论终身教育体系中高等教育的特殊优势与发展转向

摘要：终身教育体系作为各级各类教育、各种形态教育的有机统合体，具有全面性、系统性、学习性与发展 性的特征。高等教育是终身教育体系的重要一环，比较优势突出。从职能视角看，高等教育是终身教育体系发展 的引领力量;从非传统学生的视角看，高等教育是通向终身教育的桥梁;从教育主体的视角看，高等教育是终身教 育体系构建的基础。当前，中国特色社会主义进入新时代，人民群众对美好生活的需要日益增长，这对高等教育在 终身教育体系特色构建中所发挥的作用提出了新要求。进一步扩大开放性、加强与其他教育的衔接、关注终身学 习者个体发展需求、以渐进与差异化的方式融入终身教育体系是高等教育的应然发展转向。

A b stract：The construction of lifelong education system is the foundation of a learning society.The
lifelong education system is an integration of education of all levels and types,and it has the characteristics of comprehensiveness,systematism,leamability and development.Higher education has special advantages in lifelong education system.It is the leading force for the development of lifelong education system from the perspective of function,it is a bridge to lifelong education from the perspective of non-traditional students,and the foundation of the construction of lifelong education system from the perspective of the educational subjects.For the construction of a life-long education system with Chinese characteristic,We should further expand the openness of higher education,strengthen the connection with other education,pay attention to the individual development needs of lifelong learners,and promote higher education integrating into lifelong education system in a gradual and differentiated way.
未来的社会是学习型社会，推动全民学习、终身学习是当今世界各国共同努力的方向。《国家中长期 教育改革和发展规划纲要(2010—2020)》明确提出教育发展的战略总目标是:到2020年，基本实现教育现 代化，基本形成学习型社会，进人人力资源强国行列。党的十九大报告又进一步强化了这一要求，强调“优
