1. 结合人民币汇率变动趋势及相关数据分析汇率的作用 解答： 目前，我国实行的是有管理的浮动汇率制度，人民币汇率由市场供求决定，中国人民银行通过市场操作维持人民币汇率的相对稳定。实践证明，实行有管理的浮动汇率制度是符合中国国情的正确选择。加入WTO以后，随着贸易和投资的变化，国际收支的变化可能会较大，同时也会面临更大的外部冲击。为此，我们将继续实行以市场供求为基础的有管理的浮动汇率制度，在保持人民币币值基本稳定的前提下，进一步完善汇率形成机制。增强本外币政策的协调，发挥汇率在平衡国际收支，抵御国际资本流动冲击方面的作用。 自2005年7月21日起，我国开始实行以市场供求为基础、参考一篮子货币进行调节、有管理的浮动汇率制度。本次汇率机制改革的主要内容包括三个方面： 一是汇率调控的方式。实行以市场供求为基础、参考一篮子货币进行调节、有管理的浮动汇率制度。人民币汇率不再盯住单一美元，而是参照一篮子货币、根据市场供求关系来进行浮动。这里的"一篮子货币"，是指按照我国对外经济发展的实际情况，选择若干种主要货币，赋予相应的权重，组成一个货币篮子。同时，根据国内外经济金融形势，以市场供求为基础，参考一篮子货币计算人民币多边汇率指数的变化，对人民币汇率进行管理和调节，维护人民币汇率在合理均衡水平上的基本稳定。篮子内的货币构成，将综合考虑在我国对外贸易、外债、外商直接投资等外经贸活动占较大比重的主要国家、地区及其货币。参考一篮子表明外币之间的汇率变化会影响人民币汇率，但参考一篮子货币不等于盯住一篮子货币，它还需要将市场供求关系作为另一重要依据，据此形成有管理的浮动汇率。这将有利于增加汇率弹性，抑制单边投机，维护多边汇。 二是中间价的确定和日浮动区间。中国人民银行于每个工作日闭市后公布当日银行间外汇市场美元等交易货币对人民币汇率的收盘价，作为下一个工作日该货币对人民币交易的中间价格。现阶段，每日银行间外汇市场美元对人民币的交易价仍在人民银行公布的美元交易中间价上下0.3%的幅度内浮动，非美元货币对人民币的交易价在人民银行公布的该货币交易中间价3%的幅度内浮动率稳定。 三是起始汇率的调整。2005年7月21日19时，美元对人民币交易价格调整为1美元兑8.11元人民币，作为次日银行间外汇市场上外汇指定银行之间交易的中间价，外汇指定银行可自此时起调整对客户的挂牌汇价。这是一次性地小幅升值2%，并不是指人民币汇率第一步调整2%，事后还会有进一步的调整。因为人民币汇率制度改革重在人民币汇率形成机制的改革，而非人民币汇率水平在数量上的增减。这一调整幅度主要是根据我国贸易顺差程度和结构调整的需要来确定的，同时也考虑了国内企业进行结构调整的适应能力。 放弃单一盯住美元，不仅表现为以后的人民币汇率制度更富弹性，而且在于发挥汇率价格的杠杆作用，以便用汇率价格机制来调节国内外市场资源流向，以便促进短期宏观经济的目的(因为，汇率如同利率一样是短期宏观调控主要手段)。人民币汇率以市场供求关系为基础，今后人民币汇率水平的变化，完全取决于实体经济的变化，取决于国内经济的发展水平，而不是理论模型的高估或低估。这也预示着人民币汇率水平可能会有向上或向下的浮动。 目前人民币的汇价趋势是不断升值，这种趋势对中国经济和世界经济都会带来深远的影响。人民币汇率升值的趋势是顺应中国经济发展的表现，它对缓解中国贸易顺差会有一定的作用。人民币升值趋势对中国的贸易不会有太大的负面影响。中国的贸易仍然会有很大的发展，只是出口商品的构造会更加高度化，出口产品的附加价值会越来越高。中国人天生会做生意，又能吃苦。另外人们应该更多的关注人民币升值对国内经济平衡、产业构造调整的作用。
