1目的Objectives

为了船舶安全营运,防止船舶对海洋和环境造成污染,确保公司及船舶对一切可能造成的污染采取有效的防范措施。

This regulation is compiled to ensure the safe operation and prevent the pollution to the oceans and environment and to make the effective pollution-prevention measures enforced by company and vessels. 2职责Responsibilities

2.1公司职责Responsibilities of The Company

?公司的相关职能部门要遵守国际、国内防污染的有关法规,参加公司的应急反应,为防止船舶造成污染提供必要的岸基支持。

The relevant department of the company should abide by the international and domestic

pollution prevention rules and regulation, participate in the emergency maneuver, and

provide necessary onshore support to the prevention of pollution by vessels.

?机务部对于船上防污染设备运转的可靠性提供技术保证。

Technical department should provide technical guarantee to the reliability of the pollution

prevention machine.

?ISM部负责防污染设备的检查,监督防污染措施的实施。

ISM department takes charge of the examination of pollution prevention machine and

oversees the implementation of pollution-prevention policy.

?机务部负责防污染设备及器材的供应。

Technical department takes charge of the procurement and supply of preventing

pollution equipment and machinery.

2.2船舶职责Responsibility of The Vessels

严格遵守国际、国内防污染的有关法规,对防污染设备进行有效的维护保养,使其时刻处于

规定的适用状态,对于船上可能出现的污染制定防范措施,认真可靠地进行一切可能造成污

染的操作。对已发生的污染事故按《船上油污应急计划》采取迅速有效的措施。

The responsibility of the vessels are to comply with the international and domestic preventing

pollution rules and regulations; to maintain and fix the preventing pollution machinery to keep

them in the stipulated working condition; to draw up and implement the preventing pollution

regulations to counter the potential pollution occurrence; to take efficient measures to response to

pollution accident happened in according to

3船舶防污染设备和防污染文书Preventing Pollution Equipment/Documents

3.1船舶防污染设备Preventing Pollution Equipment of Vessels

根据国际、国内防污染的规则、规定,各类船舶要分别装设符合规则、规定要求的防污染设

备:

According to the international and domestic preventing pollution rules and regulations, each kind

of vessels should install the respective preventing pollution equipment, which meet the

requirements of the rules and regulations.

?对于150总吨以上的油轮和400总吨及以上的非油轮要求;

Requirements for tankers of more than 150 gross tonnages and other non tankers with more

than 400 gross tonnages

?机舱污水和压载水分别使用不同的管系;

Different and separate pipe systems for engine room sewage and ballast water ?设置污油储存舱;Set dirty oil reserve tanks

?装设标准排放接头;Install standard discharge connectors

?装设油水分离设备或过滤系统,排放经处理的油污水的含量不超过15ppm;

Install oil and water separation system/filtering system. Process oil and sewage should

contain no more than 15ppm

?对于一万总吨及以上的船舶,还应装设排油监控装置;

Install oil discharge monitoring system for vessels with 10000 gross tonnage or over ?对于不足150总吨的油轮和不足400总吨的非油轮,应设有专用容器,以回收残油、废油,并应能将残油、废油排入港口接收设备;

For tanker of less than 150 tonnage and non tankers with less than 400 tonnage, set designate

receptacles to collect remaining oil, waste oil and the receptacles should be able pass

collected oil to equipment in ports

?船舶装设的其它防污染设备应符合国际国内防污染结构及设备规范的有关规定。

Other installed pollution prevention equipment should meet the requirement of domestic and

international pollution prevention structure and equipment specifications.

3.2船舶防污染文书Vessel Preventing Pollution Documents

根据国际公约的规定,船舶必须配有经过检验有效的下列证书及记录:

According to international pollution prevention conventions, vessels must have the following valid certificates and record.

?《国际防止油污证书》(IOPP证书);International Oil Pollution Prevention Certificates

?《船上油污染应急计划》;Shipboard Oil Pollution Emergency Plan

?《船舶垃圾管理计划》;Vessel Garbage Management Plan

?《油类记录簿》;Oil Record Book

?《垃圾记录簿》。Garbage Record Book

3.3船舶防污染文书的管理Management of Vessel Shipboard Preventing Pollution Documents

?船舶《国际防止油污证书》由船长负责保管,证书的有效期是五年,进行期间和定期检验,证书的检验由船长提出,公司机务部负责办理;

Master keep international oil pollution prevention certificated. The validity of a certificate is

five years. Master applies for the certificates surveys, and the Technical Department will

arrange inspection by classification.

?《船上油污染应急计划》和《船舶垃圾管理计划》是指导船舶进行防污染操作的必备文件,由船长负责保管,公司ISM部检查监督实施情况;

necessary documents to guide vessels in pollution prevention operation.

污证书》的船舶,还需有英文或法文的记载;遇有争议时,以官方文字为准;《油类记

录簿》和《垃圾记录簿》每进行一项操作,都要按要求认真、如实填写,由操作负责人

签署姓名和日期送交部门长审阅,每记完一页由船长签字,《油类记录簿》和《垃圾记

录簿》应存放在船上随时可取来检查的地方,并且在进行最后一页记录完后,《油类记

录簿》应在船上保管三年后送交公司机务部,《垃圾记录簿》应在船上保管二年后送交

公司ISM部;

Chief engineer and chief officer keep and ,

which should be filled in using flag state official languages and methods. Record in English

Certificate>. Official languages prevail in interpretation in controversy. Record every

operation in and with signatures of persons in

charge and dates, and submit them to department heads for approval. Master’s signatures are

required for each page. and should be kept on

board with immediate access for check. When whole logbooks are completed,

Book> should be kept on board for three years and then submitted to the company technical

department, and , kept two years on board before submitted to the

company technical department.

?船舶所有的防污染文书都应在船舶抵港时,接受港口主管机关的检查。

All pollution prevention documents should undergo the checks of port authorities after arrival. 4船舶污染物的排放Discharge of Vessel Pollutants

各船舶要严格遵守MARPOL国际公约附则Ⅰ至附则Ⅳ的规定,认真进行每一项操作,防止对海洋和环境造成污染。

All vessels should comply with MARPOL international convention from annex 1 to annex IV. Carry out each operation to prevent pollution to sea and environment.

4.1含油污水的排放Discharge of Oiled Sewage

根据MARPOL国际公约附则Ⅰ和国内防污染管理的规定,对400总吨及以上的非油船和油

船机舱舱底水排放规定如下:

According to MARPOL international convention annex I and domestic pollution prevention

convention rules, the regulations on ballast water discharge by non tankers with more than 400

tonnages in gross and tankers.

?不在特殊区内排放;No discharge in special area

此中的“特殊区域”系指国际MARPOL公约中规定的“地中海”区域、“波罗地海”

区域、“黑海”区域、“红海”区域及“海湾”区域。并且还包括各国的海洋资源保护区;

The special area are those stated in MARPOL conventions: Mediterranean sea area, Baltic

Sea area, Black Sea area, Rea Sea area and gulf sea area, as well as sea resource preservation

area.

?距最近陆地12海里以上;More than 12 nautical miles from nearest lands

?航行途中排放,排放水含油量不超过15ppm;

Oil content in discharge water should be no more than 15ppm in navigation

?船上经主管机关批准的舱底水排油监控系统、油水分离设备、过滤设备或其它装置等,正在运转中;

In the operation of authorized ballast water oil discharge monitoring system, oil and water

separation equipment, filter equipment or other equipment

?在退潮时;During ebb tide

?若船舶因维修或清洗等工作而使用少量的有毒液体物质时,对于这些有毒液体物质的处理应按照国际MARPOL公约附则Ⅱ的要求排放入海,或船舶抵岸时移送岸上处理。

Small amount of toxic fluid, which is used in maintenance or cleaning, could be discharged

into sea according to International MARPOL convention annex II, or be moved on shore for

disposal.

4.2船舶含油污水的控制Control of Oiled Sewage

?船舶机舱的污油、污水主要来源于(但不限于此):

Engine room waste oil and sewage come from (but not limited to)

?各类分油机的排渣及冲洗水、水封水;

Oil separator waster and flushing water and water-seal water

?油泵、水泵及各种管子的接头等处的漏泄;

Leakage in oil pump, water pump and various pipes connectors

?锅炉热水井及各种膨胀水柜的溢水;

Boilers hot water well and expansion tanks spillageed water.

?空气系统、蒸气系统及油水柜等的放残;

Discharged waste from air system, steam system and oil/water tanks

?管路的维修、清洁的用水、用油等;Pipe maintenance and cleaning water and oil

?采用铁梨木为尾轴密封型式的漏泄等。Iron-colter type tail shaft leakage.

?因此各船舶负责人应严格加强管理,减少各种泵辅、管路及整个动力装置在运转中的漏泄;经常巡视检查,减少各种膨胀水柜、锅炉回水井等的溢油、溢水;并注意在检修当

中减少油水的漏泄,加强用于清洁的油、水的管理,尽量减少机舱污水。

Each vessel persons in charge should enforce management to reduce leakage in pumps, pipe

system and the whole power equipment. Patrol regularly to reduce oil and water spillage in

expansion water tanks and boiler incoming water well. Try to reduce leakage of oil and water

in repair. Enforce management of oil and water for cleaning, and try to reduce sewage in

engine room

4.3含油污水的排出Discharge of Oiled Sewag e

?机舱舱底水在排放之前,应征得值班驾驶员的同意,在规定的海域进行排放作业,并请驾驶台的人员协助监视污水排放时,海面是否有油迹出现;

Before releasing ballast water, seek consent from duty officers to discharge in the designated

seawater, and ask officers on the bridge to help monitor discharge of sewage and presence of

oil at sea.

?按说明书的要求正确操纵油水分离器;检查油水分离器是否充满水,充满水后打开加热装置,加热到正常需要的温度,(一般为60℃);

To operate oil and water separator according to manuals. Check if separators are full of water.

Turn on heat equipment after water is full and heat it to required temperature (normally 60℃) ?开启和检查监控装置和自动停止排放装置,确认其正常运转时开始排放污水,负责排放的轮机员准备好《油类机录簿》,记下开始排放的时间;

Turn on and check monitoring equipment and automatic stop discharge equipment. Start

releasing sewage water after ensuring normal operation. Engineer in charge of discharge

should prepare oil type logbooks and record starting time of discharge.

?污水排放结束后,应通知驾驶台;并按要求在《油类记录簿》上正确记录;

Notice to bridge after discharge operation and record in .

?负责排放的轮机员在正确记录《油类记录簿》后,应在油类记录栏内签名,抵港前送轮机长、船长审阅、签字;

Engineer in charge of discharge should sign in the column of oil type record after correct

record. Send the logbook to chief engineer and masters for perusal and signature before

arrival.

?污水排放完后应做好下列工作: Do the following work after sewage discharge is over ?清洗监控装置的取样管路及系统,以防冷凝后的污水、污油污染该系统,造成下次使用失真;

Clean the sampling pipes and system of monitoring equipment to prevent condensed

sewage and waste oil from contaminating the system and distorting next use.

?清洗油水分离器和各滤器,以备下次使用;

Clean oil and water separators and various filter for next use

?油水分离器停用时要充满水,关闭污水进口阀,防止氧化,腐蚀内壁;

Oil and water separators should be filled fully with water after stop. Turn off sewage

entrance valve to prevent oxidization and corrosion of internal surface.

?油水分离器的内部应定期清洗,一般在3~6个月清洗一次,对带有过滤器的15ppm 油水分离器,最好在1~2个月内清洗一次,并掏出油水分离器下部的积渣;

Internal parts of oil and water separators should be cleaned periodically. One cleaning

every 3 to 6 months. For 15pmm separators with filters should be cleaned once every

1-2 months and remove waster at the bottom of separators.

?清洗油水分离器端盖时,不要用刮刀、刮铲等,防止刮伤涂料;

No use of knife and scrape in cleaning oil and water separators to prevent damage to

paint.

?油水分离器的加热温度不要超过70℃,防止端盖的涂料融化.

Heating temperature of separators should be no more than 70℃to prevent melting of

paint.

?如果在排放过程中,驾驶台的协助人员发现舷外有油迹出现,应立即通知机舱,停止排放,立即进行检查、维修,解决问题后再排放;如果漏油或跑油,应按《船

上油污染应急计划》进行反应。

In the process of discharge, check, repair and solve problems before discharge. If there

is leakage and running of oil, act according to Vessel oil pollution prevention

emergency reaction plan.

4.4船舶垃圾的排放Discharge of Vessel Garbage

船舶垃圾是船舶在运输货物过程中而产生的包扎和垫舱物料,船舶因维修保养而产生的废液,如油漆、铁锈、废纸、玻璃及纤维等,船舶生活食品废料及食品包装等。其处理标准为: Vessel garbage is pack aging and laying materials in the transportation of cargo, garbage fluid,

like paint, rust, garbage paper, glass and fibers from vessel repair and maintenance. The processing standard is:

?一次塑料制品不得排放入海;Disposal prod uct couldn’t be pumped into sea.

形成可见漂浮物;

Stores, laying material and packaging material should be disposed of far from the land. No

floating visible objects less than 25 nautical miles from the land.

?船舶生活垃圾和食品废物经处理后粒径小于25mm的,可在距最近陆地3海里以外海域倾倒;未经粉碎处理时,必须在12海里以外投弃;

Vessel living garbage and food garbage, which is less than 25 mm in diameter after process

could be dumped into sea no less than 3 nautical miles from the land. Uncrushed stuff should

be dumped 12 more than 12 miles away from the land.

?特殊区域内禁倒垃圾时,但允许将其倾倒在沿岸12海里以外海域;

Though special area doesn’t allow garbage dumping, it could be dumped more than 12

nautical miles from the land.

?如果垃圾与具有不同处理与排放要求的其它排放物混合在一起时,则应适用其中较严格的规定;

Dumping of mixture garbage should follow the stricter requirement, which is one of various

compositions.

?船舶应备有专用生活垃圾桶,该桶应有盖而不会渗漏;

Vessels should have special living garbage bins, which should have cover and no leakage.

?疫区来垃圾应消毒后再处理;

Garbage from infected area should be sterilized before process.

?船舶每进行一项垃圾的处理操作,大副都应按照规定的格式和记录要求,正确填写《垃圾记录簿》。

Chief officer should fill the garbage logbook according to the stated format and recordation

for every disposal of garbage of vessel.

5船舶油类操作Vessel Oil Operation

5.1船舶加装燃油操作须知Code For Bunker Loading

船舶燃油、润滑油的加装作业是船舶非常重要的操作,管理不善或操作不当或操作失误会立

刻导致污染事故,因此船舶的燃油、润滑油的加装操作作如下规定:

Loading of bunker and lubricant is an very important operation. Improper management, wrong and

improper operation could lead to pollution accidents. The following regulations are made for the

loading and operation of bunker and lubricant.

?根据船舶使用及存油之牌号、数量,考虑下一航次运输任务,由轮机长提出加油数量和规格,与船长商定后提出加油申请,电传公司机务部,经机务部批复后联系具体加油事

宜;

Take the pattern and quantity of oil in use and remaining into account when planning next

transportation task. Chief engineer give suggestion on oil quantity and specification and

discuss with masters before application for oil is filed to the company technical department

by telex. The implementation is carried out after the approval from the technical department.

?加油前,二管轮应确切掌握各油舱存油的品种和数量,尽量并舱,使新旧油分舱存放;

加油油舱和数量确定后,要与大副商定,确保船舶的平衡;安排甲板巡视人员,甲板与

机舱的联络人员等,保证操作当中分工到人;

Before loading bunkers, third engineer should know the kinds and quantity of oil in tanks and

try to merge tanks to keep new and old oil separately kept. Third officers should discuss with

chief officer to keep vessels stable after oil tankers to be loaded and quantity are decided.

?二管轮应检查加装管系,正确开关阀门,关好有关海底阀,甲板巡视人员负责打开油舱的透气孔,封堵好甲板所有的出水孔,对可能发生渗漏的地方如集油容器等处应加强管

理,备妥有关的消油剂、防污器材和灭火器材;

Third engineer should check and install pipe system, operate valves correctly. Deck

patrolling crew are in charge of opening ventilation holes in bunker tanks, plugging all water

outgoing holes in the deck, and enforcing the management of place prone to leakage, such as

oil collection receptacles, and making related oil remover, pollution prevention equipment

and firefight equipment.

?正式开泵前,二管轮应检查供油方的供油质量和供油数量,记下流量计读数,用验水膏检查供油的含水情况;供油双方定好联系信号,以船方为主,双方均应切实遵守和供油

方事先确定好的供油速度;

Before starting pumps, third engineer should check bunker quality and quantity from

suppliers, take down flow meter readings, use >>> to check water contents; Common contact

signal should be established on vessel’s signals. Both parties should follow bunker-loading

speed agreed upon.

?装油中,在油气可能扩散到的区域,禁止吸烟和明火作业;泵开动后,应立即倾听油流声,查看透气管的出气情况,确认油已进入预定的舱位,并要经常测量加油舱的油位,

防止加装过量(每个油舱加油不应超过油舱容积的85%;装油人员要监守岗位,严格执

行操作规程,掌握加装油进度,防止跑、冒、漏油;

During bunker loading, no smoking or flame work in the area in the reach of oil vapor. After

pumps are started, oil flowing sound should be heard immediately. Check air ventilation

holes and ensure that bunker has entered the designated tanks, and measure oil height of

bunker tanks regularly to prevent overloading (each bunker tank should not be loaded more

than 85% of capacity. Bunker loading crew should stick to their positions, and follow strictly

the operation procedure, control loading speed to prevent spilling, spillageing and leakage.

?停止加装时,应关闭有关的阀门;拆卸输油软管时,应事先用盲板将管口封好或采取其它有效措施,防止管内存油倒流入海;重新测量各舱柜的存油数量,并核对供油方加油

实际数量,索取油样当场封好,以备以后发现问题时有据可查,如果加油数量短缺应按

照公司操作行文件《船舶燃油供应与管理规定》和《船舶润滑油供应与管理规定》执行;

When bunker loading is finished, close all related valves. During removing oil soft pipes, use

blind board to seal the pipes or take other effective measures to prevent oil in the pipes from

going into sea. Re-measure quantity of bunkers in each tanks and double check actual

quantity loaded. Get oil samples and seal for later reference. In case of shortage of loaded oil,

operate according to the company operation documents vessel bunker supply and

management regulations and vessel lubricant supply and management regulations.

?如在加油过程中出现跑油、冒油或漏油时,应立即采取措施,防止油入海造成污染,若已经造成污染时要按照《船舶油污应急计划》行动。

During bunker loading, take immediate measures against spilling, spillage and leakage to

prevent oil from polluting sea. Take actions according to vessel oil pollution emergency plan

in case of pollution.

?以上具体操作见相关记录《船舶加装燃油操作对照检查表》,且不限于表中之规定。

Detailed operation should be referred to related records of vessel bunker loading operation

checklist and others.

5.2船舶燃油、润滑油的驳运、储存作业须知Code of vessel bunker and lubricant transfer and storage

?船舶燃油、润滑油的驳运作业须知Code for bunker and lubricant transfer

中的油进行驳运,为了防止污染应严格按照操作过程;

Whether vessels are in navigation or at ports, to keep vessels’ stability, transfer oil

between tankers. Follow operation procedure to prevent pollution.

?在需要驳运燃油、润滑油之前,主管轮机员应与大副协商,保持船体平衡,并通知驾驶台值班人员,协助观察海面,防止造成污染;

Before transferring bunker and lubricant, engineer in charge should discuss with chief

officer to kept vessels stable and inform duty officers on the bridge. Help to monitor sea

to prevent pollution.

?主管轮机员应检查好各油舱的进出阀门是否在正确位置,启动驳运泵,稍开进油阀直到全开使泵正常驳油,倾听油管的油流声,确认油已被驳运到规定的舱位,

同时在《油类记录簿》上记下开始驳运的时间、舱位;

Engineer in charge should check positions of entrance and exit valves of all oil bunkers,

start transfer pumps. Slowly turn on entrance valves until it reaches full flow. Listen to

oil flowing sound and ensure that oil is transferred to the designated tanks. Record

transfer time and tanks in oil types logbook

?在油泵驳油期间,机舱值班人员和主管轮机员要监守岗位,经常检查,防止冒油和错驳,同时应观察船体平衡指针,尽量保持船舶平衡;

During pumps transferring, duty crew and engineer in charge in the engine room should

stick to their positions and check regularly to prevent spillage and error. Monitor vessel

balance indicator and keep vessel on an even keel.

?驳油完成后,停止油泵,关闭有关阀门,通知驾驶台值班人员,在《油类记录簿》上记录下停止的时间和驳油数量及驳油舱位,重新测量驳出油舱和驳入油舱的存

油数量,核对油量;

When oil transfer is finished, stop all oil pumps and turn off all related valves. Inform

duty officers on the bridge and take down finishing time and quantity transferred and

involved tanks’ positions. Re-measure quantity of remaining oil in discharging tanks

and loading tanks to check oil quantity.

?如果在驳油过程中出现冒油,对海面造成污染,应按照《船上油污染应急计划》行动。

If there is spillage in oil transfer, take actins against pollution according to vessel oil

pollution emergency reaction plan.

——船舶燃油、润滑油的储存须知: code for vessel bunker and lubricant storage.

?船舶燃油、润滑油在储存时要防止油舱存油过多,应不超过油舱容积的85%,以防止船舶在风浪中航行油从油舱透气孔中溢出,造成污染;

Vessel bunker and lubricant should be stored not more than 85% of bunker tank

capacity to stem spillage from air ventilation holes in oil tanks, and to preven t pollution.

?不同品种的燃油应尽量避免混舱存放,不同品种的润滑油不得混放,防止发生质变产生沉淀,影响机器的燃烧和使用;

Avoid mixed storage of different bunkers. No mixed storage of different lubricant to

prevent precipitation due to reaction, as affects combustion and use of machine.

?对于桶装润滑油,应尽量把桶中的润滑油倒入滑油柜中,在倾倒时要过滤,开口的润滑油桶,应把开口封好,防止变质或落入杂质,并绑扎好,放于规定的部位,

防止风浪摇晃溢油;

For barrel lubricant, move lubricant in barrel to lubricant tanks. Filter lubricant when

moving. Seal opened barrels to prevent impurities and lash them securely, put them in

?主管轮机员应经常测量油舱油位,掌握各油舱存油数量,如果发现油舱的油位下降迅速,应考虑是否油舱漏泄,采取有效措施防止污染事故的发生。

Engineer in charge should measure lubricant height regularly, know the remaining

quantity of lubricant. If lubricant height drops expeditiously, leakage should be given

considerable attention, and take effective measures to prevent accidents.

6《船上油污应急计划》及防污器材SOPEP and Pollution Prevention Equipment

6.1《船上油污染应急计划》SOPEP

?制定了船舶发生各种溢油事故时的应急反应措施。

The plan details the emergency reaction measures in various vessel oil leakage accidents.

?在船舶发生油污染事故时,船长应立即发出溢油警报(一短二长一短),船上所有人员应按照《溢油反应部署表》携带防污器材迅速到达各自的岗位,采取有效的措施防止油污

染扩大,回收清除溢油;

If an oil pollution accident happens, masters should sound an oil leakage alarming signal (one

short two prolong one short). All crew on vessels should rush to their respective positions

with pollution prevention equipment according to oil leakage reaction deployment table. Take

effective measures to contain pollution and collect spillageed oil.

?为保证在发生油污事故时,全体船员能迅速到达岗位,并能切实对控制溢油及清除油污等有关设备进行熟练操作使用,船长应经常组织全体船员进行学习,并把《溢油反应布

署表》张贴在驾驶台、首层甲板走廊、大厅等公共场所,每船至少二份;

To ensure that all crew would reach their position expeditiously in oil pollution accidents,

and operate equipment to control spill and spillage, and collect oil, masters should organize

crew regularly to study and post oil leakage reaction deployment tables on the bridge, top

level deck passage, foyer, and other public areas. Each vessel should have at least two copies

of table.

?为保证发生油污事故时能按本”计划”正常实施,船长应定期组织以下演习:

To ensure that the plan could be implemented correctly in case of oil pollution accidents,

masters should initiate the following drills regularly.

?组织船员每月进行1次关于溢油反应的演习;

Organize crew to have an oil spillage and spill drill every month.

?关于本”计划”全部内容的演习,包括与船舶有关的陆上人员至少3年进行一次;

All contents of the plan drills, including related people on land should be carried out once

every three years.

?以上演习应记入《航海日志》,并做好总结。

6.2船舶应备的防污染器材Compulsory Pollution Prevention Equipments

为防止对海洋和环境造成污染,船舶应按《船上防油污染应急计划》的规定配备防污染器材。

防污染器材在船上要有足够的数量,并且要存放在规定的位置,由轮机长负责申领和保管,

使用后及时补充,不得移作它用。防污染器材由公司机务部负责供应,ISM部负责监督、检

查。

To prevent pollution to sea and environment, vessels should be equipped with pollution prevention

equipment according to vessel oil pollution prevention emergency plan. Pollution prevention

equipment should be enough on board and stored at designated locations. Chief engineer are in

used for other purposes. The company technical department is in charge of the supply of the

pollution prevention equipment, and the ISM department is in charge of supervision and checking. 7污染海域事故处理Disposal Procedure of Sea Pollution Accidents

7.1事故报告Accident Report

?报告要求;Report Requirement

当船舶发生油污事故或可能发生油污事故时,及时向最近的沿岸国海上安全监督部门报

告。在港内发生油污事故,根据需要船长还应将事故概况向港口有关部门通报。回到国

内第一个港口24小时内,向到达港的港务监督书面报告;船舶所有人向船籍港港务监

督书面报告。

In case of oil pollution accidents or potential oil pollution accidents, report to the nearest

country safety supervision department. In case of oil accidents in ports, masters should report

the accident summaries to port authorities. Within 24 hours after first domestic arrival, report

to port operation supervisors in written form. Vessel owners should report to vessel flag

countries in written form.

?有溢油时的报告;Reports Of Oil Leakage

当出现以下不正常排油时,必须立即向最近沿岸国海上安全监督部门报告:

If the following abnormal oil discharging, report to safety supervision department of the

nearest country.

?由于加装燃油等操作事故造成溢油;

Oil leakage due to bunker loading operation accidents.

?由于船体或设备损坏等导致溢油;

Oil leakage due to damages to vessel hulls and equipment

?为保证船舶安全或海上救生目的所进行的排油;

Oil discharging to protect vessel safety or for the purpose of lifesaving.

?舱底污水排放超过MARPOL73、78公约所规定的油分浓度。

Discharged sewage from hold bottom that fails the oil concentration required in

MARPOL73/78 convention.

?有可能溢油时的报告;Report Of Potential Oil Leakage

当船舶发生碰撞、搁浅、机器设备损坏及其它海难事故,考虑以下各种情况,判断可能

造成溢油时,也需向最近沿岸国海上安全监督部门报告:

When vessel collisions, running aground, equipment damage or other sea accidents happen,

factor the following cases into judgment and decision. When a potential leakage is concluded,

report to sea safety supervision authorities of the nearest country.

?船体、机器设备损坏、故障或破损的程度;

Degree of vessel hulls, equipment damage, failure and damage.

?船舶位置和就近的陆地或其它航行危险物接近的程度;

Vessels’ proximity to the nearest land or other navigating dangerous objects

?天气、潮汐、潮流和海况;Weather, tides, tidal currents, and sea condition

7.2报告内容及程序Contents And Procedure Of Reporting

?初始报告;Initial Reports

发生油污事故或判断可能发生油污事故时应立即报告,对那些不很清楚的信息可在以后

作补充报告。初始报告应按附表规定的初始报告标准格式填写。其主要内容包括:

Report immediately when an oil pollution accident happens or there is a potential accident.

Unknown information at the time should be included in subsequent reports. Initial report

format should follow the standard specified in the annex.

?船名、呼号、船旗国;V essel name, call number, flag country

?发生事故的日期和时间(当地时间);Date and time (local) of the accident

?船位、航向、航速;Location, course and speed of the vessel

?航线消息;Route information

?详述无线电台站的情况,包括所用频率;

Detailed description of radio station, including frequency

?下次报告时间(当地时间);Next reporting time (local time)

?吃水;Draft

?燃料种类及数量;Bunker type and quantity

?简述事故、损坏情况;Brief accident description and damage condition

?简述实际污染状况;Description of actual pollution condition

?天气、海况;Weather and sea condition

?船舶所有人、营运人、经营人、代理人姓名、地址、通讯联络方式;

Names, addresses, contact information of vessel owners, charters, operators, agents ?船舶总长、型宽、型深、总吨位、吃水和船舶类型;

Vessel length, type, type height, draft, gross tonnage, and vessel kind

?船上总人数;Number of people on board

?事故简介;Description of accidents

?与事故有关的其它船舶名称;V essel names involved in accidents

?对于控制溢油和移动船舶所采取的措施;

Measures taken to contain leakage and mobile vessels

?请求救助的要求和条件;Requirement and condition of request for help

?伤亡人数及受伤情况;Number of injurers and condition of injuries

?补充报告;Supplementary Reports

根据需要对初期报告作进一步补充或提供有关油污事态发展信息,报告格式尽可能与初

始报告一样。

Provide further supplementary information about oil pollution to initial reports based on need.

Report format should be the same as that of initial reports.

?附加报告;Additional Reports

附加报告,依据沿岸国的要求提供更详细的信息,报告格式也应尽可能与初始报告一样。

Additional reports furnish more detail inform according to requirement of coastal countries.

Report format should be in the same format as that of initial reports.

7.3事故的控制和消除Accident Control And Elimination

?船舶营运作业过程中的溢油;Oil Leakage In Vessel Operation

?作业过程中发生溢油事故,船长应立即向全体船员发出命令,全体船员按《溢油应急反应部署表》规定的职责,迅速到达自己的岗位;

For oil spillage accidents during operation, masters should issue command to all crew

on board. The crew should rush to their positions according to oil spillage emergency

reaction deployment table.

?船长立即向主管机关报告并根据情况向港口有关部门以及与本船有关部门报告;

Masters should report to authorities in charge. Also reports could be filed to port

authorities and related vessel departments according to actual condition.

?在确定漏泄源和原因的同时,立即采取控制措施,用吸油材料等油污清除设备和材料,将已溢流在甲板上的油围住、收集在一起,使排泄到船外的溢油量限制在

最小程度;

Take control measures while finding leakage source and reason. Use oil-removing

equipment and material, such as oil-absorbing material, to contain oil on the deck for

collection. Reduce amount of oil overboard to minimum.

?在进行加装燃油作业中发生溢油事故时,应立即停止该项作业,在溢油事故原因未检查出并清除之前,不准再进行该项作业;

If an oil leakage happens during bunker loading, stop the operation immediately. No

further operation before pinpointing and removing causes.

?尽量用围油栏或代替物等将溢入海面的油围住防止扩散,同时用吸附材料等回收溢油;

Use oil enclosed fence or its equivalent to confine oil on sea. Use oil-absorbing material

to the leaked oil.

?最后可用消油剂将油污清除,但使用前必须得到海上安全主管机关的许可,而且必须使用符合技术标准要求的物品;

Use oil remover at last with approval from maritime safety authorities in charge. Oil

remover should comply with the technical and environmental standard.

?在做最后处理之前,船上应精心地保管回收的污油和清洁使用的材料;

Before the final step, vessels should take good care of retrieved oil and material used.

?当本船无力清除海面溢油时,应立即请求有关单位援助。

?发生溢油时的应急控制措施;Emergency Control Measures During Oil Leakage ?立即切断油水分离器供给泵的电源,关闭舷外排出阀,超标排放原因应查出并消除之前不准再启动油水分离装置进行工作;

Cut off power to the pumps of oil water separators, close exit valve outside vessels. No

starting oil and water separating equipment before causes are found and removed ?检查15PPM油份浓度报警器工作是否正常,报警设定值是否是15PPM,如有问题参照说明书进行消除故障;

Check the working condition of 15PPM oil concentration alarms. Value set for alarm

should be at 15PPM. Refer to the manual to remove cause.

?检查重力分离元件是否脏污或堵塞,应用热水或蒸汽进行清洗;

Check whether gravity separating parts are dirty or stuffed. Use hot water or steam to

clean.

?检查过滤元件是否破损或老化,如是应换新元件;

check whether filtering parts are broken or deteriorate in quality, replace them with new

ones.

?检查自动排油阀动作是否正常,如不能打开应修复;

Check the working condition of automatic oil discharging valves. Repair any operation

faults.

?确定操作是否按规定进行,并检查舱底水油份浓度是否过浓、分离筒内是否被油充满。

Check whether operations are in conformity of regulations. And check oil concentration

at the hold bottom, Whether it is too high or separator bowl barrel is full of oil.

?管路漏泄;Leakage In Pipe System

?油管路发生漏泄时,立即降低该管内油压力,依靠重力或用泵将管内残油抽送到未满油舱内,然后将漏泄部位管道上的有关阀关闭,防止其它管路内的油窜入该

管内。在装油和驳油时,连通管发生泄漏,应立即停止泵油,关闭连通阀或加固

盲板;

When there is leakage in pipe system, reduce pressure of oil in pipes. Use gravity and

pump to move remaining oil to not full tanks, and turn off all related valves in leakage

area of pipes to prevent oil in other pipes from coming. In bunker loading and transfer,

if there is leakage, stop-pumping oil, close connector valves/or putting blind board.

?压载水管路有油泄漏时,应立即停止作业并关闭有关阀门,未查出原因和消除之前,不得恢复作业。

If there is leakage in ballast water pipe system, stop operation and close all related

valves. No resuming operation before finding and removing causes.

?燃油舱满舱溢油Oil Spillage From Bunker Tank

?加装燃油发生满舱溢油时,应立即停止加油作业,开空舱阀,关闭溢油舱进口阀。

用泵将溢油舱内的部分油驳运到有空余舱容的油舱内;

When an oil spillage happens in bunker loading, stop the operation immediately, open

valve in empty tanks, and close entrance valves in spillageing tanks. Use pumps to

transfer part of bunker from spillageing tanks to tanks with space.

将溢油舱内的一部分油驳运到有空余舱容的油舱内。

When oil spillage happens in bunker transfer, stop the running of oil pumps. Close all

valves admitting oil and transfer part of oil in the spillageing bunkers to the ones with

additional space.

?船体发生漏泄;Leakage From Vessel Hulls

?当漏泄发生在水线以上时,应立即采取堵漏和驳油措施,使该舱油位降到破损部位以下,但要充分注意船体应力和稳性;

When a leakage happens above waterline, take immediate measures to plug and transfer

oil to reduce oil level below damaged positions. Special attention should be paid to

vessel hull stress and stability.

?当漏泄发生在水线以下时,首先立即关闭该舱所有开口包括透气阀,使该舱能产生负压减少溢油量;只能用潜水泵从舱顶部将该舱的油驳至其它舱,当侵入舱内

的海水液位达到破口处时即可停止驳油,这时一定要注意船体应力、稳性及吃水;

When leakage happens below waterline, close all openings in damaged tanks, including

air ventilation valves to produce negative pressure to reduce amount leaked. Use >>> to

transfer oil from the damage tanks to others. When intruding sea water level reaches

broken position, stop transferring oil. Pay attention to vessel hull stress, stability and

draft.

?当漏泄发生在船底时,应立即关闭所有开口(包括透气阀),同时迅速将油驳至其它舱,使舱内油位降到水线以下,这时一定要注意船体应力、稳性和吃水;

When a leakage happens at vessel bottoms, close all openings (including air ventilation

valves), and transfer oil to other tanks to reduce the oil level below waterline. Pay

attention to vessel hull stress, stability and draft in the process.

?当考虑船体应力、稳性及吃水在船内调驳有困难时,应将油调驳到其它船或陆地油罐;

When stress, stability and draft of vessel hull don’t allow oil transfer within, transfer oil

to other vessels or oilcans on the land.

?当不能确定漏泄部位时,应派潜水员查明漏油原因及部位,再按上述要求相应地控制溢油措施。

When leakage positions couldn’t be identified, send divers to find leakage causes and

positions. Take leakage control measures according to the abovementioned

requirements.

?由于海损事故而发生的溢油;Oil Leakage Due To Sea Average Accidents 发生海损事故时船长必须优先采取的措施:

Priority actions taken by masters in sea average accidents

?检查是否有受伤的人员;Check whether there are injured people

?判断是否需要救生;Judge the need for lifesaving

?决定是否弃船;Decide the need for ship abandoning

?检查是否有油溢出或判断是否可能有油溢出,一旦有油溢出,在保证船舶和人命安全的前提下,船长应立即采取控制溢油措施;

Check whether there is oil leakage or judge the possibility of potential oil leakage. Once

an oil leakage happens, take measures to control leakage without compromising vessels

?根据周围环境判断如果船舶继续停在出事地点可使事态进一步恶化,则应将船舶移到安全场所;

If it is reached that further stay in the area where accidents happen would see worsening

condition based on surrounding environment, steer ship to safe area.

?对各种海损事故采取应急措施时,都必须考虑船舶的应力和稳性;

Take into account vessel stress and stability when taking emergency measures against

various sea average accidents.

?当船舶结构受损极其严重时,为防止和控制溢油,应采取减载措施;

When vessel structure is damaged to a very severe degree, reduce load to prevent and

control leakage.

?调整航向使船舶处于油迹的上风向或上流向;

Adjust course to put vessels in the upwind and up-current of oil.

?消除引火源,关闭不必要的进风口;

Put out any fire hazard and close unnecessary air entrance holes.

?严格管制吸烟及明火作业;

Strict control on smoking and work with flame

?准备消防设备和消防器材;Prepare firefighting equipment and tools

?当在有油气停滞的地方采取措施时,应特别注意有毒气体对人体的影响。

When taking actions in places with oil vapor, heed the impact of toxic gas on humans ?触礁时的应急反应措施;Emergency reaction measures in running on the rocks.

?船长向全体船员发出船舶触礁应急部署命令;

Masters should issue an command of hitting rocks to all crew.

?确认触礁状态、船底状态及破损部位,判断起浮后是否可能有油溢出;

Make out the state of hitting rocks, vessel bottom condition and judge the possibility of

oil leakage.

?当判定靠本船自己浮起有困难时,应立即请求救捞单位来进行救助;必要时请求其准备溢油应急反应器材;

When it is judged that vessels would lose their buoyancy, request help from salvaging

companies to provide help. Make a request to preparation of oil leakage emergency

reaction equipment.

?如因触礁使舱室进水,应将舱室门、窗及其开口全部关闭,采取一切措施将进水量限制至最小。

If water goes into tanks and compartments due to hitting rocks, close all hatches,

windows and other openings. Take all measures to reduce water influx to minimum.

?发生火灾、爆炸事故时的应急反应措施;Emergency Reaction Measures In Accidents Of Fire And Explosions.

?船长按《货船应变部署表》向全体船员发出船舶火灾应急部署命令;

Masters issue a command of fire emergency deployment according to cargo ship

reaction deployment table.

?进行有效的初期灭火活动,查看是否有油溢出海面,同时做好救生艇的施放准备,为保护船员的生命安全做好弃船准备;

Take effective firefighting measures at the initial stage of fires and check whether there

is oil on the sea. Prepare lifeboats ready for dropping. Ship abandoning should be a

ready choice to protect crew safety.

?将火源附近的可燃物品及有发生爆炸危险的物品立即移至安全地点;

Flammable stores and explosives near to fires should be moved to safe places.

?当火势由于风的作用更加猛烈时,应停船或使船向顺风方向航行,以防止火势扩大;

Wind would enforce and precipitate fires. Steer vessels in tailwind to prevent fire

growing.

?关闭通向甲板的门舷窗、天窗、通风筒等,停止风机运转;必要时应对这些开口部位周边进行冷却;

Close all portholes, skylights and ventilation holes. Stop ventilators. Cool the places

around the opening if necessary

?操纵船舶不要影响灭火工作;Vessel steering should not affect firefighting.

?应切断着火现场的供电源;Cut off power supply in fire places.

?当判断船上的灭火工作不充足时,应尽早请求航行在附近的船舶救助。

When firefighting measures could suffice for the need, ask for help from vessels nearby. ?碰撞时的应急反应措施;Emergency Reaction Measures In Collision

?船长按《货船应变部署表》向全体船员发出船舶碰撞应急部署命令;

Master issue a command of vessel collision emergency reaction deployment according

to cargo vessel reaction deployment table.

?检查本船有无破损及是否进水和有无溢油,并根据破损程度和漏油情况采取适当的紧急措施,防止损失进一步扩大;

Check whether vessels are damaged, whether is intruding water and a leakage of oil and

take commensurate emergency measures to prevent exacerbation of damage.

?当船舱进水时,应根据进水部位及程度采取适当的防、排水措施,如关闭防水门、使用木塞、防水麻袋、水泥箱等堵漏,舱壁加强及启动排水泵等。

When water enters vessels, take proper preventing and pumping measures according to

damage position and degree, such as close watertight doors, use wool plug, use water

fighting sacks, cement crates, to plug holes and enforce hold walls. Start water pumps. ?船体破损时的应急反应措施;Emergency reaction measures in vessel hull damage ?当预计可能在水线以上发生溢油时,要立即将油舱的油驳至未满舱或其它船上;

When it is anticipated that an leakage would happen above waterline, transfer oil to non

full tanks or other vessels.

?当怀疑漏泄发生在水线以下时,应将该舱甲板上所有开口关闭,包括透气阀,以使该舱压力下降以减少溢油量;

When it is suspected that an leakage happens before the waterline, close all opening in

the deck, including air valve to reducer air pressure alleviate leakage.

?当认为舱内驳油困难时,应考虑将油驳至他船或陆地;

If transfer of oil is difficulty, it is an option to transfer oil to other vessels or the land.

?驳油时要充分注意船舶稳性和船体强度。

Pay attention to vessel stability and vessel strength.

?严重倾斜时的应急反应措施Emergency Reaction Measures In Sever Leaning

?检查倾斜原因(货物位置,进水和压载)和溢油可能,并据倾斜角度和溢油情况采取紧急措施以防止事故进一步恶化;

Check leaning cause(cargo position, water intrusion and ballast) and leakage possibility.

Take emergency measure to prevent exacerbation accidents according to leaning angle

and leakage degree.

?当船舱进水时,应根据进水部位及程度采取措施防止继续进水,如关闭水密门,使用木塞、防水麻袋、水泥箱等堵漏,加强舱壁以及启动排水泵;

When water goes inside vessel, take measures to prevent water coming in according to

position of damage, such as close watertight doors, use wood plugs, water fighting

sacks, cement crates to plug holes. Buttress hole walls and start water pumps.

?当采取对策后进水仍很严重并有沉船危险时,应考虑在较合适的地方将船搁浅;

If danger of sinking persists after measures taken, it should be an option to run vessels

aground.

?当货物发生移位或压载不当时,应采取调整措施,使船舶扶正。

When cargo displacement or wrong ballast happens, take adjusting measures to restore

balance.

7.4发生溢油时的应急反应程序Emergency Reaction Procedure During Oil Leakage

?船长应立即向全体船员发出船舶应急反应部署命令,全体船员按《溢油应急反应部署表》规定的职责,迅速到达自己的岗位;同时须考虑船舶的应力和稳性;

Master should issue an command of vessel emergency reaction deployment to all crew. The

crew should rush to their positions according to oil spillage emergency reaction deployment

table. Take into account vessel stress and stability.

?船长应按规定立即向沿岸国海上安全监督部门报告,向本船有关的单位及人员通报;

Master should report to the marine safety monitoring authorities of coastal countries

immediately, and related parties and people.

?为减少溢油量,应按照不同溢油原因立即采取控制溢油应急措施;

To reduce leakage quantity, take appropriate measures to control oil spillage.

?如有可能及时布设围油栏或其它等效器材,以防止溢油扩散,并尽可能利用吸油材料和设备将油回收;

If possible, deploy oil enclosed fence and other effective equipment to contain spillageed oil

and use oil absorbing material and equipment to collect back.

?如必要可将舱内油调驳到另一条船上,以防继续溢油;

Transfer oil to another vessel to prevent oil spillage.

?当使用消油剂或凝聚剂时,应考虑周围环境,使用符合技术标准要求的物品,还应取得主管当局的批准;

Take surrounding environment into account when using oil remove or congealer. The use of
