全国二、三级翻译专业资格(水平)考试

一、考试简介

根据《翻译专业资格(水平)考试暂行规定》及《二级、三级翻译专业资格(水平)考试实施办法》的精神,从2003年4月21日起在翻译专业实行资格(水平)考试制度。

二、组织领导

中国外文出版发行事业局 (以下简称“中国外文局”)组建翻译资格(水平)考试专家委员会。该委员会负责拟定考试语种、考试科目、考试大纲和考试命题,研究建立考试题库等有关工作。人事部组织专家审定考试语种、考试科目、考试大纲,对考试工作进行检查、监督和指导。

北京市翻译专业资格(水平)考试纳入北京市专业技术人员职业资格制度统一管理。北京地区翻译专业资格(水平)考试工作由北京市人事局组织实施。北京市人事考试中心负责考试具体组织与实施工作。

三、考试等级划分与专业能力

(一)资深翻译:长期从事翻译工作,具有广博科学文化知识和国内领先水平的双语互译能力,能够解决翻译工作中的重大疑难问题,在理论和实践上对翻译事业的发展和人才培养作出重大贡献。

(二)一级口译、笔译翻译:具有较为丰富的科学文化知识和较高的双语互译能力,能胜任范围较广、难度较大的翻译工作,能够解决工作中的疑难问题,能够担任重要国际会议的口译或译文定稿工作。

(三)二级口译、笔译翻译:具有一定的科学文化知识和良好的双语互译能力,能胜任一定范围、一定难度的翻译工作。

(四)三级口译、笔译翻译:具有基本的科学文化知识和一般的双语互译能力,能完成一般的翻译工作。

评价方式

资深翻译实行考核评审方式取得,申报资深翻译的人员须具有一级口译或笔译翻译资格 (水平)证书;一级口译、笔译翻译实行考试与评审相结合的方式取得。资深翻译和一级口译、笔译翻译评价的具体办法另行规定。二级口译、笔译和三级口译、笔译翻译实行统一大纲、统一命题、统一标准的考试办法。申请人可根据本人所从事的专业工作,报名参加相应级别口译或笔译翻译的考试。

科目设置

各级别翻译专业资格(水平)考试均设英、日、俄、德、法、西班牙、阿拉伯等语种。各语种、各级别均设口译和笔译考试。

各级别口译考试均设《口译综合能力》和《口译实务》2个科目,其中二级口译考试《口译实务》科目分设“交替传译”和“同声传译”2个专业类别。报名参加二级口译考试的人员,可根据本人情况,选择《口译实务》科目相应类别的考试。各级别笔译考试均设《笔译综合能力》和《笔译实务》 2个科目。

各级别《口译综合能力》科目考试采用听译笔答方式进行;二级《口译实务》科目“交替传译”和“同声传译”以及三级《口译实务》科目的考试均采用现场录音方式进行。各级别《笔译综合能力》和《笔译实务》科目考试均采用纸笔作答方式进行。

四、考试时间

考试一般每年上半年、下半年各举行一次,具体语种及考试日期见当年公布

的考试安排的通知。

各级别口译、笔译考试均分2个半天进行。各级别《口译综合能力》科目、二级《口译实务》科目“ 交替传译” 和“ 同声传译” 考试时间均为 60分钟。三级《口译实务》科目考试时间为 30分钟。各级别《笔译综合能力》科目考试时间均为 120分钟,《笔译实务》科目考试时间均为180分钟。

五、报考条件

1、凡遵守中华人民共和国宪法和法律,恪守职业道德,具有一定外语水平的人员,均可报名参加相应语种、级别的考试。

2、根据翻译专业资格(水平)考试有关规定,对取得二级交替传译合格证书的考生,凭二级交替传译合格证书,在报考二级口译同声传译时,免试《二级口译综合能力》,只考“口译实务(同声传译)”1个科目。

3、根据国务院学位委员会、教育部、人力资源和社会保障部《关于翻译硕士专业学位教育与翻译专业资格(水平)证书衔接有关事项的通知》(学位【2008】28号)文件规定,在校翻译硕士专业学位研究生,凭学校开具的“翻译硕士专业学位研究生在读证明”(加盖学校公章)在报考二级口、笔译翻译专业资格(水平)考试时免试《口(笔)译综合能力》科目,只参加《口(笔)译实务》科目考试。

4、15所全国翻译硕士专业学位(MTI)教育试点单位名单和翻译硕士专业学位研究生在读证明表(样式)见附件6、7。

经国家有关部门同意,获准在中华人民共和国境内就业的外籍人员及港、澳、台地区的专业人员,符合本规定要求的,也可报名参加翻译专业资格 ( 水平 ) 考试并申请登记。

六、合格证书

参加考试人员,须在一次考试内通过相应级别口译或笔译2个科目考试,方可取得《中华人民共和国翻译专业资格(水平)证书》。

翻译专业资格 (水平)考试纳入国家职业资格证书制度,统一规划。考试合格,颁布发人事部统一印制并用印的《中华人民共和国翻译专业资格(水平)证书》。该证书在全国范围内有效。

翻译专业资格(水平)证书实行定期登记制度。每3年登记一次。有效期满前,持证者应按规定到指定的机构办理再次登记手续。再次登记,还需要提供接受继续教育或业务培训的证明。

取得二级口译、笔译翻译或三级口译、笔译翻译资格 (水平)证书,并符合《翻译专业职务试行条例》翻译或助理翻译专业职务任职条件的人员,用人单位可根据需要聘任相应职务。

After six years on the continent, Mr. Jallow is rail thin, and his eyes have a yellow tinge. “We are not bush people,” he said recently as he gathered twigs to start a fire. “You think you are civilized. But this is how we live here. We suffer here.” The political upheaval in Libya and elsewhere in North Africa has opened the way for thousands of new migrants to make their way to Europe across the Mediterranean. Already some 25,000 have reached the island of Lampedusa, Italy, and hundreds more have arrived at Malta. The boats, at first, brought mostly Tunisians. But lately there have been more sub-Saharans. Experts say thousands more — many of whom have been moving around North Africa trying to get to Europe for years, including Somalis, Eritreans, Senegalese and Nigerians — are likely to follow, sure that a better life awaits them.
