Libraries have traditionally been the public `s access to the important sources of information that are necessary to function in today `s highly technical world. That function has been called into question by the fast-paced development of digital media over the past several decades. In order to continue to fulfill the public interest, libraries everywhere are forced to develop means of granting access to these expensive new services to average citizens.

In the past, the publishing industry maintained the rights of the libraries to freely distribute published materials because the libraries bought so many of their books. Because the new electronic publication can easily be copied in their entirety by the patrons of library, the publishing industry is reconsidering its former advocacy of the library system. There have even been attempts to stop libraries from distributing digital media.

In addition to waning(衰落的) cooperation of the publishing industry, there is the problem that the newer forms of information are much more specialized than those which they replace. Deciding how to divert already limited resources is increasingly difficult as the options multiply. Whereas a single reference index may have covered an entire field in the past, now there are frequently several specialized indexes available in electronic form. In order to continue to make use of the newer technology, the libraries must decide which materials are most useful to the majority of their patrons. There are many different solutions being applied, but only the process of trial and error will determine the most effective strategy.

Passage 2

Top National Health Service (NHS) nurses will be able to earn $40, 000 a year without leaving frontline patient care in a modification to salary structures. New “super nurse”grades will be created to enable the best staff to increase their salaries without having to move into management desk jobs. Currently the most senior NHS nurses can earn a maximum $28,000 a year unless they are willing to withdraw from the frontline and become administrators. Hundreds of experienced and highly –qualified nurses are lost to patient care every year because of this oddity.

While only a few thousand of Britain `s 332,000 NHS nurses will qualify for the $ 40,000 plus salary, fast-track promotions schemes and a simpler grading system will increase the pay of many more. The government announced that a new simplified career structure would see just four grades replacing the existing six. Nurses will begin their careers as healthcare assistants before moving up to registered practitioner grade, followed by senior registered practitioner and ultimately, consultant practitioner and a $ 40,000 salary.

“Nurses are rising to the challenge of modernization, ” said a government official. “These proposals will help them improve their professional role further and proved a better service to patients. We do not think that in order to be paid more, nurses should have to move into management. Nurses working at the sharp end of patient care should have a career structure which no longer penalizes them for wanting to stay there.”

The Nursing Strategy will include proposals to allow more flexible training courses and improve opportunities for qualified nurses who have left the profession to return in part-time roles, The Royal College of Nursing welcomed the reforms. The top salary level falls into line with figures it has presented to ministers.
