公共管理学复习要点: 公共管理:是以政府为核心的公共部门整合社会的各种力量,广泛运用政治的、经济的、管理的、法律的方法,强化政府的治理能力,提升政府绩效和公共服务品质,从而实现公共福祉与公共利益。 政府失灵:指由于政府机制存在的本质上的缺失,而无法使资源配置效率达到最佳的情形。标杆管理:即追求卓越的管理模式,并将之学习转化,以提高组织绩效的管理工具。企业型政府:系指有一群富有企业家精神的公共管理者组成,他们能够运用各种创新的策略,使原本僵化的官僚体制恢复活力,并有效运用资源提高政府的效率。 电子化政府:是指政府有效利用现代信息和通信技术,通过不同的信息服务设施,对政府机关、企业、社会组织和公民,在其更方便的时间、地点及方式下,提供自动化的信息及其他服务,从而构建一个有回应力、有效率、负责任、具有更高服务品质的政府。 公共部门:是指这样一种提供服务和产品的部门,其所提供服务和产品的范围与种类不是由消费者的直接愿望决定,而是由政府机构决定的,在民主社会,是由公民的代表来决定的。 战略管理:是管理者有意识的政策选择、发展能力、解释环境,以集中组织的努力,达成目标的行为,或者说,战略管理是制定、实施和评价组织能够达到目标的艺术或技术。 政府再造:是指政府改革将涉及改变国家与社会、政府与市场、政府与市民、政府与企业诸多关系的调整,设计政府治理的观念、结构、方式和方法的变革;及涉及政府内部组织、运作程序的调整,更涉及外部关系的调整。 公共管理伦理:是公共管理主体作为特定的社会化角色在进行公共管理活动中的道德行为规范和准则。公共管理伦理在相当程度上源于政府组织伦理和非政府组织伦理,并具有特定的内容构成。 市场失灵:简单来讲,便是因市场缺陷而引起的资源配置的无效率。包括两种情况:一是市场机制无法将社会资源予以有效配置,二是市场经济无法解决效率以外的非经济目标。 公共政策:是公共权威当局,为解决某项公共问题或满足某项公众需要,所选择的行动方案或不行动。新公共管理:以自利人为假设,基于公共选择代理人理论及其交易成本理论,以传统的管理主义和新泰罗主义为基点而发展起来的,其核心点在于:强调经济价值的优先性,强调市场机制、强调大规模使用企业管理的哲学与技术,强调顾客导向的行政风格。 绩效管理:是利用绩效信息协助设定同意的绩效目标,进行资源配置与优先顺序的安排,以告知管理者维持或改变既定目标计划,并且报告成功符合目标的管理过程。 全面质量管理:是一种全员参与的,以各种科学方法改进组织的管理与服务,通过高素质和不断改进的产品和服务,获取顾客满意的管理理念、制度和方法。 公共产品:具有非竞争性和非排他性的产品。公共组织:从广义上看,是不以营利为目的,而是服务社会大众,提高公共利益为宗旨的组织,从狭义角度回答。顾客导向:是指组织及其组织成员站在顾客的立场上,仔细评估组织的管理绩效,以追求顾客满意为基本目标。公共部门重视战略管理的原因有:更加复杂和不确定的环境,公共部门角色的变化,国际化和国际竞争力的挑战,公共利益的挑战。公共政策评估的标准是:效能、效率、充分、公正、回应性与适当性。 建立学习型组织应该做到:每一个人都使学习者,彼此相互学习,学习促进变革,学习是持续的,学习是一项投资而非消费。转换型领导应具备的特质是:创造前瞻远景,启发自觉意识,了解人性需求,鼓舞学习动机,树立个人价值及乐于工作。 有效地公共管理者必须做到: A 必须是一个良好的自我评估者。 B 必须是不令人讨厌的。 C 必须追求美好的意志与周全的政治感觉。 D 必须具有耐心.E必须具有多样化的工作经验。F必须以民众为导向。G必须善于分析与思考 公共管理推行顾客导向的深刻涵义:A实行站在顾客的立场上思考。关心的是顾客而非组织。B将顾客是为主要。资产组织的主要资产不在于盈 利而在于顾客。 C 顾客满意即组织目标。工作的重点在于达成顾客的合理期待与愿望。 D 建立与顾客之间的长期互动关系。加强与顾客的直接互 动,针对顾客的需要,提供理想的产品和服务。 公共部门管理与私人部门管理的相似性表现在:都需要政策管理;都要涉及内部资源的整合与管理问题;都要处理和管理外部关系等等。二者的差别主要表现在:政治权威与经济权威、多元制衡与自主性、公共利益与私人利益、法的支配与意思自治、政府与市场、多元理性与经济理性等多个方面。 SWOT 分析是目前战略管理与规划领域中广泛使用的分析工具,其中的S 是指优势( strength)、W 是指弱势( weakness)、O 是指机会或机遇(opportunity )、T 是指威胁( threat)。SWOT 分析,就是指通过了解自己组织的优势与弱势的基础上,将组织内部的资源因素与外部因素造成的机会与风险进行合理的、有效的匹配,从而制定良好的战略,以掌握外部机会,规避威胁的一种方法。政策评估是政策评估人员利用科学的方法和技术,有系统地收集相关信息,评估政策方案的内容、规划与执行过程以及执行结果的活动。政策评估的价值在于它能向政府及社会提供政策绩效的资讯;重新检视政策目标及政策方案,以谋求政策改进之道;还可以作为形成政策问题或政策建议的基础。 领导者的主要领导权力包括参考权、专家权、合法权、奖酬权、强制权。 优秀的公共管理者应该具备的技能: A 技术性技能,只从事自己管理范围内所需要的技术和方法。 B 人际关系技能,对外联系、接触,对内联系上下级,善于激励诱导下属人员的积极性。C概念化技能,指公共管理者具有的宏观视野、整体考虑、系统思考和大局把握能力。D诊断技能,即分析 问题、探究原因、因应对策的能力.E 沟通技能,利用各种媒介,有效、明确的向他人表达和理解他人的想法、感受与态度的能力。公共管理民营化的优势是:降低成本,提高服务质量,选择机会增加,整合民间资源用于国家发展,示范效果。 公共管理民营化的劣势是:可能会忽视社会责任与公共利益,特权与贪污,公共服务的不公正,规避巧用,管理问题。危机管理的几个阶段包括:危机的疏缓,危机的准备,危机的应对,危机后的恢复和重建。人力资源管理者应具备的知能是:技术知能,组织知能,人际关系知能,知识知能。按佛兰奇的观点,领导权力分为哪几类?参考权,奖惩权,强迫权,合法权,专家权。公共服务民营化存在哪些优点:成本降低,提高服务质量,选择机会增加,整合民间资源用于国家发展,示范效果。 公共服务民营化存在哪些缺点:(1)关于公共责任问题,(2)特权与贪污,(3)公共服务的不公,(4)规避巧用,(5)管理问题政府失灵是指由于政府机制存在的本质上的缺失,而无法使资源配置效率达到最佳的情形。政府失灵的原因为:(1)成本和收益的分离、过剩和成本提高;(2)政策制定的复杂性和低质的政策;(3)内部性问题;(4)政府组织的低效率;(5)另一种分配的不公平;(6)寻租(1 分);(7)政策执行的无效率;(8)所有制残缺。
