这个极其重要的美中人文交流高层磋商机制的活动，我感到

由衷的高兴。

veningmechanismforbuildingcooperationbetweenourtwogov ernments.

我荣幸地宣布，出席今天活动的还有一个杰出的美国代表团，他们致力于壮大我们两国之间的公民交流。我们的努力在今后数月内将由副国务卿朱迪思·麦克黑尔(judithmchale)负责与我国政府各机构的官员进行广泛协调，他们正在北京参加第二轮美中战略与经济对话。这是我们两国政府发展合作的首要会议召集机制。

thisrelationship,however,mustextendbeyondthehallsofgo vernmentstoourhomes,businesses,andschools.weneedchine seandamericansofallages,professions,and(inaudible)tog ettoknowoneanother,tounderstandeachotherbetter,toconn ectandcollaborate.

不过，这一关系必须超越政府机构，走向我们的家庭、公司和学校。我们需要中美两国各年龄层、各行业的公民相互认识，加深了解，进行联系和协作。

xx在星期一的讲话中谈到这对我们两国关系的重要意义。随着我们的世界日益互为依存，我们的挑战更趋复杂，我们所称之的民间外交已发挥了更大的作用。仅靠政府是不能解决我们所面临的问题的。正如刘委员所指出的，我们必

须积极解决我们人民所面临的挑战，并鼓励他们发挥其发明创造力及其营造有利于建立信任和理解的关系的能力。

几分钟前，刘女士与我见到了几位美国交换学生，他们包括一名与北京接待家庭共同生活的中学生，一名曾与北京乐团同台演出的大学生，以及一名正在从事可再生能源教育研究的博士生。

几天前，我参观了上海世博会。我与已经在美国馆接待了70多万参观者的年轻美国学生大使们见了面。他们都学过汉语，来自全美各城市和乡镇。他们回国的时候，将拥有自己与世博会密不可分的体验，以及接待来自全中国和全世界的参观者的经历。还有更多的美国和中国学生想要获得、也应该获得同样的机会，我为今天发布的消息感到高兴、我们将支持一万名中国学生在美国取得博士学位。

proposalbetweenanamericanuniversityandachinesepartner foranamericanstudyinstituteisnowunderreview.andwehope thechinesegovernmentwillsupportthisproposalandothersl ikeit,pavingthewayforanevenmorevibrantexchangeoflangu ageandculture.

中国已在美国各地建立了几十所孔子学院(confuciusinstitutes)，这些学院提供中文教育与文化项目以帮助美国人更好地了解中国。我很想看到同样的美国语言和文化中心出现在中国大学的校园内。我听说一项由美国的一所大学与中国伙伴合办一个美国研究所的建议正在接受审批。我希望中国政府会支持这项建议和类似的其他建议，为更加活跃的语言文化交流铺平道路。

chinafulbrightprogram,oneofthelargestintheworld,andre presentedherebysomeofthefulbrightscholars,hashelped2, 500americansandchinesestudentsandscholarsstudy,teach, andconductresearchateachothers’universities.theu.s.-chinafriendshipvolunteersteachenglishinfourprovincesi nchina.andwewouldliketobroadentheirsupportforenglishl anguageinstructioninchina,includingcounty-levelteachertraining,smallercitiesandcolleges,andaddi tionalprovinces.

美中富布赖特项目(u.s.-chinafulbrightprogram)是世界上最大的交流项目之一，今天在座的有一些富布赖特学者的代表。它已资助2,500名美国与中国的学生和学者在对方的大学内学习、教课和从事研究。美中友谊志愿者(u.s.-chinafriendshipvolunteers)在中国的四个省份教授英语。我们希望扩大他们对中国英语教学的支援，其中包括县一级的教师培训、更小型城市和大学以及更多省份的英语教学。

theseopportunitiesprovidenewperspectivesonthisfast-

changingworldthatwebothshare.andtheyremindusofhowmuch wehaveincommon.despiteourdifferencesandthedistancebet weenus,wesharecommonaspirations.andibelievethemorewet alkandlearnfromeachother,thegreaterourchancesofmaking progresstogether.

这些机会提供了观察我们共处的这个瞬息万变的世界的新视角，提醒我们看到彼此有许许多多相同的地方。尽管我们之间存在差异和距离，但我们都有共同的愿景。我深信我们彼此交谈和相互学习得越多，我们取得进步的机会也就越大。

教育方面的交流只是开始而已。专业的、创新的、科技与文化的交流也具有巨大的潜力。“芝麻街工作室”(sesameworkshop)是一个制作受到一代又一代美国儿童喜爱的芝麻街(sesamestreet)教育性电视节目的非营利组织，它最近建立了一种伙伴关系，专门制作中国的儿童教育节目。新奥尔良的杜兰大学(tulaneuniversity)已与在上海的华东[听不清楚]大学结成伙伴关系，在救灾反应和湿地管理方面交换[听不清楚]。费城交响乐团

(philadelphiasymphonyorchestra)继1973年著名的访华演出之后于最近[听不清楚]分别在上海世博会和这座国家大剧院演出。

tobringtogetherwomentothepublicandprivatesectorsihave discussedaproposalwithmadameliuforau.s.-chinawomen’sleadersforum.andtherelationshipbetweenou rtwocountrieswillchangethe21stcentury.wewantittobeapo sitive,cooperative,andcomprehensiverelationship.wewan tittobebasedonourpeople-to-peopleoutreachandunderstanding.ourpeoplerepresentourg reatestresourceinbothofourcountries.andencouragingthe irmutualengagementwillbetterensurethattheunitedstates andchinamakethemostofthisexcitingtimeinoursharedhisto ry.

为了让妇女参与政府和民间活动，我与刘女士讨论了一项美中妇女领导人论坛的建议。我们两国的关系将改变21世纪。我们希望它是一种积极、合作、全面的关系。我们希望它基于我们的人文交流与理解的机制。我们的人民代表着我们两国最大的财富。鼓励他们互相交往将进一步确保美国与中国紧紧抓住我们共享的这一激动人心的历史时刻。
