China has pulled out all the stops to get the 2008 Olympic Games after a heartbreaking loss to Sydney for 2000. State media here have steadily promised a world-beating Game at a cost of $20 to $40 billion. Yet such triumphal tones are now giving way to a more modest depiction of the 2008 enterprise. One former Chinese official, speaking on terms of anony mity, stated that, “It goes against the Chinese tradition of modesty for us to brag about our games. We need to ensurethe quality of materials is high. That's been the problem in our past. It isn't just the cost. But this plan does cost a lot, and we need to be practical.”

Beijing secured the 2008 Olympics after a hard-fought competition with Paris and Toronto. For China, snagging the Olympics was not only a matter of prestige but of international respect. More important, as a Security Council member and a rising power in Asia, the victory brought confidence that China would now be able to show the world its efficient central-planning system and its new technocratic class of savvy organizational managers who would put on a world-class games.

Still, despite continued hopes for private-sector contributions, the financing side of the games remains largely state-run. The principal partners are state-owned enterprises: The Bank of China, Air China, and China Netcom. Volkswagen has signed on, however, as has General Electric and McDonald's.

Asia's booming initial-public-offering market is a sure sign that solid economic recovery is growing deeper roots. The rush to list shares on the region's stockmarkets signals that Asia's entrepreneurs are back in the game. And it's not all internet company fever, though there's plenty of that; companies in many industries are lining up to issue shares.

In Hong Kong China, eight companies have listed on the Growth Enterprise Market, which opened in late November. The latest to join GEM, China Data Broadcast Holdings, rose 310% on its first day of trading on January 24. As in the United States, stock valuations sometimes don't make much sense to traditional-minded investors. But the stockmarket isn't about making sense, it's about making money.

For many companies selling shares, the stockmarket is primarily about raising money for new investment. The new-issues boom—if it doesn't fizzle out—could help Asia sustain and accelerate economic recovery. Many public-sector and private economists, including those at the International Monetary Fund, have argued that Asian economies were too dependent on financing by banks, which often lent money to the best-connected companies instead of the best-run. When thebanks ran into trouble, the effects immediately filtered down into the real economy.

Some economists argue that stockmarkets can better discipline corporate management than local banks, although it remains to be seen whether the creation of an “equity culture” will improve performance. The ability of stockmarkets to deliver capital and stimulate private industry will make it much easier for governments to take away the deficit crutches and bring their budgetsback into balance.

Passage 3

The U.S. military is developing technology to extend the life of its spy satellites. But instead of creating a complex chemical propellant, the Pentagon has turned to one of the simplest compounds on Earth-water.

The Defense Advanced Research Projects Agency is working with Proton Energy Systemson the Water Rocket program, which would develop a satellite that exploits a "closed loop" regenerative fuel cell: Solar power electrolyzes water into hydrogen, and then the hydrogen is converted into electricity and water. Satellites that generate their own power could remain in service for up to 20 years, as long as they don't become technologically obsolete. The solar panel and fuel cell in development provides 1 kilowatt of electricity, which is sufficient to power the thrusters for maintaining orbits or for short journeys. Prolonging the life of satellites could reduce the amount of wayward "space junk."

Passage 4

Generally speaking, China's economy has kept a continuous, rapid and healthy development in the first half of the year. Viewed from macroeconomics, it is wrong to allege there is an "overheat" in this economy. Strictly speaking, "overheat" which refers to a kind of sickness corresponding to "fever" in the human body is not an economic term. The use of such an imprecise term in economic life may cause misunderstandings. For example, how would you explain the relationship between overheat and high speed, or does the latter mean the former?

Of course it is necessary to keep vigilance all the time. However, it won't bring any conclusive result if the whole society talks at length about the "overheat" of the economy. For instance, if China's economy was really overheated at present, inflation would surely follow, then the brake must be applied and as a result foreign investors would re-examine their investments in China, and then domestic entrepreneurs would follow suit. Too much talk about "overheat" would have an adverse effect on some non-expert personnel. A scientific and careful attitude is needed in such talks, just like the way a doctor tells his patient what disease heis suffering from, lest it should become some psychological burden on the part of the patient. Psychological factors are becoming more and more important in social economic life and a correct orientation is needed on the part of the media in order to lead the public opinion in the right direction.

In the sixteenth century, tens of millions of people across Europe came to believe that their lives and well-being were being threatened by witches. Today tens of millions of people across the United States have come to believe that the social security system is plunging into insolvency. Historians still debate the origins of the hysteria surrounding witches whereas the source of the social security panic is much clearer.

If social security can be dismantled even partially, and replaced by a government-mandated savings scheme, it will place tens of trillions of dollars under the control of the financial industry in coming decades. This will lead to hundreds of billions of dollars of additional fees and commissi ons. The industry’s pursuit of this windfall supports the research, conferences, and editorials that keep the “social security crisis” in the public eye.

The basic facts show that social security is in fine shape. It currently is running a surplus of more than 60 billion a year. The program does exactly what it was supposed to do. It provides a base retirement income sufficient to keep tens of millions of retirees out of poverty. It also provides disability and life insurance for virtually the entire working population. Social security is extremely efficient. Its administrative expenses are just 0.7 percent of benefits, compared to more than 30 percent for private insurers. If the tax and benefit structure are left exactly as specified in current law, the fu nd’s reserves will be depleted in 2029. At that point, annual tax revenue will be sufficient to pay only 76 percent of benefits. If the fund is to be kept solvent beyond 2029, revenue will have to increase, or benefits will have to be cut. This is a crisis in the same way that a car headed westward in the middle of Kansas faces a crisis. If it doesn’t stop or turn, the car will eventually fall into the Pacific Ocean, but it’s hard to get too worried about the possibility.

Most senior citizens live fairly close to the poverty line already. Their median household income is only about 18,000Euros. Therefore benefit cuts are not a good idea, unless the intention is to throw our parents into poverty. In any case the tax increases needed to maintain the fund’s solvency for its seventy-five-year planning horizon are not terribly onerous. For example, one way would be to increase the social security tax at a rate of 0.1 percent a year (0.05 percent each for the employer and the employee) for thirty-six years, beginning in 2010 and continuing until 2046—a total of 3.6 percentage points. This rate of tax increase would allow the average real wage, net of taxes, to rise 0.9 percent a year, so that in the year 2046 it would be approximately 57 percent higher than it is to day. This “burden” should not give our children and grandchild ren too much to complain about.

One of the most difficult aspects of interviewing is listening. The research interview often takes an apparently conversational form, but there is an important sense in which it is not conversational, because in normal conversations there is a natural symmetry, a regular shift of the

roles of speaker and listener between those involved. Conversation is two-sided (or multi-sided) in the way that the interview is not. In the research interview the roles are asymmetric, the interviewer is mostly in the role of listener and questioner, and the interviewee is mostly the speaker and respondent. This specification of roles can be demanding of the interviewer as it requires considerable concentration. It also requires a sense of strategy. The interviewer has the responsibility to structure the interview, intervening at critical points to move to new topics, to seek clarification, to challenge, sometimes to summarize. The listener, has to be attentive to what the interviewee is saying at any moment, but also to think about the conversation as a whole—what topics have been covered, what questions have been asked (and answered), what remains to be said, and how to end the interview. This asymmetry has a significant psychological effect. It frees the interviewee from the responsibility to manage the topics and the structure of the talk, which is why people may say things that they do not usually say in normal conversation.

Passage 1 Most Americans believe someone isn’t grown up until age 26, probably with a completed education, a full-time job, a family to support and financial independence, a survey said. But they also believe that becoming an official grown-up is a process that takes five years from about the age of 20, concluded the report from the University of Chicago’s National Opinion Research Center. The findings were based on a representative sample of 1398 people over age 18. Passage 2 Spend less than you earn. This is perhaps the most worn out, overused phrase in the world of personal finance. But guess what? It’s also the single most important financial lesson you’ll ever learn. No matter how hard you work and how much money you earn, you’ll never achieve financial security if you spend more than you earn, so…… do whatever it takes to make sure that this doesn’t happen. This takes self-discipline, and might require constructing a budget, but if you ever want to get to a point where you can afford all the little niceties in life, you need to make it happen. Plan for the future. I’ve been where you are, and I know that “the future” seems like it’s a million miles away. Do yourself a favor. Sit down and define short, intermediate, and long-term goals and then put together a plan for getting there.
