长沙国家生物产业基地前身浏阳生物医药园，1998年经省政府批准立项，首期规划面积13.4平方公里。园区位于长沙市东郊，距长沙35公里、浏阳25公里、黄花国际机场18公里、京珠高速20公里、武广高铁30公里，长浏高速、大浏高速、浏醴高速、319国道和从长沙直达园区的开元东路穿园而过，湖南省城际轻轨也将经过园区并设立站点，东接长三角，南联珠三角，通江大海，交通十分便捷。

Changsha national biological industrial base (former Liuyang biological industrial park) was approved by the government office of Hunan province in 1998, with the first designed area of 13.4 square kilometers. The base was located at the east region of Changsha city, 35 kilometers away from Changsha, 25 kilometers away from Liuyang, 18 kilometers away from Huanghua international airport, 20 kilometers away from Jingzhu Highway, 30 kilometers away from Wuguang High-speed train station. Various important traffic roads including the Changliu Highway, Daliu Highway, Liuli Highway, 319 national road and the Kaiyuan east road which directly connecting the base to Changsha, are passing through Changsha national biological industrial base. In addition, the intercity light rail of Hunan is also travel through the base

with a planned stop. Thus, the base is easterly linked with the Yangtze River Delta and south connected with the Pearl River Delta, presenting advantaged traffic.

长沙国家生物产业基地是我国第一批获批的7个国家级生物产业基地之一。园区2001年10月被联合国工发组织确定为中国唯一国际合作园，2002年被国家科技部批准为国家火炬计划生物医药基地，2004年被共青团中央授予全国青年创业实践基地，2005年被商务部批准为国家医药出口基地，2006年被国家发改委认定为长沙国家生物产业基地，是中部地区第一个国家级生物产业基地。长沙国家生物产业基地还是湖南省“十二五”规划重点园区、湖南省承接产业转移示范园区。

Changsha national biological industrial base was one of the seven national biological industrial bases first approved by China. On Oct. 2001, the base was approved by United Nations Industrial Development Organization (UNIDO) as the only international medical cooperation base in China; in 2002, it was approved by the ministry of science and technology of China as the biomedical base of National Torch Plan; in 2004, it was granted by the Central Committee of the Communist Youth League of China as the practicing and enterprising base of National Youth; in 2005, it was approved by the Ministry of Commerce as the national medicinal export base; and it was finally approved by the National

Development and Reform Committee as the Changsha national biological industrial base in 2006, also the first national biological industrial base in the Mid-China. Moreover, Changsha national biological industrial base was the key zone of the “twelve-fifth” plan and the demonstration zone of the continuing industry transfer in Hunan province.

长沙国家生物产业基地按照高科技、生态型、国际化定位，以生物医药和电子信息为主导产业，是长株潭城市群高科技产业的主要基地。目前共引进工业企业136家，配套科研、服务、商贸企业125家，是全国中小医药企业最集中的区域之一。园区以生物医药、电子信息、健康食品为主导产业，拥有九芝堂斯奇、威尔曼、有色凯铂、绿之韵等生物医药企业，拥有蓝思科技、介面光电、利尔电子等电子信息企业，拥有康师傅、盐津铺子、嗑得响等食品企业，诞生湖南省著名商标14个、中国驰名商标1个。最大的内资企业为蓝思科技（湖南）有限公司，已完成投资40亿元；最大的外资企业为介面光电（湖南）有限公司，总投资30亿元。

Changsha national biological industrial base was oriented with the guideline of high tech, ecotype and internationalization. With the biomedical and electronic information industries as the major components, the base is the primary developing zone of high tech industries in the Chang-zhu-tan city groups. Right now the base has introduced 136 industrial enterprises, collocated 125 research, service and commerce

enterprises, as one of the most centralized areas with medium and small size medical enterprises from China. Biomedical, electronic information and the healthy food are the primary industries in the base. With 九芝堂斯奇、威尔曼、有色凯铂、绿之韵etc. biomedical enterprises, 蓝思科技、介面光电、利尔电子etc. electronic information enterprises,and康师傅、盐津铺子、嗑得响etc. food enterprises, the base now has 14 famous trademarks in Hunan, 1 well-known trademark in China. The biggest domestic company蓝思科技has invested 4 billion yuan in the base, and the biggest foreign company介面光电will invest total 3 billion yuan in the base.

长沙国家生物产业基地实行封闭式管理、一站式服务，并经人民银行批准设立了一级金库，确保税收地方留成部分及时足额返还和企业优惠政策的兑现。

Changsha national biological industrial base implements the close management, one-step service, and has been approved by the People’s Bank to set up the first grade treasury, to ensure the reimbursement of local tax and the execution of preferential policies towards enterprises.

园区创造性建设科技公共平台，以科技公共平台建设促科技创新，以科技创新提升核心竞争力，从而形成特色，形成完整的产业链条和具有竞争力的集群优势。其主要科技公共平台有：湖南医药科技创业中心（生物医药孵化器）和湖南省实验动物中心（湖南省食品药品安全评价中心）。

The base has initiatively established the public scientific research platform, and applies this to accelerate the innovation of scientific technology, as well as the improvement of the core competition. Thus, the base has formed a characteristic and integrated enterprise interlinkage, and competitive centralized enterprise groups. The major components of the public scientific research platform include the Enterprising Service Center of Hunan (the hatch base of biomedical industries) and the Experimental Animal Center of Hunan (the safety evaluation center of food and medicine).

园区分为东园、西园、南园，目前已整体开发12平方公里，2010年实现工业总产值171亿元、实现财政税收5.2亿元。园区“十二五”末将实现工业总产值1000亿元，实现财政税收40亿元，其中电子信息产业实现产值500亿元、生物医药产业实现产值300亿元、食品和其他产业实现产值200亿元。园区未来将着力打造世界生物经济社区和临空经济区，使长沙成为高科技产业创业之都。

The base has been divided into east zone, west zone and south zone three parts, with 12 square kilometers developed area. The gross industrial output value of the entire base was 17.1 billion yuan, and the financial tax was 0.52 billion yuan. At the end of the “twelve-fifth” plan, the estimated gross industrial output value of the base could reach 100 billion yuan, among it the value of electronic information industry will be

50 billion yuan, the value of biomedical industry will be 30 billion yuan, and the value of food and other industries will be 20 billion yuan; the financial tax of the base will be 4 billion yuan. In the future, Changsha national biological industrial base will become the global bio-economic and sub-airport developing zone, to make the Changsha city as the innovation capital of high technologic industries.
