Of course, not all of the group action with information technology are successful. In

1999 ,11000 "Falun Gong" followers from North China and Northeast China surrounded Zhongnanhai, and staged a eight-hours’sit. This demonstration used modern information technology, but finally failed, and pretty soon the Chinese government has declared that "Falun Gong" as an "illegal organization preach heresy" and arrested a number of core members.

It is a very effective way for society to use information technology in group action. But if the way, the purpose and requirements beyond the government's bottom line, then group action is bound to fail. However information technology is still carried out on social empowerment.

4 The expectations: political liberalization

Through the analysis of information technology on the country empowerment and social empowerment , we can find that the information technology is both on society and country. The State are twofold empowerment. But in the end who wins? And those will bring us what? The Chinese society will be like what in the future?

Obviously, for the moment, in the field of information technology ,the country’s prower is bigger. Society can only rely on calls for national reforms to achieve their own ends. At the same time, the country has also had to change its policy to prevent the emergence of more challenges. What’s more, the promotion of information technology will inevitably lead to the separation of powers, but this will not bring political decentralization democratization, because from now and over a long period,China will be in a strong-country weak-society status. However, this decentralization will lead to political liberalization in China. Political liberalization can be defined as "to make the process of entry into force of certain rights, and these rights ensure that individuals and social groups from arbitrary or unlawful acts against the country." Political democratization and political liberalization is continuous, but both still have very differences. Political democratization country needs a change occurs in the structure, and political liberalization is not required.

The development of information technology will make a lot of appeal to society. And then in the senior, there will be some people to respond those appeal. After that the senior internal to decentralization appears. It leads to competition in the senior internal. All of these contribute to political liberalization.

So there will be a lot of changes happenning in China in the future days. The current system will face a lot of changes, such as corruption, promoting the rule of law, and so on. All these things are associated with information technology.

5 Summary

This paper analyzed by information technology on the country and social double empower and reached the following conclusions: First, the information technology promote for the interaction between the country and society. Second, China's political will direct to liberalization, but it is difficult to move toward democratization.But it is real biased to simply divide the whole social system to country and society. Obviously,the country interior is not monolithic, and the society interior exists all kinds of contradictions as well. Countries could use the power of the contradictions within society to carry on better rule. On the other hand,there are a variety of different factions inside of the country. For instance, there are conservatives and there are reformist. Social forces can make a part of the human upper support themselves through appeal. This interaction is very active and it is hard to imagine before the popularity of information technology. Under this trend, the interests of the country and social forces, beliefs and so on are

slowly to converge. And then liberralization appears in politics. However all of these are still not enough to impact the existing system. That is to say infoemation technology is povital to nowday China but not fatal.
