You should decide on the best choice and mark the corresponding letter on the Answer Sheet with a single line through the centre.

Passage One

Questions 31 to 35 are based on the following passage.

The sea is the common property of all nations. It belongs equally to all. None can appropriate it exclusively to themselves, nor is it foreign to any.

This was the decision of John Marshall, chief justice of the United States from 1801 to 1835. It was stated as a fundamental rule of the sea that no one, and therefore everyone, owns the ocean. This means that outside territorial water s (the waters within three miles of a country’s coast) the law is whatever nations agree on in peacetime and whatever the strongest naval powers can enforce in wartime.

After the United States purchased Alaska, Americans began to seize Canadians who were hunting seals outside Alaskan territorial waters. The Americans claimed that the seals were American property because they often came in to the Alaskan shores owned by the United States. International arbitrators disagreed with this reasoning. In some cases, however, the special rights of a nation that makes use of an open-sea area are recognized.

All of the sea’s rules are established by international conferences and treaties.

Passage Two

Questions 36 to 40 are based on the following passage.

Misconceptions about alcoholism are common. Many people, for example, think that alcoholics are careless, pleasure-seeking people who have moral problems that make them easier prey for liquor. Actually, alcoholics often feel guilty about their drinking and are very self-conscious around other people. Alcoholics quite often have a low self-respect and are too sensitive about what people may think of them. Another common myth is that the alcoholic is always drunk, but experts say this is not so. In truth, there are three types of alcoholics. Episodic drinkers, for example, drink only now and then, but each of their drinking episodes ends in overindulgence. Habitual excess drinkers are also only occasionally drunk, but their episodes are much more frequent than those of the episodic drinker. The addict is a person who must drink continually simply in order to function. It is the addict who needs medical assistance to withdraw from the support of alcohol.

W: That’s definitely something you have to think about. I suggest you learn another skill ― something you’re interested in. You could take evening classes or do a short course. You’d make a great coach, you know.

M: You’re right. I do need something to fall back on in case I have to change my profession. But I am afraid I can’t find enough time for the skill-learning.

W: Don’t worry about it. Just try to organize your time better.

The following questions are based on the conversation you have just heard.

14. What are the two speakers talking about?

15. What happened to one of the man’s teammates?

16. What does the woman advise the man to do?

17. What is the man most probably going to do?

Conversation Two

M: Hello, Liz! You’ve just come back from your trip to America. Wh at did you do there?

W: Actually, I went to Michigan and I worked as a volunteer teacher in a public school for four years.

M: Oh. What was the public school like?

W: It was not big, only maybe 200 students I think.

M: Did you know all the students?

W: I don’t think so. I just visited some classes.

M: So what did you think of America?

W: I think it is a great country for many people who want to try new things. You know, so for example I did not have any special skills to teach, but they let me work there as a volunteer, and they gave me a great opportunity to meet a lot of students, who are really nice I think.

M: Ah, OK. I agree. What were your students like?

W: They were really motivated to learn Japanese, but they didn’t learn a lot. They just, they just wanted to play with me, a teacher from another country!

M: OK. Do you have any special memories from your trip?

W: Yes, I visited lots of places by myself and I was really afraid of speaking English to people there but they tried to understand me, and they helped me a lot and I really think OK, there are lots of people who are nice all over the world. The following questions are based on the conversation you have just heard.

18. What is Liz’s nationality?

19. Which of the following statements is not true about Liz?

20. Which of the following statements is not true according to Liz?

Section C

Directions: In this section, you will hear several short passages. At the end of each passage, you will hear some questions. Both the passage and the questions will be spoken only once. After you hear a question, you must choose the best answer from the four choices marked A), B), C) and D). Then mark the corresponding letter on the Answer Sheet with a single line through the centre.

Passage One

Although I think the United States generally has an excellent system of transportation, I do not think that it does a good job of transporting people between cities that are only a few hundred miles apart. A person commuting between Detroit and Chicago or between San Francisco and Los Angles, so called strip cities, may spend only a relatively short time in the air while spending several hours getting to and from the airport.

This situation makes flying almost as time-consuming as driving. Moreover, airplanes use a lot of their fuel just getting into the air. They simply are not fuel efficient on short trips. High speed trains may be an answer.

One fairly new proposal for such a train is something called a Maglev, meaning a magnetically levitated train. Maglev offers exciting possibilities for the future.

The following questions are based on the passage you have just heard.

21. What is the topic of the talk?

22. What problem faces commuters to travel between strip cities?

23. When are airplanes not fuel sufficient?

Passage Two

How we look and how we appear to others probably worries us more when we are in our teens or early twenties than at any other time in our life. Few of us are content to accept ourselves as we are, and few are brave enough to ignore the trends of fashion.

Most fashion magazines or TV advertisements try to persuade us that we should dress in a certain way or behave in a certain manner. If we do, they tell us, we will be able to meet new people with confidence and deal with every situation confidently and without embarrassment. Changing fashion, of course, is not just about the way we dress ourselves. A barber today does not cut a boy’s hair in the same way as he used to, and girls do not make up in the same way as their mothers and grandmothers did. The advertisers show us the latest fashionable styles and we are constantly under pressure to follow the fashion in case our friends think we are odd or dull.

The following questions are based on the passage you have just heard.

24. At what time of our life do we care most about our appearances?

25. What can we infer about changing fashion?

26. Why are we under pressure to follow the fashion?

27. What’s the passage mainly about?

Passage Three

Most people’s jobs are likely to be affected by computers in one way or another. Teachers, for example, can use computer terminals or sets of screens and keyboards in the classroom. Each pupil may one day have a terminal to use, which can pose problems and ask questions, and the computer can inspect and check the pupil’s replies. But could a computer ever replace teachers or do any job a man or woman can do? The short answer is that this is very unlikely.

At the moment there are a vast number of things a computer cannot do. Computers cannot perform an operation or dock a big ship. But they can help the people who do these tasks. In fact, computers can help nearly everyone, from an architect to a postal clerk. However, there is no program that makes a computer behave in anything like the way a human mind works. Even so, some people are trying to program computers to think like people. They have had some surprising successes. Some computer programs can play chess much better than the average player, and there is one game, in which a computer has beaten the world champion in backgammon and which is a board game like chess but much simpler. Robots the computer controls even can replace people somewhere.

Computers are only effective when problems are clearly described in advance. They are next to useless when problems are not clearly described. For example, an airplane can fly automatically most of the time, but there is always a human pilot in case something goes wrong. The human can react to any situation, some of which he may never have imagined. At the moment most computer programs need to know everything that might happen in advance, and what to do if it does happen. Such programs can be written if the computer is only playing backgammon, but they cannot be written for a nurse, an athlete, or any number of other professions.

The following questions are based on the passage you have just heard.

28. What can we learn from the passage?

29. What can a computer do in the classroom?

30. What is one important difference between a computer and a human?

In the United States a university professor is given a few months of freedom from his duties about every seventh year for travel or advanced study. This period of freedom from teaching is called a “study or research leave”. Its purpose is to give the professor experiences which will make him a wiser person and a better teacher when he returns to his university. Few study leaves are interesting enough to be described in national newspapers and magazines. Recently, however, there was an exception. The public learned how Dr. John R. Coleman, president of Haverford College, had spent his study leave. At the age of 51, Dr. Coleman was determined to escape from university life for a few months and to get a variety of experiences in the world of work. He especially wanted to learn about people. People who do hard physical labor were especially interesting to him. “I wanted to get away from the world of words and political matters and parties – the things a president does,” Dr. Coleman later explained to news writers. “As a college president you begin to take yourself very seriously and to think you have power you don't. You forget things about people. I wanted to relearn things I’d forgotten.” Telling no on e of his plans, Dr. Coleman started his study leave on a farm in Canada, hundreds of miles from his college. Getting up at 4:30 each morning, working thirteen hours a day in fields, he prepared himself physically for his next job, digging ditches in Atlanta, GeorgiA、 After that, the college president washed dishes ina Boston restaurant. During the last ten days of his leave, he worked as a garbage collector. 1. The first paragraph is mainly about _______________.
