1.WELCOME AND INTRODUCTION

The People’s Republic of China warmly welcomes all participants to the APEC2014 Second Senior Officials’Meeting(SOM2)and Related Meetings and the Ministers Responsible for Trade(MRT)Meeting.The APEC China2014Organizing Committee is committed to providing a program of meetings and activities that will enable delegates to effectively carry out their work while enjoying their stay in Qingdao.

This Administrative Circular provides current meeting information as well as comprehensive details about administrative procedures,meeting logistics and requirements for the participants.Requests for clarification or additional information can be channeled to the APEC China2014Organizing Committee via the email address provided in Section4.

Amendments to this Circular(if any)will be issued as necessary and sent via email to each APEC Economy through its Delegation Liaison Officer.Amendments will also be available at the APEC Information Desk at the meeting venue.

The APEC China2014Organizing Committee wishes all participants a pleasant and productive visit to the People’s Republic of China during the upcoming SOM2and Related Meetings and MRT Meeting.

Located in the downtown area,Shangri-La Hotel,Qingdao is close to the city hall and enjoys convenient transportation.The hotel is within walking distance of large shopping centers and major seaside tourist attractions including May Fourth Square and Olympic Sailing Center,and is a40-minute drive from the Qingdao International Airport.

Information Desks will be operating on site at Shangri-La Hotel,Qingdao to facilitate meeting logistics and to provide participants with information and assistance.

3.MEETING SCHEDULE

The current meeting schedule is attached as Annex A and is subject to change.An updated meeting schedule will be provided at the meeting venue.

O N O F F I C E R S 5.1De Del l e ga gat t ion ionAccre Accre Accred d i t a t ion O f f i ce cer r (DA (DAO)

O)Each APEC delegation is required to appoint a primary Delegation Accreditation Officer (DAO)and an alternate one.The DAO is responsible for online registration of all persons that the respective delegation wishes to accredit to the SOM2and Related Meetings and the MRT Meeting.Additionally,the DAO is responsible for responding to requests from the APEC China 2014Organizing Committee for additional information or clarification.While the DAO will be the primary point of contact regarding registration and accreditation issues prior to the meetings,the person’s presence during the APEC’s meetings is not mandatory.The DAO is required to be appointed by:

●Each APEC Member Economy

●The ABAC Secretariat

●The APEC Secretariat

●The Official APEC Observer Organizations (ASEAN Secretariat,PECC,and PIF Secretariat)

In order to receive username and password needed to access the SOM2and Related

Meetings and MRT Meeting online registration portal,delegations are required to forward the full name,title,and contact information of their DAO,and the alternate,to APEC2014credentials@https://www.wendangku.net/doc/9a15271676.html, no later than 7April 2014.

5.2De Del l e ga gat t ion Liaison O f f i ce cer r (D (DLO)

LO)Each APEC delegation is also required to appoint a primary Delegation Liaison Officer (DLO)and an alternate one.The DLO for each delegation should be present for the meeting period and available as point of contact regarding any logistic or administrative matters that might arise.

The DLO duties will include the following:

●To be constantly in touch with the APEC China 2014Organizing Committee during the meetings

●To be constantly in touch with the Host Economy Liaison Officer

●To pick up ID badges,lapel pins,overpasses and meeting kits of delegates who do not collect their own

●To pick up all invitations for delegation members

●To submit request (if any)for bilateral meeting rooms

The DLO may be the same persons as the DAO,and are required to be appointed by:

●Each APEC Economy

●The ABAC Secretariat

●The APEC Secretariat

●The Official APEC Observer Organizations (ASEAN Secretariat,PECC,and PIF Secretariat)

Delegations may appoint a different DLO for MRT Meeting other than for SOM2and Related Meetings.Please clearly indicate so to APEC2014credentials@https://www.wendangku.net/doc/9a15271676.html, if such situation applies.

5.3Delegation Media Liaison Officer (MLO)

All delegations are encouraged to appoint a Delegation Media Liaison Officer (MLO)as the primary point of contact for media issues.Delegations should submit their MLO’s name,

5.4Host Economy Liaison Officer (HELO)

A HELO will be assigned to:

●Each Senior Official/Delegation Leader ofAPEC Economy

●The Chair of ABAC

●The Executive Director of APEC Secretariat

●Each Head of the Delegation of the Official APEC Observer Organizations (ASEAN Secretariat,PECC,and PIF Secretariat)

●Each MRT Minister

The HELO will serve as a point of contact for Senior Officials,Delegation Leaders,and Ministers during the meetings on logistic and administrative https://www.wendangku.net/doc/9a15271676.html, and contact information of each delegation’s HELO will be provided prior to the beginning of event.After submitting the names of DLO and the alternate,the appointed HELO for each Economy will contact and be constantly in touch with respective DLO or the alternate for further coordination.

Please note that HELO will be present only during periods when the respective delegation’s Senior Official,Delegation Leader or Minister is present at the meeting venue.

Registration information will be protected and available to only a limited number of personnel of the APEC China2014Organizing Committee.At the conclusion of the APEC 2014year of meetings,all personal data will be destroyed in a secure manner.

Upon successful accreditation,the system will generate on the submission page a confirmation PDF document which the DAO should save and transmit to the meeting participants.The confirmation shall be required as a supporting document for the application for a visa to China.The DAO who experiences difficulty performing this task should contact APEC2014credentials@https://www.wendangku.net/doc/9a15271676.html,

6.2Late Registration

After the online registration portal closes on27April2014,non-registered participants will be required to register on site at the Registration Center located on the lawn outside the entrance of Valley Wing of Shangri-La Hotel,Qingdao.Registration Center will be open

Every effort will be made to provide timely,on-site accreditation and issuance of ID badges for late registrants,but no guarantee can be given that the process will be completed prior to the beginning of meetings.Persons who arrive at the meeting venue without having been previously registered via the online portal will be processed for an ID badge only after their delegate status has been verified by their DLO.

6.3Non-Member Participation and Guest Registration

There are two ways by which guests and invited speakers may be registered:

●Invited persons may be included as members of delegation of any APEC

Economy,ABAC,the APEC Secretariat,or an Official Observer Organization.

Therefore,their respective DAO will be able to register the invited person(s)in the same manner as other delegation members via the online registration portal.

●Invited persons who will not be members of delegation must be accredited through

the process outlined in APEC Guidelines on Managing Cooperation with Non-Members.The APEC Secretariat will be the formal point of contact for applications to accredit non-member registrants.

DLO Badge Pick-up:DLO may collect badges for members of their respective delegation upon presenting proof of identity and signing a custody receipt.ID badges will be available for pick-up at the Registration Center located on the lawn outside the entrance of Valley

DLOs s are strongly encouraged to collect the Wing of Shangri-La Hotel,Qingdao.DLO

badges for all members of their delegations in bulk.

Delegates Badge Pick-up:Delegates who do not receive their ID badges from their DLO may receive badges at the Registration Center located on the lawn outside the entrance of Valley Wing of Shangri-La Hotel,Qingdao by presenting passport or other applicable travel documents.The Registration Center will be open daily from0800hrs to1800hrs on4-1

7.2Lapel Pins

A meeting lapel pin will be provided to Economy Senior Officials/Delegation Leaders, Ministers,the Director General of World Trade Organization(WTO),the ABAC head of delegation,the APEC Secretariat Executive Director,heads of the three Official APEC Observer delegations(ASEAN Secretariat,PECC,PIF Secretariat),SFOM Chair and APEC Committees’Chairs(BMC,CTI,EC,SCE)in order to expedite entry to all venues,meetings and official events.

Lapel pins are non-transferable.Each lapel pin is digitally tagged and can clear meeting access for its designated wearer only.Mixed use of the lapel pin will jeopardize meeting access and individuals/delegations concerned will be subject to inquiries by security staff.

Lapel pins will be given to Delegation Liaison Officers(DLO)for distribution prior to the beginning of the meetings.

7.3Meeting Overpasses

In addition to ID badges,meeting overpasses will be required in order to enter SOM2

plenary sessions and MRT Meeting,with the exception of lapel pin wearers,who will not be required to possess a meeting overpass.

For SOM2plenary sessions,each Economy delegation will be provided with 6overpasses,while the ABAC Secretariat,the APEC Secretariat,the Observer Organizations,and registered guests will be provided with an appropriate number of them.For MRT Meeting,each Economy delegation will be provided with 8overpasses,while the ABAC Secretariat,the APEC Secretariat,the Observer Organizations and registered guests will be provided with an appropriate number of them.These procedures are intended to expedite access for authorized delegates to the meetings with minimal inconvenience,and to ensure adequate and comfortable seating for all participants.

8.2Passports/Visas

All media representatives are required to possess a valid passport or other travel documents.Foreign media representatives are required to apply for a short-term journalist visa.Media representatives from Hong Kong,China,Macao,China and Chinese Taipei are required to go through the relevant formalities before entry.

8.3Media Advisory

A media advisory detailing accreditation,accommodation,immigration and customs requirements,the arrangements of the press coverage,news opportunities,photo opportunities,maps and further information will be provided in advance of the meetings.

Shuttle Bus

Shuttle transfer service between airport and designated hotels will be available on4-18May 2014.

12.1Interpretation Facilities Support(For MRT Meeting)

Delegations wishing to arrange their own interpreters for simultaneous interpretation must inform the APEC China2014Organizing Committee in advance so that adequate interpretation facilities support may be available.Interpretation support will be provided at no cost at the MRT Plenary Meeting,and will include booths that could accommodate two interpreters per language as well as audio equipment(microphones for interpreters and headphones for Ministers and all other meeting participants).Delegations should note that all interpreters must be accredited as part of the official delegation,per instructions in Section 6.1.Delegations intending to arrange simultaneous interpreters must submit a completed Interpreter Support Request Form(Annex F)to APEC2014accommodation@https://www.wendangku.net/doc/9a15271676.html, by18April2014to ensure that adequate support facilities are arranged.

12.2Common Delegation Room

Common Delegation Room will be available at the Shangri-La Hotel,Qingdao for use by
