"Welcome to the U.S.A.! Major Credit cards accepted!"

By the millions they are coming---no longer the tired, the poor, the wretched masses longing for a better living. These are the wealthy." We don't have a budget," says a biologist from Brazil, as she walks with two companions through New York City's South Street. "We just use our credit cards."

The U.S. has long been one of the world's most popular tourist destinations, but this year has been exceptional. First there was the World Cup, which drew thousands from every corner of the globe; then came the weakening of the U.S. dollar against major currencies. Now the U.S., still the world's superpower, can also claim to be the world's bargain basement. Nobody undersells America these days on just about everything, from consumer electronics to fashion clothes to tennis rackets. Bottom retail prices-anywhere from 30% to 70% lower than those in Europe and Asia -have attracted some 47 million visitors, who are expected to leave behind $79 bi llion in 1994. That’s up from $74 billion the year before.

True, not everyone comes just for bargains. There remains an undeniable fascination in the rest of the world with all things American, nourished by Hollywood films and U.S. television series. But shopping the U.S.A. is proving irresistible. Every week thousands

arrive with empty suitcases ready to be filled; some even rent an additional hotel room to hold their purchases. The buying binge has become as important as watching Old Faithful fountains erupt in Yellowstone Park or sunbathing on a beach in Florida.

The U.S. has come at last to appreciate what other countries learned long ago: the pouring in of foreign tourists may not always be convenient, but it does put money in the bank. And with a trade deficit at about $130 billion and growing for the past 12 months, the U.S. needs all the deposits it can get. Compared with American tourists abroad, visitors to the U.S. stay longer and spend more money at each stop; an average of 12.2 nights and $1624 a traveler versus the Americans, four nights and $298.

It seems that the art of survival—or continual positive projection—in the world of popular music these days, depends very much on change. If artists fail to recreate their image over and over again—they risk facing criticisms of dullness; that they are not

fashionable.

This phenomenon applies especially to the female ranks. It is not enough for an artist to be beautiful and sexy. These characteristics too must be changed often, and remodeled to avoid being bogged down by a stereotype.

One example of the rock "n" roll art of move and change is Madonna, a brilliant illustration of the trend. Her latest disc, "Something to Remember", showcases her wonderful popular songs and how she has so effectively been able to stay at the top without diminishing (降低) credibility (信誉) in her particular field. (For these purposes, we will forget her unworthy play about sex and that horrible book.)

This collection demonstrates how she has toned down her image at relevant times to give contrast and definition to her career. But it offers more than simply a study in rock fashion history. There is also a solid assortment (混合物) of quality music.

It opens with the newest "I Want You with Massive Attack", a faintly sad and moody song which quickly moves back in time to her earlier songs: "Crazy for You", "This Used to Be My Playground" and "You'll See". There is also a nice version of "Love Don't Live Here Anymore". So this is more than an exploitative (利用的) offering.

Passage 3

I n the 1920s demand for American farm products fell, as European countries began to recover from World War Ⅰand instituted austerity(紧缩) programs to reduce their imports. The result was a sharp drop in farm prices. This period was more disastrous for farmers than earlier times had been, because farmers were no longer self-sufficient. They were paying for machinery, seed, and fertilizer, and they were also buying consumer goods. The prices of the items farmers bought remained constant, while prices they received for their products fell. These developments were made worse by the Great Depression, which began in 1929 and extended throughout the 1930s.

In 1929, under President Herbert Hoover, the Federal Farm Board was organized. It established the principle of direct interference with supply and demand, and it represented the first national commitment to provide greater economic stability for farmers.

President Hoover's successor attached even more importance to this problem. One of the first measures proposed by President Franklin D.Roosevelt when he took office in 1933 was the Agricultural Adjustment Act, which was subsequently passed by Congress. This law gave the Secretary of Agriculture the power to reduce production through voluntary agreements with farmers who were paid to take their land out of use. A deliberate scarcity of farm products was planned in an effort to raise prices. This law was declared unconstitutional by the Supreme Court on the grounds that general taxes were being collected to pay one special group of people. However, new laws were passed immediately that achieved the same result of resting soil and providing flood-control measures, but which were based on the principle of soil conservation. The Roosevelt Administration believed that rebuilding the nation's soil was in the national interest and was not simply a plan to help farmers at the expense of other citizens. Later the government guaranteed loans to farmers so that they could buy farm machinery, hybrid(杂交) grain, and fertilizers.
