三副的基本工作
1、记录方面：A、船员换班以后的相关项目：（1）应在航海日记记录那一天交接、套派；（2）开航后24小时内救生演习、培训记录。（3）每个房间的个人应急熟悉表格的填写、张贴；（4）是否有驾驶员驾驶台的熟悉表（5）应变部署表的修改情况；（6）自己的交接记录是否放到船长处并有海务主管签字确认（7）交班一个月后本职务的自查情况。B、三副负责实际的培训工作：（1）船员上船后不迟于2星期内，对其进行船上救生、消防设备的培训，并包括救生筏的操作与使用、低温保护与急救、恶劣海况求生、消防设备操作与使用等。（2）在计划中列明每2个月进行一轮救生、消防知识的培训；船舶往往是把主要的消防救生设备的培训分列在12个月中，这样就不能满足公约关于“两月一轮”的要求，比较简单的方法是把所有需要培训的消防救生设备、知识等项目分成两部分，一部分单月、另一部分为双月，在右侧记录每月实施培训、授课的时间。C、检查应急演习记录的记载情况：（1）船员换班后的及近期的放艇记录。是否有记录在开航全速时进行了放艇（2）应急演习记录本中三种演习是否按时完成如三个月内放艇下水操练；三个月内应急舵操练（应急舵的试验是否记录航海日志的前页）；溢油演习是否包含事故性和操作性D、检查二氧化碳系统时询问三副该系统的情况，启动方法。检查二氧化碳系统的水压试验报告（瓶体试验）；CO2系统的称重报告。E、检查三副的维修保养记录：（1）新的维修保养记录领到后要马上用起来。（2）是否有艇，筏的检查记录，检查内容，特别注意按记录表的内容填写，不要在数量一栏内打勾或写“正常”，在对备品的检查栏内应填入数量，面在备注栏中可填入检查结果。F、体系文件管理：（1）文件的收发，改正与销毁记录；（2）修改文件是否组织进行学习（3）自己的学习记录。G、训练手册等小册子的修改是否全部做好
2、救生艇：A、起动，转舵、舵的转动角度是否足够；查看车叶、舵、导流罩（在左右满舵时）是否擦边、是否正常。B、艇顶灯（示位灯），艇内照明、艇磁罗经照明，探照灯应为搜索、信号两用灯。艇附近的舷边应急照明；艇内雷达应答器应能熟练使用（注意是否过期）；C、艇的外观检查。检查首缆的自动脱钩。反光带状况，救生艇限位开关务必正常，操作规程应置于应急灯下；D、救生艇的油箱存油应多于80%，油箱应有透气孔。手摇排水泵是否正常艇内浮力箱状况是否正常E、降落装置：（1）绞艇机的状态；手摇柄及保护装置良好是否良好（2）各个限位器动作正常，自动脱钩系统活络、维护良好；（4）遥控降落钢丝操作正常。（5）手动刹车、电动减速装置正常；（6）滑车、艇架无锈蚀；
3、其它救生设备：A、救生衣：（1）仔细检查公共场所的配置是否符合要求驾驶台4件、机舱4件、船首6件，（入级船应关注灯的有效期）；附近应要良好标志；（2）抽查房间的救生衣，状况如何 B、救生圈：（1）全船至少12个，船长大于200米的14个，船尾应有一个。（2）注意标志不要贴错（如带绳和带灯）；（3）定期检查驾驶台两侧的自亮灯浮是否正常、包括有效日期、完好程度、滑行轨道是否正常、能否快速降落是否符合要求（4KG）灯泡是否正常（4）救生绳是否符合要求是否容易扭结C、救生筏：（1）壳体是否完好（2）静水压力释放器是否在有效期内、系固是否正常（3）附近是否有应急照明D、各种信号数量、有效期、存放地点、状况抛绳器配置数量是否正确状态如何、是否在有效期内E、注在室外的IMO标志是否已褪色。
4、住宅区及机舱附近：A、检查自闭门有无背钩，门的关闭情况。B、天窗，开关是否正常（活络），特别是遥控天窗能否正常开关，各舱室通风筒，防火门，防火档闸开关正常。机舱和生活区走道内通风管口档火闸锈死板不动，或出口档火板缺标识，现场缺专用关闭工具。C、内走廊望顶的通风口（空调回风装置）内很脏，百叶片不活络、有很多锈死，要拆检、活络、加工具并标识，宁安型轮都有这样的缺陷；D、船令广播、通用报警、控制站照明是否正常；
5、主消防泵、应急消防泵、消防管系：A、应急消防泵：（1）操作熟练，满载、空载等各种条件下
根据本轮实际情况的操作，检查出水压力。部分船舶因吸入阀、出口阀操作不当，经常出现打不出水，应该在操作规程中细化操作注意事项。（2）应急消防泵应在5分钟内启动、达到规定压力（封闭压力0.6MPa、二条皮龙的射程12米），压力表、连接管应正常（3）急消防泵间应清洁、干爽。如有水位报警则应处于可用状态。（4）要标识进水、出水方向，进水阀、出水阀要挂牌；
B、主消防泵：（1）现场检查将主两台消防泵轮流开启试压，注意操作方法，压力是否正常。（2）当驾驶台有遥控操作开关，则要保证它能正常启动，并且做到即那里能启动、那里就要有操作说明（二手船大多有遥控开关，现船员基本不使用，如有该设备尽量恢复使用。）；（3）参考数据：主消防泵：3分钟内启动、压力正常（封闭压力0.7MPa）；消防栓出口压力近似计算：出水端的压力为0.27MPa，满足2股水柱压力约0.54MPa，加上扬程、高度、分隔等影响，应急消防泵的封闭压力应为0.6Mpa；主消防泵的封闭压力应为0.7MPa、2股水柱时压力应为0.4MPa 左右；
C、主消防管路：（1）无泄露、无过度锈蚀、有正常标志；（2）放残水拷克是否有效；（3）每隔30米至少一根皮龙。
D、国际通岸接头：熟悉存放位置，4对螺丝和螺栓、8个垫片、密封垫片配置等应齐全；相关标识清楚；（容易被人偷，要放好）
E、皮龙：居住区的水枪、皮龙规格为60M/50MM，如果居住区与主甲板皮龙的口径不一样，应有转换接头。住宅区、机舱各个消防栓应有闷头6、大型二氧化碳：A、检查大型二氧化碳的年度、吹通检验证书，气瓶的水压试验证书，注意用于扫气道、油漆间的CO2要包括在证书中；B、二氧化碳系统的整体情况，（1）检查船上手动施放手柄是否可每一瓶都能将手柄插入；需打开时（经验判断,不能实际操作），附近是否有管影响；（2）检查所有出气管、泄放管是否有压扁或严重影响通流情况;（3）检查启动瓶的压力是否正常、启动瓶门是否可靠，（4）报警及风油切断测试；（5）前段时间发现城船厂做检验的漏气很多，可用吹通空气，连接后开0.5-1.0气压，测试瓶头连接各管是否漏气，要特别小心，如无把握就等公司安排在码头由专业厂检修。C、抽风机，照明，手电筒、温度计应可用，测试通信设备正常；测试风、油紧急切断应马上报警，应有风油切断测试记录；D、操作规程、系统示意图说明清楚，驾驶员十分清楚操作程序；除机舱外，其它货舱所需的灭火剂量如何计算；E、室外泄气阀状态如何，是否被油漆堵死；室外管路的锈蚀情况如何往往在踏板下修得比较厉害，要注意保养；
F、用于机舱扫气道的CO2因长期缺乏保养，释放拉手弹簧失灵；外表比较脏；7、住宅区火灾报警装置、货舱火警探测器：A、应有检查、测试记录、知道保险丝在什么地方；B、是否知道有多少只感温、感烟探头、手动按钮报警器，应懂得如何测试。目前存在的主要问题是不知感烟探头、感温探头有多少个或不懂测试感温探头，另驾驶台门口、船长门口是经常测试的对象，容易出现故障。C、感烟探头的测试：用点着的香烟烟雾测试感烟探头、系统（如防火门关闭）；感温探头的测试。用一杯开水置于探头的下方、或用电吹风，但不能用火机；手动按钮报警器测试。测试该报警器及系统反映是否正常。
（3）熟悉货舱烟雾探测系统的测试方法。D、货舱火警探测器：（1）拆开一根通往大舱的管子、用烟头进行测试报警是否正常；（2）检查抽风装置是否正常启动检测系统，开抽风机检查连接到货舱的管路畅通情况，检查驾驶台CO2烟雾探测报警箱各支管风标的摇动情况，驾驶台顶抽风机马达、风管、连动盖等；（3）系统的常规检测。如系统有自测装置，应懂得进行自测。（4）船舶的烟、火声响报警系统可能有延时功能，平时应测出延时时间，并在驾驶台控制面板上标示，在检查时可以直接告诉检查官需要多少秒延时，免得误认系统有问题。8、防员装备FE：
A、检查配备情况。经常出现缺少安全带、绝缘手套，灯的状态不好、检测报告与实际不符合；
B、测试面具、低压报警；要求2瓶是满的（气压90%以上），其中1瓶与呼吸器、背架相连并处于可用状态，此外另有1瓶用于训练，并标识是训练瓶；各瓶接口可互换；
C、抽查使用熟练程度（2分钟穿好）、是否懂得救生绳信号；
D、应存放在有应急照明的处所；
E、注意在使用FE时，要告诉穿着者在低压报警时应立即撤退，在舱室外照顾的人应有专门表格记录时间：开始使用时间、进入舱室时间，通常满瓶的使用时间为30-40分钟，记录开始使用时间可推算空气用完时间，结合低压报警，能及时提醒穿着者退出，确保人员安全。
F、参考资料：消防员装备空气瓶空气容量不少于1200L，计算方法：气瓶容量（L）×气压（mpa）=空气量。如：
6L×20mpa=1200L，所以6L气瓶不低于20mpa压力，空气量是满足要求的。放置消防员装备的仓室有否应急照明。9、其它消防器材：A、大型泡沫，证书所列要求的泡沫量与实际量相比，实际量能否满足要求，泡沫剂型与实际配置的泡沫剂型是否一致。外观保养良好。B、135L灭火器。
锅炉区必须配备，喷管射程可达锅炉顶；推车式检查压力及喷管有否老化。C、便携式泡沫枪（一枪两桶）：外观检查有否渗漏，枪与消防栓口径是否一致能否接上，检查桶内原液有否减少（不少于2/3桶，打开盖子检查）。轮机部人员应懂如何用。D、手提灭火器，轻水泡沫、干粉检查压力，CO2检查重量、压力及喷管状况； E、油漆间：如水保护必须为喷淋系统。F、住宅区不能存放手提CO2灭火机，可以用轻水泡沫和ABC干粉代替；G、上述设备应进行年度检测，检测报告应留船。
10、三副基本知识询问：（1）如何判断碰撞危险是否熟悉各种情况下的避让（2）什么情况

一、《船员服务簿》的办理：
（一）年龄限制：年龄在18-60周岁之间
（二）办理时间：15个工作日
（三）办理机关：海事局；
（四）办理类型和所需材料：
初办
1.专业培训合格证原件；
2.二寸白底彩色照片4张；
3.身份证复印件（正反面）1张；
4.毕业证明或考试合格证明原件及复印件；
5.一年以内的船员体格检查表原件（市级以上医院，部分地区有海事局指定医院）；

g. 消限：初次消限须具备3个月相应类型的特种船资历，二次消限无需进行在船实习，补办消限则只需在5年之内有相应类型的特种船资历即可。

四、部分办证材料的具体要求：
（一）照片：所有办证照片均要求为标准二寸白底彩色光面证件照，要求免冠、免肩章饰物、免眼镜、不能穿白色衣服、穿着西服领带为宜，相片大小为48 mm×33mm，头部宽度为21-24mm，头部长度为：28-33mm；
（二）身份证复印件：复印清晰、在有效期内、号码为18位，新版身份证要求背面也要复印；
（三）换证体检：
1.天津海事局指定医院（按船员所在地分）：
a.北京/天津地区：天津港口医院、天津市塘沽区杭州道医院、天津国际旅行卫生保健中心；
b.河北地区：秦皇岛港口医院、秦皇岛第一医院、唐山市人民医院、黄骅市二医院、沧县医院；
c.河南地区：新乡市中心医院（仅此一家）；
d.其他省市：当地海事局指定医院或市级以上医院；
2.体检要求：
a.使用海事局专用体检表（在指定医院体检可自行领取，无指定医院的城市在做体检前须向公司领取体检表），
b.由于字迹不易保留，不可用传真过后的热敏纸进行体检，须复印到普通A4复印纸上以后再使用；
c.在体检表上贴二寸照片（格式无限制）；
d.体检前不要用早餐、体检前一天不喝酒、不吃油腻的食物；
e.须附血常规、尿常规、X线胸透、表面抗原、肝功能检查化验报告；40岁以上的船员须另附心电图和B超报告；大厨、服务生须另附大便细菌培养检验报告；
f.不遗漏体检表格上的检查项目；
g.医生结论处要填写健康、合格、体检无异常字样，不合格的体检无法使用，须恢复健康后再次体检直至合格；
h.须在照片一角、医生结论处加盖体检医院公章。
3.船员体检的合格标准：请详见附录1-体检标准。
（四）毕业证明：指培训学校所开具的能说明毕业生学历的证明，包括学历证明、毕业证、就业协议、预分配证明等，初办证书时凭任何一种均可办理，毕业证可代替学历证明但学历证明不能代替毕业证；
（五）培训证明：指经海事管理部门认可的培训机构所签发的证明，包括值班水手/技工培训证明、厨师证、服务生培训证明等；
（六）考试合格证：包括值班水手/机工考试合格证、G证、三副、三管轮考试合格证，俗称白票；
（七）无犯罪证明：办理海员证时，若来不及办理护照，则提供无犯罪证明原件连同户口簿本人也复印件也可代替护照，无犯罪证明须在户口所在地公安局/派出所办理并加盖公章；
（八）实习记录簿的填写要求：请详见附录2-船上培训（见习）须知，或实习记录簿上的填写须知。五、导致船员证书无法正常办理的问题及解决办法：（一）照片不合格：数量不够、格式不符合要求、不清晰、照片非同一版的情况下，须重新提供；（二）身份证复印件不合格：过期、不清楚、非18位的身份证复印件不可用，须重新提供；（三）换证体检不合格：1.问题所在：船员在非海事局指定医院体检、体检结论不合格、体检项目不齐全、化验单不齐全、化验单非原件、医生未签名、体检表照片和医生结论处未盖公章、使用热敏纸体检表做体检等情况均可导致体检表作废。2.解决方法：须重新体检。（四）船员各证书信息有误：1.问题所在：船员不同证书上的姓名、姓名拼音、出生日期、出生地、身份证号码等项目不一致的情况可导致证书无法办理。2.解决办法：a.先向海事局提供身份证和户口簿复印件以证明该本证书信息有误以便海事局按照正确的信息办理证件，但若身份证和户口簿的信息也有误，则须先对身份证和户口簿进行改正；
b.在不影响上船的前提下，按照证件办理材料中所介绍的证书更正方法，将有误证书交给原签发机构进行更正。（五）护照过期：会影响海员证的办理，须重新办理新护照或提供无犯罪证明才可继续办理海员证；（六）解除合同证明有问题：1.问题所在：无法提供原办证单位出具的解除合同证明，或提供的解除合同证明和证件代码单位不符的情况，会导致海员证无法办理。2.解决方法：若和员办证单位确无合同关系，则可提供该单位出具的无合同关系证明；若开具解除合同证明的单位非原海员证代码单位，则必须找到原证代码单位开具解除合同证明。（七）海员证缴销单有问题：1.问题所在：缴销海员证的单位拒绝提供、海事局系统中显示尚未缴销；2.解决方法：若原单位拒绝提供但确已缴销的情况下，可无需提供缴销单；反之，若原单位承诺已经缴销但海事局系统中显示尚未缴销，则必须提供有缴销人签字并加盖海事局公章的缴销单以证明
该证已经被缴销。（八）在船办理适任证书但船员未在上船前做好换证体检，则需在下船后做好
换证体检以后再继续办理；（九）实习记录簿开封日期晚于上传日期：1.问题所在：由于海事局
只认可实习记录簿开封日期之后的海历，但因实习记录簿的开封手续需凭适任证书考试合格证或
考试成绩通知单才能办理，所以开封日期完全有可能滞后于船员上船的日期； 2.解决办法：上船
日期和开封日期若相差不足10天，则可正常办理证件；若相差多于10天，则须晚下船几日；若
相差一个月以上，则须在下次上传时将资历补齐。（十）服务簿实习资历不够不符合适任证书办
理条件的，须再次上船完成实习资历；（十一）做假资历被发现，须确实完成办适任证书所要求
的海上资历；（十二）服务簿资历不清楚或没有最新资历导致无法办理适任证书，须重新提供；1.
问题所在：在船换证的前提下，须提供（十三）实习记录簿填写不合格：
1.问题所在：填写不完整、涂改、实习报告写得过于简单、未按要求签字及盖船章、船长未
写评语、船舶资料填写有空项等会导致适任证书无法办理；2.解决方法：寄回本人重新填写或寄
回船上盖章。（十四）由于学生欠学费或未完成学校所要求的实习报告导致学校扣押学生毕业证
或考试合格证的情况导致证书无法办理，学生须尽快还款或提交实习报告以赎回毕业证和考试合
格证；（十五）船员毕业证或考试合格证丢失，须重新补办才能办理适任证书；（十六）不到证
书更新期限：若适任证书有效期在一年以上、在船更新证书有效期在三个月以上的情况下，无法
办理证书更新，须到办理时间后方可办理；（十七）船员被列入限制出境人员名单的情况下无法
办理任何证件，船员须和原单位理清关系并被原单位从限制出境名单中撤销后方可进行证件的办
