精准扶贫的现状与对策

摘要2016年4月24号，习近平总书记考察了安徽省金寨县。在考察期间总书记强调：?扶贫开发关键是要做到‘精准识别、精准施策、精准帮扶、精准脱贫’，每位扶贫干部要有‘咬定青山不放松的精神，实干苦干并巧干的劲头’，在2020年之前要确保能够实现‘人脱贫、村出列、县摘帽’的大目标?。习总书记的讲话为接下来的工作指明了方向。这就要求各级扶贫机构和单位对原有扶贫工作中出现的问题进行修补和完善，要有?撸起袖子加油干?的劲头，努力实现总书记指出的三大目标。扶贫工作须必要有?精准度?，专项扶贫更需要瞄准贫困地区民众，要做的有的放失，确保精准识别、精准施策、精准脱贫。

本文主要介绍安徽省含山县精准扶贫现状，以及在扶贫过程中出现的问题，即：?扶贫事业缺乏人才、扶贫机制不够完善、扶贫以‘输血’为主，缺乏‘造血’?。同时在本文中提出首先打造专业的扶贫队伍，其次通过建立需求导向、精准帮扶、责任落实等措施完善扶贫制度，最后通过培养能够增收拉动经济的主导产业，通过农企协作，延伸农业产业链，发展县域经济，带动全县农户参与，增加全县资本积累能力，在各村镇范围内，增加财政投资，加强基础设施建设，改善农村环境，在贫困户层面，增加农民收入，加大教育投入，提升群众人力资本，延长完善农产品产业链条等对策，弥补和完善含山县现有的扶贫政策，让精准扶贫的春风真正滋养含山地区的贫困群众。
