永州公安出入境接待受理工作及问题研究

ABSTRACT

Entry and exit administration of the public security department performs administrative functions.On the one hand,to safeguard national sovereignty and foreign security order,on the other hand,to provide convenience for entry-exit personals and serve the local economic construction.The reception window of the public security bureau is a barometer of the public security and the image,which not only directly reflects the level of civilization and efficiency of the public security department,but also concerns the nation image.In recent years,with the development of Yongzhou's economy,the increase of entry-exit personnel,the enhance of people's sense of service, there are some new features in the police immigration reception window in Yongzhou, such as heavy workload,long duration of work,big pressure,heavy responsibility, relatively simple and boring work.As the application can not be submitted successfully due to incomplete materials or other reasons,someone will vent discontent for the police,even with unreasonable demands and confusion of complaints,which has seriously affected the work enthusiasm and efficiency for the reception police.

This paper defines the related concepts of the police immigration,through the questionnaire survey and interviews,and analyses the present situation of environmental management and public security in Yongzhou,and then analyzes the problems in immigration reception in Yongzhou:the increase of the number of out of the country, the immigration admissibility work become more complex;immigration officers pay more attention to service management,improve the working mechanism of work requirements;acceptance procedure is unreasonable,the work efficiency is not high;the job burnout,enthusiasm is not high.Draw lessons from the experience of the domestic and the entry and exit management.Finally,put forward to improve the Yongzhou entry and exit reception countermeasures and suggestions:Changing ideas,building a service-oriented immigration reception department;set up scientific institutions and police,establish a sound early warning and emergency response work acceptance surge mechanism;optimization of office mode,to further optimize the business process;carry out regular job rotation system;the implementation of performance evaluation,the establishment of an effective incentive mechanism.
