补焊工序管控存在以下欠缺：

下发现场的《铸钢件补焊作业指导书》中要求“焊补后的铸钢件其尺寸偏差和加工余量除符合图样以外，还应符合GB/T7927的规定”，而GB/T7927是手扶拖拉机振动测量方法；

上述作业指导书要求“铸件补焊前，对一般缺陷的焊补应用磁粉，渗透探伤进行检验，对重要焊补…，确认缺陷清楚后，方可施焊”，抽查在2013年7月3日对订单号SDS13001KC的Q747F-16/DN300阀门的补焊记录，没有证据表明上述要求被执行；

上述作业指导书要求“水压试验中发现的缺陷而进行补焊的，需进行热处理”，抽查2013年7月至今的补焊记录，没有证据表明热处理要求被执行。
