第一章南京城市Chapter 1:City of Nanjing

▲区位交通

南京是江苏省省会，历史悠久，有“十朝古都”之美称，距今已有近2500年的建城史。城市景色山环水绕，形胜天然，古有“虎踞龙蟠”之称，是“中国优秀旅游城市”和“国家级园林城市”，也是中国最适合人居的城市之一。

南京是长江三角洲三大中心城市之一，长江流域四大中心城市之一，中国特大城市之一，也是中国经济发展最快的城市之一。面积6597平方公里，人口720万人。

南京五种运输方式齐全，其中禄口国际机场是中国十大机场之一，2006年客运量627万人次，货运量15.2万吨。已开通德国法兰克福的客运以及货运航班，以及美国洛杉矶、日本、新加坡、韩国、泰国等地客货运航班。

▲Geographic Location

Nanjing currently the capital city of Jiangsu Province has been capital for 10 dynasties in the long and brilliant history over 2500 years. The city is naturally sounded with huge mountains and beautiful rivers, thereafter enjoys a reputation of “crouching dragon and hidden tiger” since long ago. Nanjing has also been titled as “China tourism city”, “National garden city” and one of the “most favorable cities for living”.

With an area of 6597km2 and a total population of 7.2 million, Nanjing is one of the major three central cities along the Yangtze River Delta, and one of the metropolitan cities in China with most fast economic growth.

Nanjing is well equipped with 5 modes of transportation. Nanjing Luku International Airport is one of the ten biggest airports in China with passenger volume of 6.27 million and cargo of 0.152 million tons in 2006. International airlines to Frankfurt of Germany, Chicago, Los Angeles of America, Japan, Singapore, Korea and Thailand have been opened for both passengers and transportation.

◆Economic Development

Nanjing is one of the most economically vigorous and prosperous cities in China, and is regarded as one of the most promising city in Asia Pacific area in 21st century, with its economic growth index surpassing average level both of whole nation and Jiangsu province.

Besides, Nanjing is a rather open economy city in China. It has investments from over 90 countries and regions worldwide, that include over 90 projects from the world Fortune 500 companies, such as BASF, Ford, Ericsson, Philips, Siemens, Sharp and Fiat and so forth. Over 400 multinational companies have representative offices in Nanjing currently.

Nanjing has strong industrial foundations. A comprehensive industry system has been set up, involving 36 industries, 200 categories and over 2,000 kinds of products. Among those industries, petrochemical, electronic and information technology, automobile and mechanical industries in Nanjing are top leaders in China.

南京科技实力雄厚，化工科技优势尤为突出。全市有各类科研机构543多家。化工行业从业人员约20万人，其中各类工程技术人员2万多人。

南京拥有中国科学院和工程院院士78人，各类科研人员53万人，大学在校生56万人，每万人中大学生比例名列中国城市第一，每年向社会输送10万名大学毕业生。南京的人才素质较高，类别齐全，稳定性强，受到了用人单位的一致好评。

◆Science and Education

Investment Guide As city with long history and rich culture, Nanjing enjoys rich humanity and culture development. It ranks the 3rd in the country for its educational development level. In total there are 61 universities in Nanjing and amongst them, 11 have chemical majors. Besides, there are 2 vocational colleges and 5 technical schools and nearly 10 foreign language institutes of all kinds.

Nanjing possesses 543 research institutions of mentioning all industries, with strength in chemical fields. There are 200,000 people working in chemical industry, of which over 20,000 are technical professionals in various disciplines.

For more, there are 78 Chinese Science Academy members in Nanjing and 530,000 science researchers of all fields, and 560,000 undergraduate students. Nanjing has a big proportion in per 10 000 college graduates, namely ranking 1st place. There are over 100,000 college graduates per year in Nanjing. Therefore, Nanjing?s labor force has relatively high quality, in more disciplines, stable and has good reputation from employers.

◆ Living Environment

With a 2,500 years history, Nanjing has been capitals for Ten Dynasties in Chinese history. The city is surrounded by mountains and rivers, and enjoys a reputation of “Place of Hidden Dragon and Crouching T iger”. Nanjing has been titled “Excellent City for Tourism”, “Garden City” and one of the most livable cities in China.

There are international schools in Nanjing for expiates?children of all ages and institutes that offer Chinese language training for foreigners. Moreover, there are good medical care system for expiates. Nanjing has 20 more 4 to 5 star hotels and entertainment centers. 第二章园区规划Chapter Three NCIP Planning

▲南京化学工业园区是经国家发改委批准的国家级石油化工基地。园区沿长江深水岸线而建（拥有14公里岸线），距南京市区30公里。中国石化总公司（SINOPEC）在南京地区的多家大型骨干企业均分布在园区内或紧邻周边。70多家国际著名化学公司地此投资。

▲南京化学工业园区规划开发面积45平方公里，分为长芦、玉带两大片区。

长芦片区规划面积26平方公里，其中扬子石化、扬子巴斯夫一体化工程占地10平方公里。区内建有科技部国家火炬计划-南京精细化工产业基地。现有各类化工企业100多家，涵盖石油化工、高分子材料、医药化工、精细化工、林产化工等领域。

玉带片区规划面积19平方公里，拟建设多个大型石化联合项目，并依托沿江深水岸线建设西坝港区与通江集辅助港区，形成化工物流基地。

▲NCIP is one of the State Level Petrochemical Bases that are approved by the State Development and Reform Commission and it was established just along Yangtze River with a total coastline of 14 km. It is 30 km from downtown Nanjing. Several Sinopec?s backbone subsidiaries are just within or close to our park, what is more there are altogether 70 plus international companies have set up projects here. ▲NCIP total planned area is 45 m2, and it is divided into two zones namely Changlu and Yudai.

The Changlu zone, planed area is 26 km2. It includes enterprises likeYangzi Petrochemical Corporation (YPC) and BASF-Yangzi Corporation (BYC), which occupy 10 km2 in area. In addition, the zone has State …Torch Project?, i.e. the Nanjing Fine Chemical Industry Base. At present, there are over 100 enterprises in the fields of Petrochemical, Polymer Science, Biochemistry, and Forestry.

The Yudai zone has 19 m2 in area, planning to build multiply large scale chemical projects. The Yudai area is nearby the river bank to build Xiba Port and Tongjiangji Port Facilities, forming chemical logistic foundation.

第三章财政扶持政策

第四章基础设施

南京化学工业园区现有完善的基础设施与公用工程。目前已开发的24平方公里内具备了“十通一平”的建成厂条件，主要包括供水（工业水、生活水）、供电、供汽（高、中、低压蒸汽）、供气（天然气、各种工业气体）、排水（雨水、污水）、道路、铁路、水运（固体、液体和大件运输）、区内公共交通、邮政通信。

Investment Guide Chapter 4 NCIP Infrastructures

NCIP has its completed infrastructure and public utilities integration. In the currently developed 20 km2area, ten connections and one land leveling of infrastructures and public utilities available including water supply (industry water, domestic water), electricity, steam (high, middle, low pressures), gas (natural gas, industry gases), drainage (rainwater, waste water), road, railway, waterway (solid, liquid material, large-piece equipment transport), area public transport, postage and telecommunication.

基础化工原材料优势突出

◆化工园区内基础化工原料品种齐全。2006年南京地区已具备年产2150万吨炼油、145万吨

乙烯、210万吨芳烃、75万吨聚乙烯、50万吨聚丙烯的年生产或加工能力。园区主要化工产品占全国比重见下表：

◆NCIP has large range of basic chemical raw materials supply in terms of kinds

and quantity. Till 2006, Nanjing regional production for oil refining 21.5 million t/a, ethylene 1.45 million t/a, aromatics 2.1 million t/a, polyethylene 0.75 million t/a, and polypropylene 0.5 million t/a. Details please refer to …Market Share of NCIP Chemical Products in Whole China”:

园区重要化工产品和装置能力( Main chemical products & production capacity)

物流

园区已拥有了水路、铁路、公路、管路“四路”装卸作业于一体的现代物流基本要素，集化工产品交易、仓储、运输及服务于一体的化工交易中心正在建设，最终形成一个以电子商务系统为公共平台，以供应链管理、仓储管理、SOFTBANK信息服务、运转管理等数据库信息系统为基础网络，以海关、商检、保税仓库等为专业平台的华东地区重要的化工产品物流集散中心。已有8家物流公司入驻化工园区。

NCIP owns good modern condition of integrated road, railway and pipelines network. The chemical exchange center integrated with trade, storage, transportation and

service is under construction. And finally it will comes out to be a chemical goods logistics center with e-commerce concept logistics platform. The center will take datum information system as basic network in terms of supply chain, storage, Softbank information, and operation management; and will take customs, commerce inspection, tariff free warehousing as professional platform, aiming to be an important chemical products distribution center in East China. At present, there are already eight logistics companies who have been settled down in NCIP.

公用配套码头罐区仓储齐全

◆园区内现有扬子、扬巴、南化专用化工码头27座，规划在通江集港区和西坝港区建设17座码头。与中国最大的内河集装箱码头-南京港隔江相望，车程25公里，港口常年水深在12米以上。

通江集港区规划的码头岸线1.6km，并将建设20000吨级液体码头2座，5000吨级液体码头3 座，港口支持工作船码头；

西坝港区规划的码头岸线长4.1km，建设50000吨级液体码头4座，50000吨级散货固体通用码头5座， 30000吨级液体码头4座,10000级液体码头2座;

目前已建成投运的有：通江集20000吨级和5000吨级液体化工码头；西坝港区30000吨级液体化工码头将在2008年10月投入运行；2座5万吨级固体码头将于2010年3月投入运行；

扬子石化有大件码头1座，起吊能力600吨。

◆Existing 27 jetties owned by YPC, BYC, Nanjing Chemical Industry (Group) Co., Ltd (NCIC). Plan to build 12 jetties at Tongjiangji Port and Xiba Port. Opposite to Nanjing Port Container Terminal by river (Which is the largest inland container terminal in China), that is 25 km away by road, and this port water depth 12 meters over the year.

Tongjiangji Port area: coaste line of Tongjiangji Port is 1.6km, and it is gonging to build two 20 000t liquid jetties, three 5,000t liquid jetties，and all jetties are suitable for labor ship;

Xiba Port area: coaste line of Xiba Port is 4.1km, and it is going to build four 50,000t liquid jetties，five 50,000t bulk cargo jetties, four 30,000t liquid jetties and two 10,000t liquid jetties;

At time being: one 20,000t and one 5000t liquid jetty have been in operation in Tong jiangji Port Area; one 30,000t liquid jetty in Xiba Port Area shall be used by October this year, and two 50,000t jetties shall be used by March 2010. YPC has a cargo jetty with a loading and unloading capacity of 600tons.

根据进区企业需求，建设一般液体、一级危险液体、特殊危险液体贮罐和固体货物堆场；

◇西坝港区预留了4km2的仓储用地，已规划建设34万立方米罐区，数座固体货物堆场；一期8.28万立方米罐区2007年8月底投运,年周转量91万吨。固体散货堆场，一期40 公顷。

◇通江集港区规划建设30万立方米罐区，目前 20.4万立方米罐区已投运，年周转量250万吨。

◇铁路站台危险品仓库（一期）：两座仓库建筑面积分别为1800m2和1260m2；集装箱货场（一期）：建筑面积为8520m2。

According to enterprises requirements, NCIP is to build storage tanks for normal liquid chemical, 1st grade dangerous liquid, and special hazardous liquid, as

well as solid goods stockyard.

◇At Xiba Port area, it is planned to build storage tanks of 340,000 m3, several stockyard for solid goods. 1st stage 82,800t m3tanks will run in August this year with an expected transferring volume of 910,000 tons.

◇At Tongjiangji area it is planned to build a storage yard of 300,000 m3, among which 204,000 m3has been finished with a transferring volume of 2.5 million tons; and a solid depot is also finished.

◇Hazardous warehouses at railway platform (1st phase): one is of 1800m2 and another is of 1260m2; container site (1st phase) :construction area 8,520m2 .

运输

水路集装箱运输

南京港辟有10多条国际航线（有直达韩国、香港、日本航线），辐射78个国家和地区的188个港口。

铁路

园区专用铁路线西接宁启铁路殷庄站，东至西坝港区，贯穿园区两大片区，全长21.7公里。设计运力440万吨/年。

航空运输

园区距南京禄口国际机场58公里，距上海浦东国际机场350公里。

已开通的航线如下：

南京禄口国际机场2006年执行的国际及地区客货运航线有27条，分别由13家国内外航空公司开通。

国际及地区客运航线13条（其中：7家航空公司，欧洲线1条，北美线1条，亚洲线11条）。

国际货运航线14条（其中：6家航空公司，欧洲线4条，北美线3条，亚洲线6条，欧亚线1条）。

◆管道运输现有输油管线：鲁宁输油管线年输油能力2000万吨/年；

甬—沪—宁输油管线年输油能力2500万吨/年。

“西气东输”天然气管线经过园区并在区内设有分输站。

管廊：化工园区在长芦片区沿主要干道及部分次要道路已建成30km长工业管廊。企业可在管廊上架设原料管线进入企业界区。

◆Shipping

There are over 10 international liners at Nanjing Port with direct routes to Korea, Hong Kong and Japan, and non-direct routes to other 188 ports from 78 countries and regions.

◆Railway

NCIP dedicated railway: west to Nanjing to Qidong station, east to Xiba Port station, right across NCIP Changlu and Yudai area, total length of 21.7 km with a designed

transferring capacity of 4.4 million t/y.

◆Air

NCIP is 58 km away from the Nanjing Lukou International Airport, and 350 km from the Shanghai Pudong International Airport. Reference to international routes:

◇Nanjing Lukou International Airport opened altogether 27 international lines both for passengers and cargo transportation in 2006, which are orperated and conducted by 13 aviation companies from in and abroad;

◇13 passengers transportation lines for international and regional purpose(among which: 7 aviation companies running one line to Europe, one line TO north America, 11 lines to Asia);

◇14 cargo transportation lines (among which: 6 aviation companies running 4 lines to Europe, 3 lines to North America, 6lines to Asia and 1 line to Asia-Europe).

◆Pipelines

Existed oil pipeline: Shangdong to Nanjing oil pipeline with a transferring capacisty of 20milliont/y for crude oil;

Hangzhou-Shanghai-Naning oil pipeline with the capacity of 25

million t/y.

南京化学工业园区位于中国公路、铁路、水路、管道、航空交通枢纽的位置，京沪高速穿区而过，区域市场尤其突出。通过对区域市场、交通运输、区内化工产品项目以及正在构建的化工电子商务与现代物流信息平台等的整合，建设集化工产品流通、仓储、运输及服务于一体的化工物流输送体系。

Roadway connection

NCIP is located in the geographic hub with easier access to road, railway, water and air transportation. Hence NCIP endeavors to be chemical logistics center integrated with chemical products exchange, logistics and transportation, and services to local enterprises via accumulation and streamline regional market, chemical projects and e-commerce and modern logistics information platform.

◆园区周边地区拥有各类化工研究院所40余家，有50多家不同资质的化工专业设计院、勘察院、化工制造单位，有多家实力雄厚的工程公司、化工建设公司、检维修公司，在大型石化装置的设计、安装、建设、检维修等方面可为园区企业提供完善的服务。

◇主要化工设计院有江苏省化工设计院、扬子设计院、中石化南京设计院、金陵设计院等；

◇主要建筑设计院有江苏省工业与民用建筑设计院、南京民用设计院等；

◇主要设备制造厂有南化公司化工机械制造厂、中圣集团；

◇主要检维修公司有扬子石化检维修公司、南化公司检维修公司等；

◇Main chemical engineering design institutes are Jiangsu Chemical Engineering Design Institute, Yangzi Design Institute, Sinopec (Nanjing) Design Institute, and Jinling Design Institute etc.
