiency evaluation in communi-cation fundamental network,lack of calculating models of the sub index,based on networked op-eration requirement,an index system for efficiency evaluation in communication fundamental net-work is constructed.Then,the definitions and the calculating models of the sub index are given. The model for efficiency evaluation provides references for improving system development and operational application.

〇引言

空军网络化指挥信息系统，是按照网络化作战 理念，遵循信息化条件下体系作战信息流程，依托栅 格化通信基础网，融情报保障网、作战指挥网和武器 控制网于一体的网络化指挥信息系统，是空军网络 化作战体系的核心。其中，通信基础网是综合运用 各类通信系统构建的空天地一体、栅格化和安全可 靠的信息传送和承载网络[1]。具有信息传输、网络 管理、频谱管理和网络安全防护等功能。作为空军网络化指挥信息系统的重要组成部分，通信基础网 是其他3个作战应用网的信息承载网络，其作战效 能直接影响情报传输效率和指挥控制效能，对缩短 “打击链”起着至关重要作用。

从公开文献看，关于军事通信网络的效能评估 研究大多在评估方法与改进方面&5]，少量研究侧重 于评估指标体系的建立[6"];对其效能研究主要集中 于基本业务性能[M]和抗扰/抗毁性、机动性和安全 性等战术性能方面[5_7]。各文献对评估指标的选取 及指标群的划分差异很大[27]，存在指标体系划分不
