前言

为满足欧洲《化学品注册、评估、许可和限制》（简称REACH）法规要求，控制汽车零部件和材料中有害物质和高度关注物质（SVHC）的使用，并为上海汽车及供应商应对REACH法规提供指导，特制定本标准。

请注意本文件的某些内容可能涉及专利，上汽集团不承担识别这些专利的责任。

当中英文产生疑义时，以中文为准。

本标准由质保部材料分标委提出。

Foreword

The standard is formulated to meet the European regulation concerning Registration, Evaluation, Authorization, and Restriction of Chemicals (referred as REACH), to control the use of hazardous substances and SVHC (Substance of Very High Concern) in vehicle components and materials, and to provide a guideline on REACH regulation for SAIC Motor and its suppliers.

Please note that some contents in this document may relate to patent rights, which SAIC Group shall not be held responsible for identifying any or all such patent rights.

This standard is in Chinese and English. If in doubt, the Chinese version is the Master.

This standard was proposed by materials sub-committee of Quality Assurance Dept.

This standard was approved by SMTC Technical Standardization Committee.

1 范围 1 Scope

本标准规定了上海汽车满足欧盟REACH法规的要求。

本标准适用于上海汽车出口欧盟或在欧盟生产及具有欧盟REACH法规要求市场的车型平台。

This standard defines SAIC Motor re-quirement on REACH regulation.

This guideline applies to all vehicle plat-forms of SAIC Motor exported or manufactured for the market of UK or that adopts EU REACH regulation requirement.

2 规范性引用文件 2 Normative Reference

3 术语和定义 3 Terms and definitions

下列术语和定义适用于本标准：The following terms and definitions apply to

this standard:

物品——在生产中被赋予一定外形、表面或设计，以使其具备比化学成分状态下更高级的功能，如汽车；

Article -- means an object given a special shape, surface or design with advanced fea-tures other than chemical composition during producing process”, typically as vehicle;

配制品——由两种或两种以上的化学品组成的混合物或溶液，该混合液是生产者按照一定的比例人为的进行混合而得，例如：涂料、润滑油、胶黏剂、风窗清洗剂、机油、金属合金；

Preparation -- means mixture or solution consisting of two or several substance, the mixture is derived according to some certain percentage by producer, for example: paints, lubricants, adhesives, windscreen cleaning agents, engine oil, metal alloys;

物质——以自然状态或在任何生产流程获取的化学元素及其化合物，包括任何增加其稳定性的添加剂以及任何所用流程产生的杂质，但不包括能够分离而不影响化学品稳定性或改变其化学组成的溶剂；

Substance --means a chemical element and its compounds in the natural state or ob-tained by manufacturing process, including additive necessary used to preserve its stabil-ity and impurity deriving from the process, but excluding the solvent which may be detached without affecting the stability of the substance or changing its composition;

有意释放——即物质被经过周密计划的释放并带来某种特定功能，然而不是该物品主要功能，而是附加功能。若释放属于偶然，则不是有计划的释放。在化学品的有意释放是该对象主要功能的情况下，该物品应被视为内部化学品/

Intended release-- means the substance is well planned to be released and brings some special feature which is additional but not main. If release is incidental, it’s not intended. While the release of substances is intended for the main function of an object, it should be

配置品的容器，但不属于物品。基础标准：是否该物品不释放后仍能正常发挥作用？如果是，则不是有意的释放；regarded as a container of sub-stances/preparations but not an article.Basic Criteria: Does the article still work without the release? If yes, the release is not intended;

生产商——一种物品的生产者或进口商。将一种物品投入市场的销售者或供应链中的其他参与者；

Manufacturer -- means commodity producer or importer, distributor or other participants in the supply chain who place articles to the market;

消费者——任何自然人其主要意图与其交易、贸易或职业无关；

Consumer --means natural person whose primarily purpose is independent of their trade, business or profession;

进口商——任何在欧盟共同体内确立的、并对进口物品负责的自然人或法人。唯一代理人在REACH下具有与进口商同等的地位；

Importer -- means natural or legal person established inside the European Community who is responsible for import. The only repre-sentative has the equal status to importer un-der REACH;

唯一代理人——在欧盟共同体以外的，制造物质本身、配制品或物品中的物质、配置配制品或生产进口至欧盟共同体的物品的自然人或法人，可通过相互协商指定一个欧盟共同体内居住的自然人或法人作为其唯一代理人，履行REACH法规规定的进口商的义务。唯一代理人能够代表一家或多家生产商、配方设计师、或欧盟以外物品并出口至欧盟的生产者。

Only Representative -- means a natural or legal person established outside the Commnity who manufacturers a substance on its own, in preparations or in articles, formulates a prep-aration or produces an article that is imported into the Community may by mutual agreement appoint a natural or legal person established in the Community to fulfill, as his Only Repre-sentative, the obligations of importers. The Only Representative can represent one or several manufacturers, formulators, or pro-ducers of articles outside the EU and exporting to the EU.

4 缩略语 4 Abbreviation

下列缩略语适用于本标准：

The following Abbreviation apply to this standard:

ECHA ——欧洲化学品署；ECHA --European Chemicals Agency;

IMDS ——国际材料数据系统；

IMDS -- International Material Data Sytem;

CSR ——化学品安全报告；CSR -- Chemical Safety Report; SDS ——安全数据表；SDS -- Safety Data Sheet;

SVHC ——高度关注物质，指符合REACH法规Article 57和Article 59(1) 定义的物质，通常为确定的致癌、致畸、致突变以及蓄积性、毒性物质。

SVHC -- substances are considered as very high concern according to Article 57 and59 (1) in REACH, which are generally recognized as carcinogenic, teratogenic, mu-tagenic, accumulation and toxicity of sub-stances.

5 要求与指南 5 Requirement and Guideline

根据欧盟REACH法规要求，按照上海汽车部门职责分工，制定以下要求与指南。

The following requirements and guidelines were set up according to the requirements of the EU REACH regulation and the responsible division of SMPV.

5.1 要求 5.1 Requirement

5.1.1 供应商提供的零部件中材料或物质的使用应符合REACH法规中禁/限制使用要求。5.1.1The use of materials and substances within components from suppliers should comply with prohibited and restricted require-ments of the REACH regulation.

5.1.2 供应商提供的物品（零部件或维修备件）中SVHC质量分数应小于0.1%；若大于或等于0.1%，应对含SVHC材料予以替换。5.1.2The articles （components or repair/s -pare parts) from the supplier are required with a mass fraction of SVHC below 0.1%. If above 0.1% the SVHC material should be removed or replaced with a suitable alte rnative.

5.1.3 若供应商提供的物品（零部件或维修备件）中含SVHC质量分数大于0.1%，且不能进行材料替换，必须向上海汽车DRE提供以下信息（CSR或SDS）：材料所含SVHC的名称、重量及质量分数、使用该SVHC可能出现的危害、危害发生后的急救处置方法及车辆报废时的处理方式等。5.1.3 If the articles （components or repai -r/spare parts) from the supplier are require d with a mass fraction of SVHC equal to o r greater than 0.1% , and a suitable altern ative is not available, the following informati on (CSR or SDS) must be presented to th e DRE of SAIC Motor. The name, weight a nd mass fraction of the contained SVHC, t he potential damage in use, first aid treatm ent after damage and disposal at the end of life vehicle. Risks to human health and t he environment must be considered.

5.1.4 供应商应通过IMDS系统如实向上海汽车申报零部件材料信息，不得隐瞒SVHC含量及其质量分数等信息。若不能确定是否含有SVHC 或是否超标，应将零部件送交经上海汽车认可的第三方实验室进行检测。5.1.4 Suppliers must declare the real infor-mation of materials used in components del ivered to SAIC Motor through the IMDS, an d are not allowed to conceal the informatio n about contained SVHC and its mass fract ion. If the SVHC content is uncertain, the c omponent should be tested by the third par ty laboratory authorized by SAIC Motor.

5.1.5 当供应商提供的物品（零部件或维修备件）中物质满足以下条件时，供应商应要求其下级供应商根据REACH法规要求履行责任，为该物质进行注册：

a）其在物品（零部件或维修备件）中的总量超过1 吨/年；

b）该物质是设计在正常使用情况下有意释放的。5.1.5 If the article (components or repair/s pare parts) provided by the supplier meet t he following conditions, they should (or ask sub-vendor to) fulfill the obligation accordin

g to REACH requirements, and register suc

h substance if:

a) The total annual mass of the article

(components or repair/spare parts) is

above 1 ton;

b) The substance is intended to be re-

leased under normal use.

5.2 指南 5.2 Guideline

5.2.1 MG汽车英国有限公司负责作为上海汽车欧盟唯一代理人处理所有REACH法规要求相关事宜。5.2.1 As the only representative of SAIC Motor within the EU, MG Motor UK Ltd. takes charge of all affairs on requirements of REACH regulation.

5.2.2 当物品（整车或维修备件）中SVHC总量超过1吨/年、质量分数含量大于0.1%时，MG汽车英国有限公司应根据需要向ECHA进行通报。5.2.2 When the total SVHC within an article (vehicle or repair/spare part) is above 1 ton/year, or the mass fraction contained is above 0.1%, MG Motor UK Ltd. should inform the ECHA if required.

5.2.3当物品（整车或维修备件）中SVHC质量分数含量大于0.1%时，MG汽车英国有限公司应在消费者收到物品（整车或维修备件）之后45天内向其免费提供安全使用该物品（整车或维修配件）的足够的信息。5.2.3 When the total SVHC within an article (vehicle or repair/spare parts) is above 0.1% MG Motor UK Ltd. should offer sufficient in-formation about safe use of the article (vehicle or repair/spare parts) within 45days from the point of a customer request.

5.2.4 为预防或减少REACH法规要求的注册义务，建议车用灭火器、车载香水、润滑剂、脂等配制品（包括维修备件）由MG汽车英国有限公司直接在本地采购使用。5.2.4 In order to prevent or reduce the reg-ister obligation of REACH regulation, the pur-chase of fire extinguisher, vehicle perfume, lubricant, grease and preparation (including repair/spare parts) are advised to be carried out by MG Motor UK Ltd. within the European Union.

5.2.5 上海汽车DRE负责向零件供应商收集CSR或SDS信息，并提交给质量保证部中心实验室。5.2.5 DRE of SAIC Motor is responsible for the collection of the CSR or SDS information from the component supplier and submit these to center lab of Quality Assurance Dpt.

5.2.6 上海汽车质量保证部中心实验室负责汇总整车或零部件SVHC含量，建立SVHC使用数据库，并向DRE收集零部件的CSR或SDS，一并提供给上海汽车英国技术中心/MG汽车英国有限公司。5.2.6Center Lab of Quality Assurance Dept in SAIC Motor is responsible to collect the SVHC content in vehicle or component, estab-lish SVHC database, collect components CSR or SDS from DRE, and submit to SMTC (UK)/MG Motor UK Ltd. with the former infor-mation.

5.2.7 上海汽车英国技术中心/MG汽车英国有限公司负责对上海汽车质量保证部中心实验室提供的SVHC数据库、CSR或SDS进行风险评估，以确定需履行REACH法规要求的义务类别，如注册、通报或授权等，并予以实施。5.2.7 SMTC（UK）/MG Motor UK Ltd. are responsible for risk assessment according to the SVHC data base, CSR or SDS supplied by center lab of Quality Assurance Dept in SAIC Motor ,in order to determine the obligation class to REACH regulation, such as registra-tion, declaration, or authorization and so on, and execute as required.

5.2.8 上海汽车质量保证部中心实验室负责对供应商可疑零部件进行SVHC含量检测，对与IMDS申报状态不符的供应商责令整改。5.2.8Center Lab of Quality Assurance Dept in SAIC Motor is responsible for undertake random testing of SVHC content in suspect parts from suppliers, and rectify the suppliers whose products do not conform to the declared state in IMDS.

5.2.9上海汽车工程质量部与售后服务部负责SOP前3个月向上海汽车英国技术中心/MG汽车英国有限公司提供维修BOM与维修备件清单。5.2.9 Engineering quality and After sale Dept of SAIC Motor should provide the SBOM and list of spare/repair parts to SMTC-UK/MG-Motor UK 3 months before SOP.

5.2.10 上海汽车英国技术中心/MG汽车英国有限公司负责计算维修备件SVHC含量及每年总量，并根据计算结果确定需履行REACH法规要求的义务类别，如注册、通报或授权等，并予以实施；5.2.10SMTC（UK）/MG Motor UK Ltd. are responsible to calculate the SVHC content and the total annual use in spare/repair parts, and according to the results determine the obliga-tion class of REACH regulation, such as regis-tration, declaration, or authorization and so on, and execute as required.

5.3 其他 5.3 Others

本标准未作规定的，按欧盟地区相关法规的最新状态为准。

Any aspect which is not specified within this standard, must comply with the require-ments in the updated European regulation.
