气候正义与中美气候谈判

[摘要]在当前中美气候谈判的过程中，两国围绕一系列的问题争论不休，分歧巨大，严重影响了气候谈判的进展。在两国谈判过程中，双方首先要确立一个谈判准则，在这方面，气候正义可以而且也应该作为重要的基础性原则。一个国家的气候政策必须建立在气候正义的基础上才具有正当性。作为温室气体排放大国，中美两国应该在气候正义的原则下，加强政府间的合作，面对共同的气候变化困境。

Title： Climate Justice and Sino-US Climate Negotiation—From the Perspective of Corrective Justice and Distributive Justice

Abstract： In the current Sino-US climate negotiation， the two countries debated around a series of issues， which has affected the process of climate negotiation seriously. In the process of the negotiation， a framework must be established. In this regard， climate justice can and should be an important basic principle. A national climate policy must be established on the basis of climate justice. As two major countries of greenhouse gas emission， China and the USA should， under the principle of climate justice， strengthen inter-governmental cooperation to face the common threat from climate change.

一、引言：气候正义原则的提出

（一）气候正义原则

气候变化是人类社会面临的共同困境，需要国际社会共同携手应对。当前大量的科学研究表明，削减温室气体排放对于阻止灾害性的生命损失是必需的。①气候变化是气候环境的公共产品属性和人类活动外部性综合作用的产物。相较于国内政府对于社会价值的有序的权威性分配，国际无政府状态加剧了公共产品困境和外部性困境对国际社会提出的挑战。在减排问题
