1、规划的背景 1、规划的起源威海（含文登）市为中国和山东省最邻近韩国的地区，成为中国吸引韩国产业转移的核心地区。根据对韩国对中国投资情况的调查分析，目前韩国对中国的投资占对外投资的75%，而在中国的投资中45%多在山东，其中主要是中小型企业。根据山东省最新制定的山东半岛城市群发展战略，“威海（含文登）要建成一个电子信息、机械制造等现代制造业发达的生态化海滨旅游城市，中韩经贸交流的前沿门户”。根据山东盛基公司拟在文登投资商贸产业的计划和设想，我们结合文登市区位优势、产业发展战略定位，提出建设以面向韩国市场销售中国消费类商品和面向国内市场销售韩国商品的“韩国之窗”，将利用中韩商贸产业引擎的带动效应，促使文登国际制造产业的形成和发展，使文登成为山东半岛城市群未来最重要的商贸、生产、生活、旅游和产业服务的发展区域，甚至成为山东省未来向北方市场腹地拓展领先效应的区域。 2、韩国之窗规划的背景资料 (1) 历史文脉文登历史悠久，人文荟萃，是胶东半岛东部人类早期进入文明时代的地区。市内已发现旸谷遗址、石羊遗址、秦权遗址等古代遗址30余处，出土了大量新石器时期、大汶口文化、龙山文化等各个不同历史时期的文物，证明远在5000多年前，文登先民已在这里繁衍生息，创造了灿烂的古代文明。公元前219年，秦始皇东巡经此，被这里厚重的人文积淀和升平的社会景象所感动。遂驻跸，召文人登城东山上，为其歌功颂德。山从此始名“文登”。公元568年（北齐天统四年），于文登山

一体化威海新布局文登区发展新机遇顺应大势打通南北发展“主脊梁” 党的十八大提出，?要在东部经济发达地区率先实现现代化。现代化的实现路径就是实现城市化。?中央城镇化工作会议要求，?要优化布局，根据资源环境承载能力构建科学合理的城镇化宏观布局，把城市群作为主体形态，促进大中小城市和小城镇合理分工、功能互补、协同发展?。 ?支持只辖一区的市把近郊县（市）纳入城市行政区范围?，?要促进区域中心城市扩容升级，在提升济南、青岛城区城市发展质量的同时，其他中心城市要逐步发展成为200-300万人口的大城市?。这是全省推进城镇化的思路要求。从威海的发展历程看，成立地级市以来，主要是以县域经济为代表的个体化发展，各市区均衡发展，中心城市与三

市相对独立，各自发展，中心城市首位度偏低，表现出?自下而上?的发展模式，没有形成市域一体的大格局。顺应全国的城市化浪潮，威海与其他城市一样，一直在寻找属于自己的最佳路径。第十四次党代会就明确提出，?坚持市域一体、统一规划、城乡统筹、均衡发展，加快中心崛起，强化两轴支撑，推进环海发展，完善一体化布局，以工业化带动城镇化、推进城市现代化?。凝结着威海人智慧和心声的?全域城市化?，恰似一只破茧而出的彩蝶，引领着威海向?大威海?的目标奔去，开启了关乎城市框架、经济布局、城乡统筹的重大调整战略的大幕。文登区成立后，将进一步拓展中心城市发展空间，增强中心城区的辐射带动能力，真正使‘中心城区—临港区—文登城区—南海新区’无缝对接、融合发展，为优化城镇功能布局提供了新空间。

突破瓶颈增强中心城市首位度可以说，每一次区划调整都发生在特定的历史背景下，是经济社会发展到一定阶段的客观要求。文登区的成立也是如此。威海位于山东半岛发展轴末端，长期以来，一直受到城市腹地狭小、发展空间不足的制约，影响了城市的进一步发展和城市功能的辐射。不仅如此，经过20多年的发展，作为山东半岛城市群中唯一下辖一区的地级市，一市带一区发展后劲不足、竞争力不强、支撑保障能力不够等问题日益显现，而且已经成为制约威海实现转型跨越、一体发展的重大瓶颈。从整个威海版图上看，文登是地处区域空间几何中心的城市，在地理位置方面具有先天优势。把威海的城市腹地由北部沿海延伸到南部沿海，不仅在空间上有了极大的扩展，
