浅谈上海电建内部体制改革

摘要：近年来，国内火电建设市场逐步萎缩，施工能力过剩的问题越来越严峻，僧多粥

少的局面下，传统的火电施工企业面临着竞争越来越激烈，承揽的施工任务越来越艰难，价格越来越低，成本压力越来越大，生存和发展受到严峻的考验。作为竞争性的企业，火电施工企业必须主动变革，通过转型升级适应市场环境和国家经济发展方式的变化，刻不容缓。

Abstract： In recent years， the domestic thermal power construction market is gradually shrinking， and the construction overcapacity problem becomes more severe. Under this situation，conventional thermal power construction enterprises are facing increasingly fierce competition， their construction task becomes more difficult， the price is getting lower， and the cost pressure is increasing， so the survival and development has been sorely tested. As competitive enterprises，thermal power construction enterprises must take the initiative change and adapt to the changes of the market environment and economic development way through transformation and upgrading.

0 引言

随着国家电力体制改革的深入进行，电力一体化的垄断格局逐步打破，同时也使得电力施工企业僧多粥少的矛盾更加突出，广大电力施工企业面临着战略性的发展抉择。上海电建是我国具有代表性的老牌电力施工企业，面对这种形势，其生存和发展受到了很大的威胁，必须主动寻求转型，必须变革，使其能够适应市场环境和国家经济发展方式的变化，进而提升企业的综合竞争力，在竞争激烈的市场取得一席之地。

1 深化改革的背景

“十一五”以来，上海电建与行业内的其它企业一起经历了一段时间的快速发展，取得了一定的成绩。但由于体制环境的制约，上海电建过去传统火电业务比重超过九成，局限施工环节，商业模式陈旧，增长速度较慢。“十一五”期间，市场规模以年均10%的速度递增，期末规模处于三十亿左右的水平。进入中国电建集团后，上海电建在集团公司的战略引领下，向“百亿规模”方向努力拼搏，在市场布局、经营管理、创新商业模式等方面采取了许多新的举措，虽然实现了“百亿订单”的第一阶段目标，但在EPC商业模式、多元板块、国际市场开拓等方

面相继突破后，明显感觉到履约能力环节的各项资源瓶颈，束缚了公司的进一步做大做强。
