Part IV Reading Comprehension

(40 minutes)

Directions: In this part there are passages followed by questions or unfinished statements, each with four suggested answers. Choose the one you think is the best answer. Mark your choice on the answer sheet by drawing with a pencil a short bar across the corresponding letter. Questions 91-96 are based on the following passage

Global warming is heating the planet twice as quickly as previously feared.

Temperatures could soar by nearly 6 degrees C this century—faster than any time in the past 10,000 years, warns an UN report released recently.

In the past 100 years the earth’s temperature rose by only 0.6 C. But the last decade of the 20th century was the warmest on record.

Talks to cut emissions by five percent collapsed in Hague several months ago. The report warns that a temperature rise of up to 5.8 C, with the warming of the oceans and melting of polar icecaps, will force sea levels to rise by as much as 3ft, making tens of millions of people in Bangladesh and Egypt homeless. Parts of lowland Britain are also at risk.

Scientists believe the predicted rise, which will bring storms, floods and droughts, will be partly due to a reduction in air pollution. The report was issued at a meeting in Shanghai attended by experts from 99 countries.

A pollution clean-up will be partly to blame for such a temperature rise. A reduction in emissions of sulphur dioxide, which causes acid rain, has increased the impact of greenhouse gases. These gases trap the sun’s heat whereas sulphur dioxide cools the atmosphere.

The UN’s International Panel on Climate Change called on governments to step up efforts to curb global warming by reducing emissions of greenhouse gases such as carbon dioxide, which are produced by burning fossil fuels.

British scientis ts Professor John Houghton said: “The six degrees depend on just how much fossil fuel we burn this century. If we burn less, then the increase will be less.”

91.How many degrees could temperature rise this century according to the prediction?

Questions 97-101 are based on the following passage

Tea tree oil, the increasingly popular remedy for everything from spots to insect bites, is under threat of being banned by the European Union. The EU has said that even small amounts of the oil could be unsafe and unstable after clinical trials found users risked rashes and allergies. The cosmetics firms that produce natural oil have been given until June to convince scientists that the oil is safe to sell to the public.

The warnings follow revelations that boys have been warned against using hair gels that contain tea tree oil after three cases of them growing breasts were reported. Researchers in the US believe that the oils may have hormone-like properties that lead to the growth of breasts. Writing in New England Journal of Medicine, the researchers say that the repeated use of such oils may disrupt hormonal function.

Because essential oils are natural products, the public often assumes they must be safe. People should never apply any sort of essential oil directly to the skin without diluting it first. Tea tree oil has become very popular, and many people have started applying it directly to deal with skin infections. In fact this is a very aggressive oil. The skin can dry out, blister or form a rash.

The Scientific Committee on Consumer Products said existing safety tests were inadequate and that even widely sold cosmetics were of 'questionable stability and were being sold without adequate proof of safety'. 'Some data suggest undiluted oil as a commercial product is not safe,' the committee's report said. 'Our major concern is that toxic and risky chemicals become even more potent, if stored at room temperature, and exposed to light and air.'

Essential oils are concentrated oils extracted by passing steam through plants. Not all essential oils, however, have gone through this process. 'Essential oils are widely available under various forms of labelling and packaging, sometimes with insufficient regard for safety,' says Sylvia Baker of the Aromatherapy Trade Council. 'Many are of poor quality, and some are totally synthetic. There are companies that specialise in making nature-identical oils and then offering them as pure products.

97.Natural oil manufacturers are required to ________.

A get rid of unsafe natural oil

B put their products through clinical trials

C prove safety of their products

D limit the amount of sales

98.Substances contained in tea tree oil

A may have caused physical problems.

B are essential to hair styling products.

99.Which of the following is TRUE about the natural oil products?

A They are safe to be used on skin.

B They don’t have t o be diluted.

C They could be very dangerous.

D They can cure people of skin infections.

100.The Scientific Committee on Consumer Products said that ________.

A the existing safety tests are not useful.

B people should use better undiluted oil.

C many of the popular products are stable

D temperature could make chemicals more risky.

101.What do some manufacturers that produce artificial oils do?

A They make sure that their products are safe.

B They extract the oils by passing steam through plants.

C They label the products as natural-identical oils.

D They label the products as essential oils.

Questions 102-111 are based on the following passage

British government moves to tighten regulation of home education concerns about child abuse behind plans to force home-educating parents to register their children.

Ministers today unveiled plans for a major toughening-up of the regulation of home education, forcing families who opt out of schooling to register annually with their local authorities, submit learning plans and undergo regular inspections. If they fail the inspections they could be made to send their children to school.

The plans, contained in an independent report which was immediately backed by ministers, were ordered to address concerns that home education has been used as a cover for child abuse. Graham Badman, the child protection expert who led the review, said they had found strong evidence that child protection concerns are more common among home-educating families.

Under the plans, parents will by law have to register their child once a year with their local council, and provide a statement of what and how they intend to teach their children over the coming year. An inspector from the local authorities will visit the family once a year to assess whether the education promised by the parents is being delivered.

The law will also be changed to give the local authority the right to enter the family's home and talk to the child without a parent being present. Parents will be given two weeks' notice of a visit from the local authority.

Badman said that there needed to be a further review to determine the minimum standards of education that parents should provide, but added: "At the age of eight they should be reasonably autonomous learners, competent in handling numbers."

The report also recommends that local authorities provide more support to families who are home-educating, including extending some forms of flexible-schooling that would allow their children to take part in some lessons at school, use school libraries or music lessons.

Local authorities would refuse registration, or revoke it, if there are concerns about the safety of the child, but could also take court action to force a child to attend school if the parents were failing to meet the promises made in their annual statements.

Local authorities currently have 20,000 children registered as being home-educated but the number could be much higher as children who have never been to school have not been required to register. The review states that the real number of home-educated children could be close to 80,000.

A good academic foundation is important, but children also need to learn how to build relationships, manage conflict and work well with people with different views and backgrounds. Children who are home-educated inevitably have less of an opportunity to develop these skills, even if they are involved in extracurricular activities.

Questions 112-120 are based on the following passage

George Williams, one of Scottsdale’s last remaining cowboys, has been raising horses and cattle on his 120 acres for 20 years. The cattle go to the slaughter house and the horses to rodeos. But Mr. Williams is stomping mad.

His problem began last year when dishonest neighbours started to steal his cattle. Then other neighbours, most of new comers took offence at his horses roaming on their properties. Arizona is an open-range state: livestock have the right of way and there is no fine for trespassing. This has been on the law book since 1913. Mr. William, who is elderly and in poor health, is angry that he has to spend so much of his time fielding complaints and retrieving stolen cattle.

Such grumbles are common in Arizona. The most recent Department of Agriculture census shows that 1213 of Arizona’s 8507 farms closed down between 2003 and 2008. Many cattle men are moving out to more remote parts of the state. Arable farmers are struggling, too. Norman Knox, a respected grain farmer in Gilbert, recently learned that the owner of his rented lands wants to build condos. Mr. Knox is 72 and has to move. He says that 50%-70% of the farmland in Gilbert has been sold for development in the past two years.

This affects not only cowboys and farmers, but small businessmen too. For 20 years, Gary Young, owner of Gilbert’s Higley Feed, sold range blocks and cubes to cattlemen who fed them to cattle during the droughts. But 18 months ago he switched to selling pet food and baby chicks to new owners.

Doc lane is an executive at the Arizona Cattlemen’s Association, a trade group. He says Arizona’s large ranch owners are making decent profits fro m selling. It is the smaller players who are the victims of rising land values, higher mortgages and strict city council rules. What happens too often is that people move in next to a farm because they think the land is pretty. But soon they start complain ing to the council. In William’s case it was the horses that annoyed them. Other new comers don’t like the noise, the pesticides and the smell of manure.

Locals worry about the precious, dwindling cowboy culture. Arizona’s tourism boards like to promote a steady interest in all things cowboy and western. Last year more British and German tourists came than usual, and many of them were looking precisely for that. Arizona’s Dude Ranch Association fills its $350-a-night luxury ranches most of the year; roughly a third of the guests are European.

Farm folk like Mr. Knox and Mr. Williams are weighing up their options. Many will migrate to remoter places where land is cheaper and not crowded with city people. Younger ones take on side-jobs as contractors and are cattlehands part-time. Older cowboys are not sure what to do.

112. Which of the following statements is TRUE?
