0. 项目组织机构

Project Organization Chart

EPC单位为了确保项目xxxxxx石化xx项目EPC的顺利实施,特组建

项目部,代表EPC单位履行项目合同,项目组织机构及主要人员如下:

In order to ensure the Xxxx Petrolchemicals Project-Xxt Tanks being executed and

completed smoothly, a Project Team is established on behalf of EPC单位to perform

the EPC contract. The organization chart of project team is as below:

1. 设计管理

Design Management

设计工作在项目实施的全过程中起关键作用。工程设计图纸和文件是项目实施过程中后续几个阶段(采购、施工、开车)的主要依据。设计管理与控制是项目管理全过程中的一个重要

方面。设计管理和控制水平的高低,直接关系到项目的进度、

费用、质量和材料的控制水平。

Design work plays a key role in the whole process of project implementation. Drawings and documentation of engineering

design constitute the main basis for the subsequent stages

(procurement, construction, start-up) in the process of project

implementation. Design management and control is also of great

importance in the whole process of project management. The level

of design management and control directly affect the level in

control of project progress, cost, quality and material.

为了平稳和有效的进行设计工作,EPC单位将组织一个由项目设计经理领导的设计组来完成有关的设计工作。设计工

作将由设计单位和设计单位共同进行,EPC单位将充分利用

其现有的资源和有经验的人员来支持项目的实施。这些人员将

根据需要直接或间接参与工作。为便于信息的交流,设计组将

采用相同的软件工具和标准化的方法工作。项目管理组定期监

督设计质量体系执行情况。

In order to smoothly and effectively carry out the design, EPC单位will organize a design team led by the project

design manager to perform the relevant design work. The

designed will carry out together by 设计单位.EPC单位will

make full use of its existing resources and experienced

personnel to support the project implementation. These

personnel will directly or indirectly participate in the work as

needed. In order to facilitate the information exchange, the

design team will do the work with the same software and tools

in a standardized way. The project management team will

regularly supervise the implementation of design quality

system.

在详细设计阶段,设计组将与业主的业主单位和PMC

保持良好的协调关系,以确保项目的有效和及时的执行。

At the detailed design stage, the design team will keep a good coordination with the Owner’s 业主单位&PMC to ensure the effective and timely implementation of the project.

EPC单位设计部已有覆盖各专业的计算机应用网络系统,可通过设计局域网、INTERNET和PROJECTNET实现信息共

享和通讯。先进的IT系统将在设计中使用。用于计算、制图

以及数据处理的先进计算机将支持设计工作。

EPC单位Design Department has possessed a computerized application network system covering various trades, which can

realize the information common share and communication via the

designed LAN, PROJECTNET as well as INTERNET. The

advanced IT system will be used in the design and the up-to-date

computers used for computing, plotting and data processing will

give a support to the design.

EPC单位在以往的工程设计中已成熟应用的软件有:工厂设计系统PDS、管道应力分析软件CESAR II、有限元分析软

件ANSYS、钢结构计算软件STAAD/PRO、AutoCAD

R14/R2000专业绘图软件和各专业自行开发的一批实用设计

软件百余套,并且拥有熟练的软件应用人员。

Following are the software packages EPC单位applied maturely in the past engineering designs. They include: plant

design software PDS, piping stress analysis software CESAR II,

pressure vessel design and computing software LANSYS, steel

structure computing software STAAD/PRO, AutoCAD

R14/R2000 professional plotting software and more than 100 sets

of practical design software developed by different professions.

EPC单位has also owned skilled software application personnel.

本项目主要设计软件有:

EPC单位的设计人员掌握适用的、有效的石油化工项目国内、国际设计标准和规范。在项目发展过程中,计算机软件将

用于所有涉及到的设计工作,例如: 罐体计算准备,土建和结

构计算等。

Designers in EPC单位know well the domestic and international design standards and codes applicable and effective

for petrochemical projects. In the process of project development,

computer software will be used in all design work involved in, for

example, xxxx of tank calculation preparation, civil work and

structural computation, etc.

1.2 设计控制

Design Control

EPC单位两个设计部门设计单位和设计单位建立了完善的设计控制程序,从设计策划、设计输入、设计评审、设计验

证、设计确认、设计输出到设计变更各个环节,都有相关的工

作规定。EPC单位将在由PMC编写的xx罐区

基础工程设计文件及对基础工程设计文件的审查意见的基础

上, 展开xx罐区工程EPC单位承担部分的所有详细设计工作。

Two design department 设计单位and 设计单位in EPC 单位has established the perfect procedures for design control,

including specific rules related to different links of the chain from

the design planning, design input, design review, design

verification, design confirmation, design output to design

modification. On the basis of xxt tanks fundamental engineering

design document prepared and the examination comments given

by PMC to the document, EPC单位will make all the detailed

design for its undertaking part in the xxt tanks project.

为了支持施工计划进度的实施,xx罐区工程设计和相关工作的次序需要仔细进行组织调整,以满足xx罐区工程总进

度的要求。

In order to support the implementation of scheduled construction plan, the sequence for the xxt tanks engineering

design and relevant work needs to be carefully organized and

adjusted to meet the requirements of general progress in the xxt

tank project.

1.3 设计中的安全和可操作性方面的考虑

Considerations of Safety and Operational Ability in the

Design

在xx罐区工程设计过程中一个重要因素是设计中的安全性。在罐区的设计、施工和操作过程中安全是一个极为重要的

考虑因素。EPC单位将利用丰富的工程经验和多专业审查,

将安全纳入到工程设计中。在xx罐区工程设计中,EPC单位

将严格执行国家和行业的有关标准,对装臵操作期间的安全和

健康应给予足够的重视。

Safety in design is an important factor in the xxt tanks engineering design process. Safety is an extremely important

consideration in the process of plant design, construction and

operation. 设计单位will integrate safety into the engineering

design by means of its rich experience in engineering and

multi-trade examination. In engineering design, 设计单位will

strictly observe the relevant national and trade standards and pay

sufficient attention to the safety and health during the plant

operation period.

所有的有形设备,包括它们的操作、处理、通道以及其它有关方面,设计中将按照当地规范和PMC、业主单位要求予

以充分考虑;设备设计、通道和布臵设计将给予仔细的考虑以

All the physical facilities including their operation, handling and access as well as other relevant aspects will be taken into

account in the design according to the requirements of the local

regulations and the requirements of PMC&业主单位. Careful

considerations will be given to the equipment design, access and

arrangement design to satisfy the safety in maintenance and

operation.

设计中安全和可操作性方面的考虑将按照国家及行业有关标准和规范的安全要求进行。对于供货商提供的图纸和数

据,在操作要求和安全条件的方面予以严格审查。在项目过程

The design considerations for safety and operational ability will follow the safety requirements in the relevant national and

trade standards. A stringent examination will be given to the

drawings and data provided by suppliers concerning the operation

requirements and safety conditions. Top priority will be given to
