Disagree:
I agree with the idea insofar that people today can do more without governments’ help. But when it comes to some “important problems”, a person’s or a family’s effort may be of no use. The government, in my opinion, at least has the responsibility to keep people away from being unemployed, miseducated and hurt in the war.
Firstly, people cannot solve the problem of unemployment either by themselves or with the help from their family members. Unemployment is sometimes a nation-wide, or even world-wide problem. It largely depends on the aggregate economic situation, development and government policies. According to a report issued by China Economic and Finance Research Center (CEFRC), the rate of unemployment soars from a normal value of 3% to a horrible number, around 10%, when the financial crisis happens. In this case, government is resposible to carry out effetive policies, like to increase government’s expenditure and to create more job opportunities in the whole society, to offset the negative impact of the economic turmoil. In contrast, a person’s individual willingness and ability seems useless and it is barely possible for him to remidy the societal disease.
Secondly, citizens cannot get themselves educated individually. People have to receive education in schools, universities and other educational institutes and parents and other family members are not eligible enough to give their children formal and systematic education. However, to develop education is a nation-wide challenge going far beyond what an individual person or family can do.
For instance, an individual investor simply cannot raise huge amount of money to build a university exclusively for his child. It is because in economics, education is a public good. Citizens, regardless of his ethic, religion and background, should have the same opportunity to enjoy education. That means government should be the biggest investor while a family’s effort pales in this domain.
Thirdly, a person cannot stop the war by his own effort. Many people suffer severely from the endless collisions and wars caused by hostilities, feud and discrimination. A single person, or even a government cannot address the global problem. The only solution is that all the war participants get together, talking, negotiating and finally reaching an agreement of truce. Any advocation or appeal from an individual throat may be too small to be heard the world over. Under the circumstance, governments, or a global government should perform actively to solve the war problem.
In sum, people cannot solve some important problems individually and the government, whose power apparently surpasses a single-handed person, should help people with those permanent social problems like unemployment, lacking education opportunities and wars. (434 words)

The government should support scientific research that does not have any practical use.
Science discovery and progress is the primary drive of social development. Some people argue that the government should not waste money on scientific study that has no practical use. In my opinion, however, scientists and researchers need financial support from the government even they are doing studies that cannot promise an instant value.
Firstly, it is hard to foretell which research has practical use and which does not right before we really do something in the research. The advent of airplane is a proper example. Wright Brothers
was considered insane and whimsy when they designed airplane in early 20th century. No one at that time believed the “rigid bird” or the “monster” created and produced by two young men who sold and repaired bicycles could have any effect at all on the world. However, to people’s big surprise, their impractical research and attempts became American’s pride and a boon for people after decades. History repeatedly tells us that some impractical scientific research is usually preparation for further research which may change the world significantly. It is inappropriate and unfair to label any scientific research with “practical” or “impractical” before results surface.
Secondly, governments’ support for scientific research, though it might have no practical use, can accelerate the rate at which scientific discoveries occur. Some impractical scientific research may be mysterious and attractive, luring more talented people to devote themselves to scientific study. The Theory of Black Hole, advanced by Stephen Hawking, only explains some arcane phenomena, for example, the cause of black hole and why it is black, and the practical use of the Theory of Black Hole goes too far from our imagination. However, many governments are now willing to spend money on buttressing relevant research, attracting increasing numbers of young geniuses to study astrology, which, at the same time, push the scientific research and discoveries forward as a whole.
Thirdly, a government who supports any scientific research regardless of a possible exciting prosper or squandering money, easily wins world-wide reputation and supports. It is because people’s inborn curiosity spurs themselves to unveil riddles and enigmas. They tend to favor a government who encourage them to pursue their intellectual aims. In this case, talented scientists crowd into the region administrated by such a wise government. Besides, the public is willing to pay tax to subsidize impractical research because the wise public prefers a government who can lift them up intellectually. What’s more, impractical scientific researc h also provides topics for the public and in turn, praises and gratefulness will be shown to the government from citizens.
In brief, considering the potential benefits the theoretical study may carry, the passion and motive by supporting great scientists, and fame of supporting scientific courses, the authorities should sponsor scientific researches no matter there are the possible profits or not.

Disagree:
Parents surely want their children to perform well at schooll and become versatile adults in the future. The speaker points out a possible access to the certain goal that parents should limit the time their children spend on watching TV. However, reasonable to some extent though it might be, I argue that television should be a blessing for children as long as parents can be sure that the programs their children watch are perfectly suited to young people at that particular stage of life.
Firstly, if parent s limit their children’s time on watching TV, loneliness and sadness will emerge. It
is because televisions usually function as a topic-provider for students. In such an information society, televisions are easily accessible for children. TV dramas, talk shows, news reports, and cartoon films all play an indispensable role in children’ daily life. It is quite common to see a group of students gather together, talking about a famous talk show, sharing their craziness on a screen star, or even reciting lyrics and scripts from a TV concert. A strict control over TV programs means preventing them from knowing the resent topics, making them lose their popularity gradually among playmates. As a result, loneliness and sadness may follow and no one expects such a child can perform well in school.
Secondly, watching television is a mean through which students develop their knowledge. Among a diversity of TV contents are those educational TV programs, such as Discovery, National Geography and Daily News, which mostly are supplement to students’ in-class education. No one can deny that knowledge from educational TV programs also help students do well in examinations. For example, a student who loves watching National Geopraphy may learn the causes of Greenhouse Effect and Global warming in details. I am quite sure that he can easily pass the geography examination and win awards from teachers. In this case, parents should not limit children’s time on TV programs which benefit students academically.
Admittedly, children may be exposed to some unsuitable spectacles, like violence or pornography, if they are totally free to choose TV programs. Inundated by all sorts of TV channels and programs, a couch potato, who keeps jumping from one channel to another, is more likely to be influenced negatively by bad TV programs. It is not a new observation parents often complain that their children behave mischievously at school, like vandalizing the public properties or bullying younger schoolmates, which often attribute to watching television. However, what parents should do is to supervise what programs their children are watching and what they like to watch instead of controlling their time on watching television. As long as the programs are suited to students—either educational or properly entertaining, parents should not adopt a time-control policy towards television.
In sum, television itself is actually neutral. Whether it is a boon or a menace depends largely on parents’ supervision and g uidance. Controlling the time on watching TV is in vain if parents want their children do well at school. Instead, people should control TV programs that their children watch. (514 words)
